Recommendation
Authorize and approve the following aetions relative to Bid Negotiation No. 5555 (Job No.
2725), Buckeye Water Treatment Plant Filters 5 through 8 Repairs:
(1) Award to RTA Construction, Inc. in the amount of$576,500;
(2) Approve an additional $182,000 to cover the cost of administration and inspection fees;
(3) Approve $30,000 for project developinent eosts;
(4) Approve $60,000 to provide construction contingency funding;
(5) Authorize the City Manager to approve additional increases in either �he construction
management or construction contingency amounts up to a total of$50,000; and
(6) Find that the Project is categorically exeinpt from review under the California
Environmental Quality Act,pursuant to Section 15301 -Existing Facilities.
Fiscal Impact
The Buckeye Water Treatment Plant Filters 5 Through 8 Repairs Project (Project) is being
funded by the City of Redding's (City) Water Utility Division. The Water Utility' budget is
sufficient for this project and funding it will not impact other activities or projects.

construction management, and construction contingency funds may be necessary to balance the
project within the approved budget.

Alternative Actzon
City Council (Council) may choose not to award the bid for the project and provide staff with
alternate direction. Without this project, there is greater potential for increased maintenance
costs, a decrease in reliability, and an increased risk of failure of the filters at the Buckeye Water
Treatment Plant that could impact the City's customers.
BackgNound/Analysis
The Water �Utility treats raw drinking water through a filtration and disinfection process at its
two water treatment plants (WTP) —Foothill and Buckeye. The Buckeye WTP treats raw water
from Whiskeytown Lake and is located on Benson Drive, northwest of the City boundary. It was
built in 1993 and a major expansion was completed in 2008.
The Buckeye WTP includes eight �lters, four of which were added in the 2008 expansion. The
underdrains in the four original �lters (filters 1 through 4) were replaced in 2005. In 2019, the
underdrains in filters 1 through 4 were already failing, so the City replaced the existing plastic
filter underdrain systems with new stainless-steel underdrain and air-scour systems manufactured
by AWI. Staff has been pleased with the durability and operation of the stainless-steel underdrain
and air-scour system and on June 4, 2024, Council approved a sole source designation for the
AWI filter underdrain systems at the WTP's.
The four filters that were added in the 2008 WTP expansion (filters 5 through 8) still utilize the
plastic underdrain systems and staff is concerned about their reliability and longevity. Of those,
filters 5 recently failed and is currently out of service. This project will replace the plastic
underdrain systems in �lters 5 through 8 with new AWI stainless steel underdrain and air-scour
systems to match the installations in filters 1 through 4.
Attached is a tabulation of bids received and opened on January 23, 2025, for construction of the
project. The low bid in the amount of$576,500 was received from RTA Construction, Inc., of
Redding, California. The engineer's estimate was $845,000. Total project development costs for
this project are estimated to be $30,000. Project development costs include engineering and
environmental for the project.
Environmental Review
Staff has determined that the project is categorically exempt from environmental review under
California Environmental Quality Act Guidelines, pursuant to Sections 15301 - Existing
Facilities. Class 1 exemptions include the minor alteration of existing public structures and
facilities. The project will repair or replace existing infrastructure in the same location and
serving the same purpose and capacity. Therefore, the project has no potential to have a
significant effect on the environment and further environmental review is not required.

Backg�ound/Analysis
The Public Works Department - Water Utility treats raw drinking water through a filtration and
disinfection process at our twa water treatment plants (�TP) — Foothill and Buckeye. In Fiscal
�Year 201$-�19; at the� Buckeye��WTP, four filter underdrains constructed in 2005 had failed and�
were replaced. The original underdrains that failed were Roberts brand plastic underdrains and
�were replaced with�a stainless-steel underdrain and�air-scour�system manufactured by AWL AWr
has been in business since 19�8 and their underdrains are manufactured in the United States.
Staff�is pleased with the durability and operation of the stainless-steel�underdrain and air-scour�
syste�n compared�to the plastic�underdrains�.

The remaining four plastic underdrains at the Buckeye WTP were constructed in 2008 and staff
is concerned about their longevity. Of those, filter #5 recently failed and the Public Works
Department - Engineering Division is preparing to release a capital construction project to
replace those four-filter underdrain and�ir-scour systems.
Staff is requesting Council to make a sole source finding that would allow the AWI underdrains
to be specified in ��the plans and specifications. By matching��existing equipment, �it minimizes
�training and maximizes maintenance efficiencies including stocking of spare parts. In
�accordance�with Public C�ntract�Code Section 3400(c)(2)�., the Council m�y make�a�n�ding for a
��material,product, or�service�by�spe�ific brand or�trade�narne�in order to match other�products in
use within the City of Redding's water syst�m. Such a finding would a11ow the benefits
described above to be realized.
