SUBJECT: 4.8(a)--Authorize to Sell and Donate Fire Engines.
Recommendation
Authorize and approve the following for the City of Redding Fire Department:
(1) Authorize donation of One 2000 Boise Mobile Equipment Type ZII Wildland Engine to
the Happy Valley Fire Protection Distriet;
(2} Find that the donation serves a public purpose; and
(3) Authorize One 1994 Freightliner Type III Wildland Engine to be sold at auction through
JJ Kane Auctions.
Fiscal Impact
Each vehicle has an appraised value of approximately $10,000. As auction prices can fluctuate
based on demand, condition, and other factors, the actual sales price is difficult to predict.
Donating one vehicle could reduce funds coming back to the Redding Fire Department's (RFD)
rolling stock by up to $10,000 while selling one at auction could increase it by $10,000. Either
action will be a minimal fiscal impact.
AZteNnative Action
The City Council could choose to se]l both engines at auction and attempt to raise approximately
$20,000 for RFD's rolling stock, or donate both engines to local area Vol�unteer Fire
Departments. RFD has received multiple inquiries from surrounding area Volunteer Fire
Departments indicating a need for these engines due to their limited funding.

Background/Analysis
Presently, RFD maintains 22 engines in its operations fleet. These include front line structural
engines, wildland fire engines, and reserve engines and trucks that are used as back up for when
front line apparatus go in for service. They are also used for upstaffing during high risk weather
days. In 2023, RFD took delivery of two new 2023 Boise Mobile Equipment Type III wildland
engines. When the new engines were placed in service, these older engines —the 1994 and 2000
Type III Engines -were removed from service as part of RFD's vehicle replacement p1an.
The �Iappy Va11ey Fire Protection District is a volunteer-based department with limited funding,
which restricts its ability to purchase new or used equipment. Despite these challenges, the
district plays a critical role in supporting RFD by providing station coverage and emergency
incident response during times of drawdown. The donated engine would remain within our local
region, enhancing the areas overall response capabilities. Additionally, the donation would
directly benefit RFD during critical times when additional resources are needed.
Environmental Review
This is not a project defined under the California Environmental Quality Act, and no further
action is required.
