SUBJECT: 5.1--Consider Mayor's reappointment to the City of Redding Administrative
Hearin s Board.
Recommendation
Approve the Mayor's recommendation to reappoint James Diehl to the City of Redding
Administrative Hearings Board for a second four-year term ending January 31, 2029.
Fiscal Impact
There is no impact to the General Fund.
Alte�native Action
The City Council (Council) could choose not to approve the Mayor's recommendat�ion and
provide staff with alternative direction.
Backg�ound/Analysis
The City of Reddin� Administrative Hearings Board is a three-person baard tasked with
administrative enforcement af provisions af the Redding Municipal Code. The membership of
the board shall inelude persons with professional experience in law, lativ enforeement, dispute
resolution, ad�ninistrative proeesses, engin�ering, genaral eontraeting, subcontracting, or real
estate, and must be a resident of ths City of Redding, own a business, ar be employed within the
eity limits of Redding. All applications are reviewed by the Mayor or designe� to determine if
the experience requirements are met.
James Diehl has completed his first term and is eligible to be reappointed for a second term,
ending January 31, 2029. He has expressed interest in continuing to serve and if approved, would
be an asset to the committee.

July 2005 to June 2009: CAL FIRE Battalion Chief in Fire Prevention.
Assigned as the Shasta County Fire Marshal and as the Pre-fire Planning Battalion
Chief. These positions have responsibilities in law enforcement, fire prevention
planning and land use, building plan review, and fire and arson investigation.
Duties include representing the County Fire Department before various groups,
commissions and boards.
June 1981 to June 2005: California Emergency Medical Technician I.
December 1976 to December 1980: United States Air Force Fire Protection Specialist.
COMMUNITY VOLUNTEER EXPERIENCE
January 2007 to Present: Elevate Camps (Formerly Vertical Life) Board of Directors.
Elevate is a non-profit organization that supports the local church in reaching the youth,
through Elevate's camp ministry.
Januarv 2017 to Present: Pathway Church Volunteer Liaison to the City of Redding
Organized Pathway volunteers to assist the City of Redding on various work projects.
October 2009 to September 2012: Neighborhood Church Redding, Usher Coordinator.
Januarv 1999 to October 2006: Crosspointe Church(Formerly North Valley Baptist),
North Valley Christian School, Redding Christian School.
Served in one or more of the following volunteer roles: PTA President, Basketball
Assistant Coach, School Council Chairman, Church Administration Committee
