SUBJECT: 4.8(a)--Authorize Application for Assistance for Firefighters Grant
Recommendation
Authorize the City of Redding Fire Department (RFD) to submit an application to the Federal
Emergency Management Agency Assistance to Firefighters Grant Program in the amount of
$1,000,000, with a 10 percent match requirement, for the replacement of RFD's Self-Contained
Breathing Apparatus.
Fiscal Impact
The City of Redding Fire Department (RFD) is proposing to apply for $1 million from the
Federal Emergency Management Agency (FEMA) Assistance to Firefighters Grant (AFG) to
purchase updated equipment to extend the useful lives of the Self-Contained Breathing
Apparatus (SCBA). The grant requires a 10 percent match of $100,000. If ativarded AFG
funding, staff will return to the City Council (Council) for grant acceptance, award, allocation
and identification of the 10 percent match source.
Alternative Action
The Council could choose not to authorize RFD to apply for grant funding to replace the SCBA;
however, the SCBA would sti11 need to be replaced.
Background/Analysis
The AFG is a federal program that aims to meet the needs of firefighting, emergency response,
and nonaffiliated emergency medical service organizations by providing funding. The funding
provided through the grant is focused on firefighter health and safety, as we11 as the safety of the
public the firefighters serve.

A SCBA is a device that typically consists of a facemask with a hose that connects to an air
source and is worn to provide breathable air while the wearer is in an atmosphere that is
immediately dangerous to life and health. These devices protect firefighters when they enter into
spaces where the air is a danger to their survival.
RFD received funding from the AFG in 2013 to purchase its current SCBA. National Fire
Prevention Association (NFPA) standards require SCBA's be replaced every 10 years or after
two NFPA revision cycles. In this case, RF'D will meet the 10-year reguirement. While the
current SCBA's we utilize have met our needs over the last 10 years, ensuring we have reliable,
clean, breathable air to carry out our mission for the next 10 years is critical.

This is not a project defined under the California Environmental Quality Act, and no further
action is required.
