Recommendation Accept oral report praviding an update regarding the status of the Redding Riverfrant Specific Plan. BackgNound/Analysis In 2021, the City of Redding (City) rece�ived an unsolicited proposal by private parties to explore the design, feasibility, master planning, and eventual development of the approximate 45-acre riverfront area consisting of the Civic Auditorium, Rodeo Grounds, and related facilities. Eventual redevelopment of the Civic Auditorium and Redding Rodeo Grounds as well as planning for development/redevelopment of private property would have been addressed in that effort. However, after five public meetings, the City Council (Council) directed that the City- owned property not be declared surplus and that instead the Redding Riverfront Specific Plan (RRSP) be updated. Co�uncil decided to allocate $1,250,000 of American Rescue Plan Act (ARPA) funds toward the RRSP update. In early 2023, consulting firm MIG was awarded the contract and work began in earnest in late summer and fall of 2023. A Community Open House was held in August of 2023 to introduce community members to the RRSP update project and hear their concerns and their vision for the future of the riverfront. A1so, in August 2023 the Council accepted a report regarding the community engagement strategy for the project and formed a Community Coalition Group to advance the effort of the RRSP update. The Community Coalition Group met four times throughout October and November 2023. Using the input and resulting key themes from the Community Open House discussions, staff develop the draft Vision and Guiding Principles Framework. This framework document was presented to and aceepted by Council in January, 2024. Report to Redding City Council November 26,2024 Re: 9.4(a)--Oral report regarding Redding Riverfront Specific Plan update Page 2 Throughout early 2024, the project team completed an analysis of the existing conditions of the specific plan area, and began developing concepts and alternatives in alignment with the Vision and Guiding Principles Framework. By mid-May 2024, these preliminary concepts and alternatives were presented to the community in the form of two in-person workshops held at the Civic Auditorium. For those community members unable to attend these in-person workshops, in August 2024, an online survey was published presenting the same material. Participation for the in-person workshops and online survey was strong, with over one thousand community members providing responses. The survey data has been compiled and will be presented to Council as part of this oral report. The purpose of this oral report is to provide a brief background and overview of the project, provide the Council with a status update regarding community feedback received to-date, and to discuss next steps in the process. Environmental Review This is not a project as defined under the California Environmental Quality Act, and no further action is required.
