Fiscal Impact The State of California Business, Consumer Services and Housing Agency (BCSH) awarded Encampment Resolution Funding Program Round 3 Lookback (ERF-3-L) grant funds in the amount of$8,354,955 to the City of Redding (City). The funds are to assist persons associated with the LindenlMercy Canyon area and the Technology/Progress/Breslauer area (Encampments} into interim shelter housing and supportive services. Of the total award, $1,764,000 was specifically earmarked for interim housing in the BCSH Standard Agreement. Of that total, $1,463,960 is remaining and available for continued Interim Shelter services. Since ERF-3-L are grant funds, there is no impact to the City's General Fund. Alternative Action The City Council (Council) could choose not to provide approval for continued interim shelter services or may provide staff alternate direction. Alternative direction may require Council and BCSH approval, and could result in ERF-3-L funds being lost or reduced by the BCSH. Report to Redding City Council November 27,2024 Re: 9.2(c)-- Consider Emergency Shelter Request for Proposals Page 2 Background/Analysis California Government Code Section 8698 (GC 8698) allows the governing body of a city to declare a Shelter Crisis when a significant number of persons are without the ability to obtain shelter, resulting in a threat to their health and safety. On June 15, 2021, Council adopted a resol�ution declaring that the City had a shelter crisis. Following this declaration, the Council approved two Ordinances (2637 and 2638), thereby amending Redding 1Vlunicipal Code (RMC) Chapter 18.17.020 (Temporary Uses Exempt from Permits) and RMC Chapter 16.02.010 and Chapter 16.03.010 relating to establishment of criteria for permitting and operating emergency housing sites during a declared Shelter Crisis. Each January lst, pursuant to GC 8698, the City must report its actions and results of its efforts to alleviate the shelter crisis as described in its Shelter Crisis Action Plan(Action Plan). The Action Plan provides guidance to staff in addressing homeless issues in our community. Pursuant to the Action Plan, the City has assisted local nonprofits to set up three microshelter sites; Mark Street (in operation since March 2023); Goodwater Crossing (enrolled guests in November 2024); and Veda Street Village (under construction and opening by the end of 2024}. In addition to the microshelters and by direction of Council, the City provides street outreach through the Redding Police Department's Crisis Intervention Response Team, interim housing at motels, various Good News Rescue Mission rehabilitation and building projects, a motel conversion, and other assistance to the unsheltered and at-risk community members through local nonprofits. On November 21, 2023 and April 2, 2024, Council appropriated ERF-3-grant funds for interim shelter and case management services. In addition, funding for a motel purchase was set-aside, in the event additional grant funding through the ERF program was received at a later date. On N�ovember 5, 2024, Council also approved the appropriation of a grant to Good News Rescue Mission for case management services. On November 6, 2024, the City terminated its agreement with the vendor providing interim shelter beds at a local motel. In order to minimize the disruption to the interim shelter occupants, on November 12, 2024, the City Manager signed a short-term agreement with Shasta Community Health Center to provide interim shelter assistance while also using Good News Rescue Mission case management services for those displaced from the motel. The short-term agreement ends in March 31, 2025 and an associated item increasing funding and duration of the agreement is an item on this Council Meeting's Consent Calendar for consideration. Should Council wish to continue providing interim shelter assistance to thase associated with the encampments, longer-term provider/partnerships need to be obtained, utilizing the City's Request for Proposals (RFP) process. If Council is supportive of staff publishing an RFP, staff will work with the BCSH to reallocate motel purchase funds back into the interim shelter line item. As such, staff recommends utilizing the remaining $1,463,960 towards interim housing for the RFP. Funding these projects will assist staff to meet the metrics for the grant; specifically, to provide 90 people with interim shelter opportunities. Environmental Review This is not a project as defined under California Environmental Quality Act, and no further action is required. Response Team (CIRT) to help shelter people who are homeless and have lived in the Linden Canyon or Progress/Technology Way encampments. The successful Provider is expected to be awarded at the ,���r���z°�y "�� �C}.�� Redding City Council meeting. Submitted proposals must include a proposed budget,timeline, and a detailed plan to meet Project expectations. Providers responding to the Request for Proposals (RFP) must provide all necessary resources to ensure the Project is established and open for operation within an agreed-upon Project delivery schedule. Interested Providers are reguired to submit gualifications in accordance with the requirements of the RFP. The Redding Housing Division reserves the right to request that Providers submit additional information to Housing Division staff at any time. The Housing Division also reserves the right to suspend, amend, or modify this RFP's provisions, reject any and all proposals, negotiate modifications of proposals, or award less than the available or requested funding. ].� ���w1��;��c�����c1 The Encampment Resolution Funding (ERF) Program (Program) was established to increase collaboration between the California lnterProvider Council on Homelessness (Cal ICH), local jurisdictions, and Continuums of Care. Projects must focus on improving the experience of unsheltered people residing in encampments by addressing safety and wellness issues of people within encampments and transitioning individuals into interim shelter with clear pathways to permanent housing or directly into permanent housing. Projects must use data-informed,non-punitive, low-barrier, person-centered, Housing First philosophies, and coordinated approaches. The City of Redding was awarded Encampment Resolution Funding (ERF 3-L) funds to complete this Project. The Project will work in conjunction with the City's CIRT and The Good News Rescue Mission's (GNRM) Encam�pment 3-L (ERF'-3-L) Case Management Project, C�v�r��1 ��c?j��t�C�j��tirrs:� The overall goal of the Project is to provide immediate shelter for people who are literally homeless (per HUD definition here: �tt s:llww�vah�d�x�ha���o��fc�/hc���l�ssn�s����s�s��n��l�a�cm�s mv�rt���mb�r�d�rs/���m 5 ���-l�c� �8�ss-�l���bi�it�/fc��r-��t���a°i�sl��t���ry-1/) and to assist with the overall ERF 3-L goal to connect 50 people to permanent housing over 24 months. ?.0 S(.`C)I�F C)��' 5�����C�F;� �,� P�°°c�jes;� ��c�p� c���o�4�� The Encampment 3-L Project will provide funding for the cost of shelter beds located at motels within the City of Redding. In conjunction with Case Mangement Services Provided by the GNRM, the Provider will operate the Project including providing emergency shelter for eligible individuals. Individuals wi11 be connected to the GNRIVI Case Management Project to obtain resources and options for transitional or permanent housing. Provider will be required to master lease motel rooms with the motel owner. The motel owner will operate the motel as if the participants are motel guests, providing all of the normal and customary motel services. The motel owner will be responsible for maintenance and normal motel operations such as room cleaning, linens, pest control and overall health and safety of the motel. Components of this program should include: a. Accept referrals first through the CIRT Outreach Team and ERF Case Managers; if no referrals are contemplated from these two sources, the Provider may receive referrals from other community providers and focus on clients associated with the Linden Canyon or Progress/Technology Way encampments. b. Coordinate with other funding sources that could provide additional emergency shelter and other support. c. Develop a motel room program,wherin arrangements would be made in advance with a motel provider in exchange for providing rooms at a reasonable rate for households participating in this prograin. Rooms should be negotiated for a fixed time stay such as weekly or monthly. d. Motei rooms wiil have a maximum stay of ten(10)months. e. Build relationships with motel owners to resolve potential conflicts with program households as they arise. f. The motel sha11 furnish normal and standard motel operations such as: i. Sewer, trash disposal, and water service both hot and cold ii. Electricity and/or gas necessary to provider power for heating, ventilating and air conditioning iii, Linen/terry cloth and laundry services iv. Standard motel housekeeping/janitorial services weekly v. Toiletries including shampoo,conditioner,soap,toilet paper and tissues vi. Pest control for any pests that may negatively affect the health, safety and peaceful enjoyment of the Project by participants. g. Collaborate with exisiting Encampment Case Management providers for housing case management services; including direct assistance to participants. h. Collect data and information as required by the City including enrolling clients into the I�omeless Management Information System(I�MIS). i. The City will not consider costs for motel damage claims 6 2,2 ��r��i������°�t�c��� Up to 5 percent of ERF Program costs throughout the grant period may be used for indirect costs. Indirect costs may include, but are not limited to, the following: a. Executive director salary and benefits b. General organization insurance c. Organization-wide audits d. HMIS data expenses e. General Provider facilities costs (including those associated with executive positions) such as rent, depreciation expenses, and operations and maintenance. All amounts billed to administration must be supported by actual costs. Backup doculnentation will be required with monthly invoicing. °�,3 ����c�as��ca��� ��f`C�a�r��r��t�c���rc�����;r The successful Provider's Project will exhibit the following attributes: a. Collaborative Approach - the provider(s) must have the ability to build and maintain strong and effective working partnerships with homeless service providers, housing providers, and landlords. b. Communication — staff must have the ability to communicate with people experiencing homelessness, service providers, and the public. c. Objectivity— successful operation requires that the provider use consistency and fairness when applying all policies,procedures, and tools. d. Problem-Solving — the program provider must embrace a problem-solving approach to ending homelessness. To be effective,the provider must employ staff who are skilled at problem-solving and understand how to adopt a trauma- informed, strengths-based, and client-centered approach to all aspects of service delivery. e. I�ousing First — the organizational mission and philosophy of the provider must be aligned with Housing First principles: everyone is housing ready, and there should be minimal barriers or service participation requirements imposed on homeless people as a condition for entering housing. f. Voluntary Services -Programs must not terminate or deny services to households based on a refusal to participate in supportive services. Supportive services are helping or educational resources that include support groups, mental health services, alcohol and substance abuse services, life skills or independent living skills services, vocational services, and social activities. These services will be provided by the GNRM Case Management Project unless otherwise coordinated. g. Data-informed — the data collected will be used for ongoing and continuous system improvement. The provider must be firmly committed to data quality and willing to make data-informed decisions. Data must be entered in to the HMIS accurately, and on an ongoing basis. 2.A� �c:r�f��°rt������l�I��z�ta�4e���r�zt The Project will be monitored frequently using internal evaluations, data verification 7 and field monitoring. The successful Provider wi1L• a. Utilize an HMIS Emergency Shelter program for participants. b. Provide adequate records of placements into the motel including room numbers, entry and exit dates, destinations of clients when they exit the hotel, and any incident reports. c. Submit monthly data reports to the City of Redding with additional reports and data as requested by Housing. d. Receive periodic monitoring and evaluation by Housing. 3.0 �I�C�F�C3��L �L��i��'���I���� �'�)����'���C��T����'IF;�°T� 3.� P�����s����1 ���1�r�1it��1. City of Redding Housing Division will accept proposals until Friday December 20, at 2:00 p.m.(PDT). Housing Division reserves the right to reject,at its sole discretion, proposals received after this date and time. The proposer shall provide the original (unbound) proposai, along with two copies. Identify members of the team who will work on the project and indicate who will be the project manager with their contact information. • Provide an organizational chart of the team composition. • Acknowledgement of receipt of any addenda issued to the RFP. 8 If any Provider's key personnel change during the project,the Provider sha11 notify the Housing Division immediately. The letter must contain a statement certifying that the proposer has the capacity and available staff to complete the project. The statement shall also indicate that the proposal is valid for 90 days and shall be signed by an officia] authorized to both bind the proposer to the statement and enter into contracts on behalf of the proposer. List the projects in reverse chronological order and provide the following information for each proj ect: • Project name and location • Nature of work performed • Level of responsibility for project manager, task leader, or subcontractor • Name of the contact person and telephone number at the time the project was completed • Time span(start and end of project assignment) C�u I�re������.��?�?t•c���h Summarize your approach to designing, implementing, and operating an emergency shelter programs and any special considerations the Housing Division should be aware o£ Proposals should respond with specific details about how each of the listed elements of the Project will be addressed. The description must indicate: 9 • Program philosophy and methodology • Program management • Staffing levels, including job descriptions of personnel planned for the programs • Anticipated partnerships with other community providers. • HMIS experience and history • Program evaluation methods T�, k�tc�j��;� �c��a�,���.z��; ����� ��_��w�tc����� Include a document with the start and end months. The Provider should develop the optimal sequencing and timing of the various tasks in the written proposal. �. �'t°�>j��� ��c�c��;�t The Housing Division lnay award to up to three (3)providers for this project with the award averaging $500,000. Funding for this contract is available for motel rooms including standard motel services such as laundry services (including personal laundry), bedding, linens, and hygiene items. One motel room must be included in the contract for an on-site staff office. Funding is not available for food or room damage. • Proposers should review the requirements of this RFP and address all services that might reasonably be expected to support the Project. • The Project budget should be itemized by the cost per room and per person; Express how many people can receive shelter at a given time; and provide a breakdown of overhead costs by item. �,� T�T�(��F'���L��'���L,����'I�i� The Housing Division will determine the selected Project based on information provided in the proposals and any subsequent interviews that may be conducted. Housing Division does not guarantee that interviews will take place; as such,proposals should include all required information, be clear,be concise, and stand on their own for evaluation. Upon receipt of the proposals, the I�ousing Division sha11 review and evaluate the proposals for responsiveness to the RFP to determine whether proposers possess the qualifications necessary to provide the required services. The Housing Division may request clarifications of proposals directly from the proposers. In reviewing the proposals and negotiating with selected proposers, the Housing Division reserves the right to rej ect all proposals.The Housing Division may negotiate directly with qualified proposers and may request a final best offer from one or more proposers. A review committee of three City Staff will evaluate the proposals based on scoring criteria,to include the following: • The applicant's approach, the scope of work, recommended schedules, suggested 1( responsibility assignments, and staffing levels. • Qualifications and experience in providing services in street outreach with the homeless and similar assistance with emergency shelter, as exemplified by past projects. • Knowledge of and experience in implementing and operating homeless programs. • Experience and ability to form partnerships with other providers serving home]ess clients. • Project total budget. Submitted proposals wi11 be evaluated using the criteria established below. The review committee will evaluate and score proposals in accordance with the scoring criteria outlined in the RFP. Before the final selection, the review committee may select a shortlist and interview prospective applicants and/or may require the submittal of further documentation regarding the applicant's capabilities and qualifications. Dates and times for those interviews are to be determined. The City of Redding will issue the agreement. Successful applicants may be subject to a background check to include a credit check and/or professional references. BackgNound/Analysis On February 21, 2023, Council authorized and approved staff to submit a grant application through the BCSH for the ERF-3-L Program. On September 21, 2023, a Standard Agreement detailing the budget, scope of work, and terms and conditions of the $8,354,955 funding award was executed. The ERF-3-L grant's intent is to provide outreach, supportive services and connection to shelter for those living in the Linden/Mercy Canyon, Progress/Technology Way Encampments (Encampments). On November 21, 2023, Council approved the appropriation of the grant award and provided direction on various line items of the ERF 3-L budget that included: Crisis Tntervention Response Team (CIRT) officers; case managers; street outreach; housing; day resource center; Good News Rescue Mission rehabilitation project; and City staff costs. Of those categories, staff was directed to research housing case management and motel purchases and return to the Council with additional information. Housing staff conducted a case management survey, with the results attached, to determine the capacity of case management organizations to assist persons residing in encampments. The survey was sent out to the NorCal Continuum of Care — Shasta Advisory Board. Responses were received from nine organizations. Four organizations indicated they do not provide services to persons living in encampments. Three of the nine serve special populations. One organization noted they have a waitlist of over 100 people waiting for case management services. Others note that they do not keep a waitlist, but use Coordinated Entry for any new openings in their programs. Of the nine, two stated they have capacity to provide case management for encampments, and two others indicated no capacity,but were willing to expand. Based on information received from the survey, staff recommends releasing a request for proposals for case Inanagement services to assist CIRT with meeting its goals of serving 200 homeless persons, including transitioning 90 persons into emergency shelter and 50 persons into permanent housing by March 2027. With regard to motel purchases, staff communicated with three motel owners who expressed interest in selling their motels. All respondents favored a full cash sale over possible owner-will- carry scenarios. Staff believes that although purchasing a motel is a better long-term goal, funding shelter rooms right now is the best choice, at least until capital can be raised to purchase a motel outright. As a way to obtain additional funding for a motel purchase, staff intends to pursue ERF-3-R funds through the current notice of funding availability application d�ue April 30, 2024. In the meantime, staff recommends utilizing $755,000 of the $1,764,000 in ERF-3-L Interim Housing line item funds, to partially fund CIRT's intermittent motel stays for specific encampment residents in emergency situations ($30,000), as well as to provide $725,000 of funding toward the No Boundaries project through June 2025. Currently the No Boundaries Report to Redding City Council March 28,ZOZ4 Re: 9.2(c)--Appropriate Encampment Resolution Funding (ERF)3-L Award Page 3 subsidy provides funding for approximately 66 rooms through June 2024. If Council approves the $725,000 funding request, the funding will a11ow approximately 40 rooms to be occupied from June 2024 through June 2025 for ERF-3-L participants. Funding these projects will assist staff to meet the metrics for the grant; specifically, to provide 90 people with emergency shelter rooms. In November 2023, the Good News Rescue Mission (GNRM) requested $157,000 to fund two case managers to support a temporary Day Resource Center in the GNRM's current chapeUcafeteria building. Council funded $112,000 of the request through the Housing and IHomelessness Incentive Program (IIHIP). Staff is requesting that the $45,000 difference between the cost of the project and the appropriated HHIP funds be funded with ERF-3-L funds re-directed from the ERF-3-L Sanitation Support line item approved at the December 19, 2023 Council meeting. The appropriation of the ERF-3-L funds wi11 fu11y support the GNRM's total temporary Day Resource Center request. The ERF-3-L grant's intent is to provide outreach, supportive services and connection to shelter for those living in the Linden/Mercy Canyon, Progress/Technology Way Encampments (Encampments) or the Good News Rescue Mission area. As proposed in the grant application, the City's primary means of providing outreach and services is through the Crisis Intervention Response Team (CIRT) officers, coupled with housing case manager services. The case managers will assist CIRT in their efforts and provide more intensive services by connecting unsheltered persons to shelter and housing options along with other community resources such as employment options, public benefits, medical or dental care or drug and alcohol abuse rehabilitation. In addition, the grant will fund sanitation support for the encampments and case managers with housing placement support assistance that includes: deposits, application fees, and furnishings for no more than 50 people. ERF-3-L funding also specifically provides for maintenance improvements to the Good News Rescue Mission (GNRM). These maintenance needs include a new roof, kitchen upgrade and remodel, laundry and privacy screening improvements, if the budget allows. The City Manager and staff will work with the GNRM to determine the full scope of the maintenance improvements and will negotiate a development funding agreement to set forth the terms and conditions of the grant funding and GNRM project. Lastly, the ERF-3-L award includes funding for specific categories that include: interim housing/motel room partnerships; day resource center purchase and rehabilitation; and a day resource center director and case manager to support the center for the first three years of operation. At the Council's discretion, each one of these categories can be the subject of a request for proposal that can be drafted by staff and reviewed and approved by the Council and/or the City Manager—ERF-3-L funding allows either path for selection. Over the last year, the City has strived to provide leadership surrounding the unsheltered crisis in our community. As such, staff has diligiently competed for grants to help the community assist this vulnerable population, but with more grants, comes more workload and responsibility. The 2020 Shasta County Point-in-Time Report provided that four hundred fifty-four (454) individuals within the City of Redding "("City"), including veterans, women, children, individuals with disabilities, senior citizens, and other vulnerable groups, are experiencing unsheltered homelessness within the City. Many of those unable to obtain shelter reside on the streets, in alleys and doorways, along the Sacramento River and its tributaries, and in unlawful encampments throughout the City. These individuals lack adequate sanitary facilities and are at risk from theft, crime, and extreme weather conditions, these conditions threaten the health and safety of the unsheltered population and likewise threaten the public health and safety of the public at large, contribute to a draw on public resources, and threaten the environmental health of the City's waterways. In June 2021, the City Council adopted a resolution declaring that the City of Redding has a shelter crisis. A shelter crisis proclaims that a significant number of people are without the ability to obtain shelter. Following this declaration, the Council approved two Ordinances (2637 and 2638) thereby amending Redding Municipal Code (RMC} Title 18 (Zoning}, Chapter 18.17, subsection 18.17.020 (Temporary Uses Exempt from Permits) and RMC Title 16, Chapter 16.02, subsection 16.02.010 and Chapter 16.03, subsection 16.03.010 relating to establishing the criteria for permitting emergency housing sites and the operation of the same during a declared Shelter Crisis. With the declaration of a shelter crisis and the City enacting the provisions of RMC Section 18.17.020 and portions of Title 16, these actions allow organizations within the City to request permits issued by the City Council to set up and operate an Emergency Housing Site as defined in the RMC and in Appendix O of the California Building Code. The Emergency Housing Sites will provide low barrier, sanitary shelter for up to 10 months, for those experiencing homelessness. Wrap-around supportive services will be provided to the occupants of the Emergency Housing Sites with the goal of moving those individuals into permanent housing. Pursuant to California Government Code Section 8698 and RMC Chapter 18.17A20, subsection M., 14, the City Manager shall, not later than July 1st of the year following the declaration of any shelter crisis, develop a plan to address the shelter crisis which shall include the development of homeless shelters and permanent supportive housing as well as onsite supportive services. The implementation of Emergency Housing Sites within the City of Redding provides a resource to address the crisis of the unsheltered by creating housing facilities offering short-term shelter bridging the gap to transitional or permanent housing. The number of residents who have exited the system and are no longer in need of a homeless shelter or permanent supportive housing within the city, county, or city and county. v. The number and bed capacity of new homeless shelters built pursuant to this section within the city, county, or city and county. The information regarding the bed capacity shall be included in reports due by January 1, 2022, and by January 1 of each year thereafter. Bed capacity shall not include the parking vehicle capacity of a homeless shelter on a parking lot owned or leased by a city, county, or city and county specifically identified as one allowed for safe parking by homeless and unstably housed individuals. vi. New actions the city, county, or city and county is taking under the declared shelter crisis to better serve the homeless population and to reduce the number of people experiencing homelessness. vii. The ordinance and any associated findings adopted by the city, county, or city and county pursuant to paragraph (2). b. Monitor federal and state legislative actions, laws and resources.
