Existing Facilities. Fiscal Impact The total cost for electric line clearance services, including contingency, is outlined below: DESCRIPTION ESTIMATED COST Eleetrie line clearance and emer enc o erations serviees $750,000 25%Contin ency $187,500 TOTAL $937,500 The City of Redding Electric Utility (REU) Fiscal Year 2024-25 Biennial Budget, approved by the City Council on June 20, 2023, included a $350,000 allocation for electric line clearance services. Initially, this funding was intended to cover a four-month period. �Iowever, during the preventive maintenance and inspection cycle, staff determined that continuous, year-round Report to Redding City Council November 27,2024 Re: 4.5(a)--Approve Budget Resolution and Award Bid Schedule No. 5534, Electric Line Clearance Service f Page 2 vegetation management is essential for system protection, storm damage prevention, and wildfire mitigation efforts. REU has sufficient reserves to cover the additional $587,500 needed to support the year-round vegetation management effort. Alte�native Action The City Council could choose not to accept the bid and provide alternative direction to staff. BackgNound/Analysis Since 1995, REU has contracted for supplemental electric line clearance services to reduce a portion of the tree trimming backlog in areas where rapid tree growth normally occurs. This has allowed REU to maintain a smaller staff to cover a larger area while providing emergency and on-demand t�ee clearance work. Tree trimming is one of REU's most cost-effective and proven preventive maintenance programs for ensuring reliable service. Line clearances are mandated by state and federal regulations to help protect public safety by preventing potential fires and damage to electrical equipment. In 2023-2024, REU utilized a contractor on a short-term, four-month contract for $6'77,800. Whi1e significant progress was made, the size and growth patterns of the trees meant that not all maintenance needs could be addressed within this timeframe. Consequently, a long-term strategy is required to maintain continuous, year-round vegetation management across the entire distribution and transmission system. On October 24, 2024, nine bids were opened for electric line clearance services. The apparent lowest evaluated bid, totaling $673,505, was submitted by Greentek Services, LLC. However, after review, staff found Greentek's proposal to be non-responsive, as it did not meet the specified requirements and general conditions. The next lowest bids, from Mountain F Enterprises, Inc. and Mario's Tree Service, Inc., were also deemed non-responsive. After excluding these bids, the lowest evaluated, responsive bid was submitted by Skyline Tree Enterprise, Inc., with a total evaluated price of$750,000, meeting all project specifications and conditions. A 25 percent contingency has been allocated for emergency operations to enable rapid restoration of power to REU customers in case of winter storms or fires while contractors are under contract. This contingency also covers any additional work necessary to ensure safe and reliable utility services beyond the original scope. Envi�^onmental Review Staff has reviewed the action and determined that it is categorically exempt from review under the California Environmental Quality Act,pursuant to Section 15301. Existing Facilities. Class 1 exemptions include the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public facilities and topographical features. The vegetation management services will occur in existing line, access road, and easement areas in order to maintain continuous electric service for public health and safety. The work will occur in previously disturbed and cleared areas that have no underlying value for sensitive resources. The project has no potential to have a significant effect on the environment.
