SUBJECT: 4.2(a)--Authorization to apply for the California Department of Housing and
Communit Develo ment's Prohousin Incentive Pro ram Fundin .
Recommendation
Authorize and approve the following:
(1) Adopt Resolution authorizing the City Manager, or designee, �o execute all documents
necessary to complete the application process for the California Department of Housing
and Community Development's Prohousing Incentive Program grant in an amount not to
exceed $1 million; and
(2} Find that based on the facts in the record, applying for grant funding is not considered a
project under the California Environmental Quality Act.
Fiscal Impact
The Prohousing Incentive Program (PIP) grant funds require no match abligation. The PIP grant
request will be in an amount not to exceed of$1 million. There is no impact to the General Fund.
Alternative Action
The City Council (Council) could decline to adopt the Resalution allowing for staff to apply for
the PIP Round 3 funding. This Inissed opportunity would result in not receiving additional grant
funds to be used for implementation activities related to housing and community development.
�3ackground/flnalysis
On November 5, 2024, Council approved staff to apply for the State of California's Housing and
Community Development Department (HCD)Prohousing Designation (Designation). Currently,
staff is gathering public comments through the prescribed 30-day public comment period and
will submit the application to HCD prior to December 31, 2024.

In addition, HCD recently published a Notice of Funding Availability (NOFA) Round 3 for the
PIP. PIP grant funds are used to incentivize jurisdictions to obtain the Designation. This NOFA
deadline is also December 31, 2024. Staff will submit the application for Designation prior to
the PIP deadline, both the Designation and the PIP application will be considered simultaneously
by HCD. PIP funds may be used to provide income-eligible households with housing and
community development opportunities such as homebuyer down payment assistance. As such,
staff would prioritize awarded funds to assist buyers purchasing single-family homes within the
City of Redding.
Environmental Review
Applying for grant funding is not considered a project under the California Environmental
Quality Act (CEQA). Any project that is developed wi11 be reviewed for CEQA compliance once
the details are known.

RESOLUTION NO. 2024-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING APPLICATION FOR,AND RECEIPT OF PROHOUSING
INCENTIVE PROGRAM FUNDS
WHEREAS, pursuant to Health and Safety Code 50470 et. Seq, the California Department of
Housing and Community Development (Department} is authorized to issue Guidelines as part of
an incentive program (hereinafter referred to by the Department as the Prohousing Incentive
Program or"PIP"); and
WHEREAS, the City Council of the City of Redding desires to submit a PIP grant application
package ("Application"), on the forms provided by the Department, for approval of grant funding
for eligible activities toward planning and implementation activities related to housing and
community development as a result of ineeting eligibility criteria including but not limited to
Prohousing Designation; and
WHEREAS,the Department has issued Guidelines and Application in August,2024 in the amount
of$8,000,000 for PIP;
NOW, THEREFORE, IT IS RESOLVED THAT:
SECTION l. The City Manager is hereby authorized and directed to submit an Application to the
Department in response to the NOFA, and to apply for the PIP grant funds in a total amount not to
exceed$1,000,000;
SECTION 2. In connection with the PIP grant, if the Application is approved by the Department,
the City Manager of the City of Redding is authorized and directed to enter into, execute, and
deliver on behalf of the Applicant, a State of California Agreement (Standard Agreement) for the
amount not to exceed $1,000,000, and any and all other documents required or deemed necessary
or appropriate to evidence and secure the PIP grant, the Applicant's obligations related thereto,
and all amendments thereto; and
SECTION 3. The Applicant shall be subject to the terms and conditions as specified in the
Guidelines, and the Standard Agreement provided by the Department after approval. The
Application and any and all accompanying documents are incorporated in full as part of the
Standard Agreement. Any and all activities funded, information provided, and timelines
represented in the Application will be enforceable through the fully executed Standard Agreement.
Pursuant to the Guidelines and in conjunction with the terms of the Standard Agreement, the
Applicant hereby agrees to use the funds for eligible uses and allowable expenditures in the manner
presented and specifically identified in the approved Application.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted at a regular
meeting of the City Council of the City of Redding on the 3rd day of December, 2024, by the
