This authorization includes applying for the Beverage Container Quality Infrastructure Grant program in the amount of $4,091,013 to upgrade and replace various sorting equipment in the City of Redding's Material Recovery Facility on Abernathy Lane; and (2) Authorize the City Manager, or designee, to execute all grant documents necessary to complete the application process. Fiscal Impact There is no fiscal impact in approving the resolution. If the City of Redding (City) submits a successful application for the Beverage Container Quality Infrastructure Grant (BCQIG) Program it would receive a $4,091,013 allocation from California Department of Resources Recyeling and Recovery (CalRecycle) with no required matching funds. This resolution allows the submission of subsequent grant applications through December 3, 2029. Alternative Action The City Council (Council) could decline to authorize the resolution for grants to CalRecycle which would result in the City not applying or receiving any funding through the BCQIG Program. Further, a grant specific Council resolution would be required for each CalRecycle grant opportunity going forward. Report to Redding City Council November 26,2024 Re: 4.12(e)Authorize CalRecycle Resolution Page 2 Background/Analysis Each year, CalRecycle presents several opportunities to apply for grants. CalRecycle has developed a process for jurisdictions to streamline the submittals of grant applications whereby the governing body of the jurisdiction may pass a multi-year grant application resolution. The City previously adopted a multi-year Resolution, No. 2016-107, on December 14, 2016, and N�o. 2022-001, on January 18, 2022. The prior resolution expires during the grant term of the BCQIG Program, requiring a new resolution to be approved in order to complete the application process. Pursuant to the City's Grant Administration Policy Directives and Procedures Manual (Grant Administration Policy), all grant applications over $50,000 require Council approval. If the grant is awarded and the sum is over $25,000, staff wi11 obtain Council approval. All CalRecycle grant applications and awards will comply with the City's Grant Administration Policy. During the proposed five-year grant resolution term, a new resolution for applications will not be necessary. The Public Works Department plans to submit and apply for funding through the CalRecycle BCQIG Program. This is a competitive grant program that will provide one-time funding to assist with infrastructure costs in improving the quality of material sorting to create cleaner streams of recycled beverage containers substantially free from contaminates. The City is requesting funding to support replacing and upgrading equipment on the material recovery sorting line, including adding robotic arms and AI software to help sort material. Environmental Review This activity is not a project as defined by the California Environmental Quality Act, and no further action is required. Attachments ^Resolution RESOLUTION NO. 2024- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING SUBMITTAL OF APPLICATION(S) FOR ALL CALRECYCLE GRANTS FOR WHICH THE CITY OF REDDING IS ELIGIBLE WHEREAS, Public Resources Code sections 48000 et seq. authorize the Department of Resources Recycling and Recovery(CalRecycle)to administer various grant programs (grants) in furtherance of the State of California's (State) efforts to reduce, recycle and reuse solid waste generated in the State thereby preserving landfill capacity and protecting public health and safety, and the environment; and WHEREAS,in furtherance of this authority CalRecycle is required to establish procedures governing the application, awarding, and management of the grants; and WHEREAS, CalRecycle grant application procedures require, among other things, an applicant's governing body to declare by resolution certain authorizations related to the administration of CalRecycle grants; NOW, THEREFORE,the City Council RESOLVES as follows: 1. To authorize the submittal of application to CalRecycle for all grants for which the City of Redding is eligible; 2. To authorize the City Manager, or designee, to execute in the name of the City of Redding all grant documents, including but not limited to, applications, agreements, amendments and requests for payment, necessary to secure grant funds and implement the approved grant project; and 3. To adopt these authorizations as effective for five (5) years from the da�e of adoption of this Resolution, until December 3, 2029.
