Recommendation
Authorize the Mayor to sign a Letter of Intent to sell City of Redding-owned surplus properiy
located at 4455 Oasis Rd, (Assessor's Parcel N�o. 114-310-019), to Renewed Life Medical Group
for the sole intention of building a medical detox and short-term psychiatric center.
Fiscal Impact
There is no fiscal impact with authorizing the Mayor to sign the letter.
AlteNnative Action
The City Council (Council) could choose not to approve this action which would prevent
Renewed Life Medical Group from applying for the Behavioral Health Continuum Infrastructure
Program(BHCIP) Round 1 Grant.
Backg�ound/Analysis
The Renewed Life Medical Group is seeking a developable site to build the Bridge Center for
I-Iope in Shasta County that will include a medical detox facility and short-term psychiatric care.
The development is contingent on the award of BHCIP Round 1 Grant. In order to qualify for the
B�ICIP Round 1 Grant, Renewed Life Medical Group must have site control via a signed Letter
of Intent by the application deadline of December 13, 2024.
The Bridge Center for IHope will help individuals in crisis and focus on three key units:
l. 23-hour crisis observation unit that will include 16 recliner chairs and serve

individ�uals that require short-term observation and crisis stabilization.
2. Short-term crisis unit for individuals that require beyond 23-hour care that will.
have 16 beds with expected stays in the three to five-day range.
3. Medical detoxification unit to support individua]s going through withdrawal from
substance use with 16 beds and stays ranging from three to seven days.
If Renewed Life Medical Group is awarded the grant, the City of Redding (City) wi11 bring back
terms and conditions of the sale in a Purchase and Sale Agreement to Council at a future date.
The property, 4455 Oasis Road, has been declared surplus property by City Council Resolution
No. 2021-061. The City has no intended use for the property.

action is required.
