SUBJECT: 4.12(a)--Resolution alnending the City of Redding's Conflict of Interest Code.
Recommendation
Adopt Resolution approving an amended Appendix A (Designated Positions) to the City of
Redding's Conflict of Interest Code, Redding Municipal Code Chapter 2.90 (Conflict of Interest
for designated positions of the City), in compliance with the California Fair Political Practices
Commission biennial review requirements.
Fiscal Impact
There is no fiscal impact to the General Fund resulting from this action to comply with
California Fair Political Practices Commission regulations.
Alternatzve Action
The City Council (Council) could choose to amend Appendix A and/or B in a different manner;
or decline to adopt the Resolution and provide direction to staff.
Backg�ound/Analysis
Redding Municipal Code Chapter 2,90— Conflict of Inte�est for Designated Positions of the City
lists designated positions within City of Redding (City) departments and agencies, boards,
commissions, and committees that make or participate in the making of governmental decisions.
Government Code Section 8'7302 requires that employees in positions involved in making
(and/or those who participate in making) decisions that may have a material effect on personal
financial interest shall file applicable Statement(s) of Economic Interests, The Political Reform
Act requires every local agency to review its conflict of interest code biennially to determine
whether the code is accurate or if an amendment is necessary.

It is recommended that the Conflict of Interest Code, Appendix A, the list of designated
positions, be amended. The last biennial review was in 2023. With this amendment, the next
biennial review will not occur unti] 2026. A11 City Directors have reviewed and approved the
designations for their respective departments.
The City Clerk and City Attorney have completed a biennial review, and recommend that the
attached resolution be adopted amending Appendix A to the Conflict of Interest Code to
accurately reflect designated positions within the City's jurisdiction. There are no changes to
Appendix B at this time.
Envi�^onmental Review
This is not a project defined under the California Environmental Quality Act, and no further
action is required.

RESOLUTION NO. 2024-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING AND ADOPTING AN AMENDED "APPENDIX A" TO THE
CONFLICT OF INTEREST CODE FOR DESIGNATED POSITIONS OF
THE CITY AND THE AGENCIES AND ENTITIES FOR WHICH THE
CITY SERVES AS CODE REVIEWING BODl', PURSUANT TO THE
POLITICAL REFORM ACT OF 1974
WHEREAS, the Legislature of the State of California enacted the Political Reform Act
of 1974, Government Code Section 8100, et seq. (the "Act"), which contains provisions relating
to conflicts of interest which potentially affect a11 officers, employees and consultants of the City
of Redding (the "City"), and which requires all public agencies to adopt and promulgate a
conflict of interest code; and
WHEREAS, the City Council adopted a Conflict of Interest Code (the "Code"), which
was last amended on November 7, 2023, in compliance with the Act; and
WHEREAS, subsequent changed circumstances within the City have made it advisable
and necessary to amend and update the Appendix to the City's Code pursuant to Sections 87306
and 87307 of the Act; and
WHEREAS, the potential penalties for violation of the provisions of the Act are
substantial and may include criminal and civil liability, as well as equitable relief which could
result in the City being restrained or prevented from acting in cases where the provisions of the
Act may have been violated; and
W�IEREAS, Ordinance No. 2426, adopted on December 16, 2008, ordained that
Redding Municipal Code Title 2, Chapter 2.90 - Conflict of InteNest fo�Designated Positions of
the City, Section 2.90.020, Appendix A and Appendix B, be periodically updated by resolution
of the City Council and shall eonstitute the Conflict Interest Code of the City and for each
agency for which the City serves as the Code Reviewing Body;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council that
"Appendix A" of the City's Conflict of Interest Code be amended, as attached and made a part
hereof by reference, to accurately reflect designated positions and disclosure categories within
the City's jurisdiction.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted at a
regular meeting of the City Council of the City of Redding on the 19th day of November, 2024,
