Fiscal Impact The Churn Creek Lift Station Rehabilitation Project (Project) is being funded by Public Works' Wastewater Utility Division funds, as will the proposed $90,000 contingency increase. The total project cost, including the proposed increase, is expected to be just over $864,600. Alte�native Action The City Council (Council) may ehoose not �o approve the reques� and provide alternative direction to staff. Backgrou n d/f1 n alysis This project includes the rehabilitation of the Churn Creek lift station to address the issues and deficiencies listed below, including coating/lining the wet well interior with epoxy, replacing the influent slide gates, rehabilitating and securing the pump guide rail systems, installing combination air valves on the two force mains, installing drain outlets and piping from the vaults, and replacing the force main discharge structure with a new polymer concrete corrosion resistant structure. The station is in decent condition overall and it is expected to have adequate capacity for the foreseeable future, but there are several issues and deficiencies at that station that are being addressed to extend the service life of the station and meet operation and maintenance needs, including: Report to Redding City Council November 8,2024 Re: 4.12(c)--Approve Increase to Project Budget for Churn Creek Lift Station Rehabilitation Project Page 2 • The existing wet well liner is failing and exposing concrete to corrosive gasses; • Two influent slide gates have exceeded their service lives and are difficult to operate; • Pump guide rails separate and make pump removal and installation difficult; • Air valves on the force mains have failed, exposing the station to potential surge damage; • Service vaults at the station do not have drains and regularly fill with rain water; and • The station's force main discharge structure is severely corroded. On April 2, 2024, the Council awarded the construction contract for the project to SnL Construction, Inc. The notice to proceed was issued May 10, 2024, and due to material delays, the project was suspended and construction did not begin until September 9, 2024. During the course of construction, it was found that the existing 12-inch sewer main entering the wet well has a major failure to the sewer main causing a significant amount of Inflow & Infiltration (I&I) to the Wastewater Utility's system requiring the existing 12-inch sewer main to be replaced. Due to the magnitude of this failure, the project requires additional funding as the contingency funds originally awarded for the project is not adequate to cover the additional required work. On November 6, 2024, staff transferred City Manager approved funds to the project contingency funds in the amount of $50,000 and an additional $90,000 increase to the construction contingency is requested to cover the costs of the additional required work. Fiscal Impact The Churn Creek Lift Station Rehabilitation Project (Project) is being funded by the Wastewater Utility. The Wastewater Utility has sufficient budget for this project and its funding wi11 not impact other activities or projects. Alterna2ive Action City Council may choose not to award the bid for the project and provide staff with alternate direction. If the project is not awarded, then the service life of the City of Redding's (City) Churn Creek Lift Station could be reduced, decreasing reliability for City customers and increasing potential risk of sanitary sewer overflows into Churn Creek. Background/Analysis The City currently owns and operates 18 lift stations within its wastewater collection system, including the Churn Creek Lift Station (Station). The station is located on the southwest side of Shasta View Drive and the Highway 44 overpass, between Highway 44 and Churn Creek Road, as shown in the attached location map. The station has capacity for 14.4 million gallons per day (MGD) and includes five submersible pumps located in a concrete wet well, dual force mains (20" and 16" diameter), vaults for force main maintenance and valves, an emergency standby generator, and a control building. Attached is a tabulation of bids received and opened on March 12, 2024, for construction of the project. The low bid in the amount of$562,600 was received from SnL Group, Inc., of Redding, California. The engineer's estimate was $457,347. Total project development costs for this project are estimated to be $25,000. Project development costs include engineering and environmental for the project. Report to Redding City Council March 26,ZOZ4 Re: 4.12(d)--Award BN No. 5452 Churn Creek Lift Station Rehabilitation Page 3 Environmental Review Staff has determined that the project is categorically exempt from environmental review under California Environmental Quality Act Guidelines, pursuant to Sections 15301 - Existing Facilities, 15302 — Replacement or Reconstruction, and 15303 - New Construction or Conversion of Small Structures. Class 1 exemptions include the minor alteration of existing public structures and facilities. Class 2 exemptions consists of replacement or reconstruction where the new structure will be located on the same site and will have substantially the same purpose and capacity. Class 3 exemptions consist of construction and location of new small facilities and equipment, or conversion of existing structures. The existing wastewater facility will be rehabilitated in order to provide reliable service that meets public health and safety standards. The project will be located on City property and wi11 result in no expansion of use. The action area does not have significant values for wildlife habitat or other environmental resources and the project has no potential to have a significant effect on the environment.
