SUBJECT: 4.11(b)--Authorize the Purchase of a Dump Truck for Storm Drain Utility
Recommendation
Authorize and approve the following relative to the purchase of a dump truck for the City af
Redding Storm Drain LTtility Division:
(1) Authorize staff to use Sourcewell con�raet pricing, with a net delivered cost of
$219,590.05, including all applicable taxes and fees; and
(2) Authorize the City Manager, or designee, to approve future pricing adjustments, terms,
and policy changes as needed up to an additional $10,000 for the purchase of the dump
truck.
Fiscal Impact
Sufficient funds are available in the Storm Drain Utility Division rolling stoek aecount for the
proposed purchase totaling $219,590.05. This is a planned rolling stock replacement.
Alternative Action
The City Council could choose not to authorize the sole source purchase of a dump truck for the
Storm Drain Utility; however, without the purchase, the Storm Drain Utility would not be able to
adequately haul and dispose of debris and vegetation.
Background/Analysis
The Storm Drain Utility maintains approximately 200 miles of storm drain pipes and associated
catch basins, area drains, manholes and outfalls; and nearly 200 miles of earthen and concrete
channels. The nature of summer maintenance includes cleaning debris and vegetation from
earthen and concrete channels into October to prevent flooding. Currently the Storm Drain,
Water, and Streets divisions a11 utilize dump trucks.

Currently, the Storm Drain Utility operates a 2002 dump truck that was purchased for $96,484
that is scheduled for replacement due to its age (22 years old), total Inileage (106,589 miles),
high maintenance costs (approximately $108,000 to date), and California Air Resources Board
compliance.
The dump truck chassis is manufactured by Kenworth under a Sourcewell competitive bid
contract. Sourcewell develops national competitive solicitations that meet or exceed local
standards, and offers its members the benefits derived from cooperative purchasing. Using the
Sourcewell cooperative contract to purchase a dump truck saves significant staff time needed to
prepare bid specifications and solicit individual quotations from vendors. The City also receives
a significant price discount due to economies of scale realized through the volume of purchases
on a multi-agency cooperative contract. The City is receiving a discount on the chassis, while the
Dump Body is installed by competitive bid through Enoven Truck Body + Equipment. The total
price of the dump truck through this contract is $219,590.05.
