HomeMy WebLinkAboutReso. 2024-105 - Honoring Julie Winter for Service to the City of ReddingC IT Y OF "SOLUTION NO. 2024-105 REDDING C A L I F 0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING I Kelm I as I OKI WHEREAS, Julie Winter has served as a member of the Redding City Council from December 6, 2016, to December 3, 2024, providing eight years of dedicated service to the community; and WHEREAS, during her tenure, Julie Winter served as Mayor from December 4, 2018, to December 3, 2019, and has executed the roles of City Council Member and Mayor with pride and integrity; and WHEREAS, Julie Winter served her community in many ways, not only as Mayor and City Council Member, but also serving as the City Council liaison to the following City of Redding departments, committees, and agencies: City Treasurer/Finance, Community Services, Electric Utility, Fire, Housing, Police, Public Works, Personnel, Audit Committee, Community Development Advisory Committee, Native American Liaison, Redding Capital Services Corporation, Redding Housing Authority, Redding Area Bus Authority, Redding Joint Powers Financing Authority, Redding Municipal Library, City of Redding as Successor Agency to the Redding Redevelopment Agency, Downtown Collaborative, and the following local agencies: Economic Development Corporation, Enterprise -Anderson Groundwater Sustainability Agency, Indian Gaming Local Community Benefit Committee, Local Agency Formation Commission, League of California Cities, Public Access TV (Shasta County Arts Council), Redding Area Water Council — Policy Advisory Committee, Shasta County Air Pollution Control Board, Shasta County Community Action Board, Shasta County Remote Access Network Advisory Committee, Shasta Public Library Citizens' Advisory Committee, Shasta Regional Transportation Agency, and Youth Options Shasta (formerly known as Youth Violence Prevention Council of Shasta County); and WHEREAS, Julie Winter has provided support and leadership during the formulation, construction and/or completion phases of the following projects and successes: • City of Redding Response to the Covid-19 Pandemic including development of the Covid-19 Economic Response Plan • Cannabis Regulatory Framework and Taxation • River Crossing Marketplace • Turtle Bay Garden of Lights • Re -Opening the Redding Sports Complex • Downtown Revitalization and restoring the Downtown street grid • Negotiation of a Long -Tenn Redding Rodeo Grounds Lease Amendment • Carr Fire Response and Recovery • Enterprise Resource Planning Software Upgrade • Bechelli Lane and Placer Street Enhancements • Bikeway Connections to Downtown • Overlook Plaza at Court and Riverside • Downtown Bike Depot • Pyrolysis System Construction for Bio -Solids Handling • Crisis Intervention Response Team • Short Term Rental Ordinance • Shelter Crisis Declaration and Emergency Housing Sites • Resurfacing of the Soccer Park • Replacement of the Computer Aided Dispatch System • Caldwell and South City Park Improvements • Panorama Park Grant acquisition • Continuum of Care Administrative Entity • Formation of the Communications and Marketing Team • Redding Regional Airport Air Service Enhancements • Redding Electric Utility Fire Mitigation Plan • Increased Redding Police Department Sworn Officer and Community Service Officer positions • Increased Redding Fire Department positions • Redding Riverfront Specific Plan Update • Downtown Specific Plan Update NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding commends Julie Winter for her dedication and the many contributions she has made to the City of Redding and its citizens, I HEREBY CERTIFY that the foregoing resolution was introduced at a regular meeting of the City Council of the City of Redding on the 3rd day of December, 2024, and was duly adopted at said meeting by the following vote: AVES.
