Fiscal Impact The California Department of Justice Tobacca Grant Program (DOJ Tobacco Grant Program) funds will pay for personnel services and administrative costs during Fiscal Year (FY) 2024-25 to FY 2027-28. This grant does not require matching funds. There is no negative fiscal impact in accepting this grant. Alternative Action The City Council could choose not to approve acceptance of the grant. The Redding Police Department(RPD)would lose the opportunity to focus additional efforts on retail tobacco sales. Backg�ound/Analysis The DOJ Tobacco Grant Program made available an estimated $28.5 million in grant funding. On June 24, 2024, RPD submitted a grant application in the amount $641,069 for enforcement of retail tobacco operations. The purpose of this grant is to support local enforcement efforts to reduce illegal retail sales and marketing of tobacco products to youth. This grant wi11 fund officers to run operations far enforcement of retail tobacco sales and education of retailers. Activities include retail inspections, minor decoy and shoulder tap operations, undercover buys and retailer education. The grant proposal is designed to assign an officer to spend half of their time on grant activities and to coordinate all operations. Operations wi11 be performed by RPD's Special Services Unit and wi11 utilize cadets for minor decoy and shoulder tap operations. This grant will strengthen RPD's efforts in reducing illegal retail sales of tobacco products, especially to youth. Environmental Review Accepting the grant is not a project as defined by the California Environmental Quality Act, therefore, no further action is required at this time.
