SUBJECT: 4.2(a)--Authorize Application for Prohousing Designation Program
Recommendation
Authorize and approve the following:
(1) Adopt Resolution approving an application to the State of California Department of
Housing and Community Development's Prohousing Designation Program;
(2} Authorize the City Manager, or designee, to sign and submit the application, and execute
all necessary documents related to the Prohousing Designation process; and
(3) Find that applying for, and accepting, a Prohousing Designation is not considered a
project under the California Environmental Quality Act.
Fiscal Impact
Adopting the Prahousing Designation (Designation) may provide the City of Redding
preferential opportunities when applying to the California Department of Housing and
Community Development (HCD) for grant funds associated with affordable housing programs
and development. There is no fee to apply for this Designation.
Alte�native Action
The City Council (Council) cou]d choose not to authorize the City Manager to apply for a
Designation, this course of action may limit the competitiveness of future affordable housing
funding opportunities.
Background/flnalysis
Cities and counties that are eompliant with California's Housin�; Eleinent 1aw and have applied
for and been awarded the Designation are eligible to reeeive ineentives when applying for
specific �rant opportunities. These incentives are in the form of additional points or other types
of preference in the scoring of comp�titive housing, eommunity development, and infrastructur�
program applications. Increasing the availability of housing statewide is critical to improving the
quality of life for all Californians.

The 2019-2020 Budget Act provided a spectrum of support, incentives, and accountability
measures to meet California's housing goals, and provided for the establishment of the
Prohousing Designation Program (Program). Local governments with a Designation will receive
preferences when applying for certain grant opportunities. To date, approximately 50 California
cities have achieved the Prohousing Designation.
In September 2023 and March 2024, Council authorized staff to apply for the Designation.
However, the Housing Division was unable to obtain the Designation prior to HCD revamping
the Program. The Program now requires additional threshold requirements and a revised
resolution to be submitted with the application.
Environmental Review
Applying for a Designation is not considered a project under the Califarnia Environmental
Quality Act (CEQA), and no further action is required at this time. Any future projects that
may be assoeiated with the Designation will be reviewed for CEQA compliance once the
details are known.

RESOLUTION NO. 2024-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING APPLICATION TO AND PARTICIPATION IN THE
PROHOUSING DESIGNATION PROGRAM
WHEREAS,Government Code section 65589.9 established the Prohousing Designation Program
("PDP" or "Program"), which creates incentives for jurisdictions that are compliant with state
housing element requirements and that have enacted Prohousing local policies; and
WHEREAS,such jurisdictions will be designated Prohousing and,as such,will receive additional
points or other preference during the scoring of their competitive applications for specified housing
and infrastructure funding; and
WHEREAS, the Department of Housing and Community Development ("Department") has
adopted emergency regulations(Cal. Code Regs.,tit. 25, § 6600 et seq.)to implement the Program
("Program Regulations"), as authorized by Government Code section 65589.9, subdivision (d);
and
WHEREAS, the CITY OF REDDING ("Applicant") desires to submit an application for a
Prohousing Designation ("Application");
NOW, THEREFORE, IT IS RESOLVED THAT:
1. Applicant is hereby authorized and directed to submit an Application to the Department.
2. Applicant acknowledges and confirms that it is eurrently in compliance with applicable
state housing law.
3. Applicant acknowledges and confirms that it will continue to comply with applicable
housing laws and to refrain from enacting laws, developing policies, or taking other local
governmental actions that may or do inhibit or constrain housing production. Examples of
such local laws, policies, and actions include moratoriums on development; local voter
approval requirements related to housing production; downzoning; and unduly restrictive
or onerous zoning regulations, development standards, or permit procedures. Applicant
further acknowledges and confirms that the Prohousing Policies in its Application comply
with its duty to Affirmatively Further Fair Housing pursuant to Government Code sections
8899.50 and 65583. Applicant further acknowledges and confirms that its general plan is
in alignment with an adopted sustainable communities' strategy pursuant to Public
Resources Code sections 21155- 21155.4. Applicant further acknowledges and confirms
that its policies for the treatment of homeless encampments on public property comply and
will continue to comply with the Constitution and that it has enacted best practices in its
jurisdiction that are consistent with the United States Interagency Council on
Homelessness' "7 Principles for Addressing Encampments" (June 1'7, 2022, update).
4. If the Application is approved, Applicant is hereby authorized and directed to enter into,
execute, and deliver all documents required or deemed necessary or appropriate to
participate in the Program, and a11 amendments thereto (the "Program Documents").
5. Applicant acknowledges and agrees that it shall be subject to the Application, the terms
and conditions specified in the Program Documents,the Program Regulations, and any and
all other applicable 1aw.
6. The City Manager, or designee, is authorized to execute and deliver the Application and
the Program Documents on behalf of the Applicant for participation in the Program.
