Recommendation Adopt Resolution in support of selling approximately five acres of City of Redding (City)- owned vacant land, zoned Heavy Industrial, located at 7501 Eastside Road, (Assessor's Parcel No. 050-040-010), to Haven Humane Society for below appraised value in the amount of $230,000, to build an emergency evacuation animal shelter to support the City and Shasta County during emergencies. Fiscal Impact There is no fiscal impact with adopting the Resolution. The property located at 7510 Eastside Road (Property) was recently appraised at $510,000 with an offer to purchase at $230,000. As proposed, the property would be sold for $280,000 below the appraised value. In consideration of the reduced value, the City of Redding (City) would realize a community benefit as the community needs an emergency evacuation animal shelter. Proceeds from the sale will be distributed to the Fublic Works Wastewater IJtility. Alternative Action The City Council (Council) could choose not to adopt the resolution or provide alternative direction to staf£ If the resolution is not adopted, the City will be unable to se11 I�aven �Iumane Society (Haven} the property at the proposed purchase price. The City Council could also provide staff with other direction as necessary. Background/Analysis The Zogg Fire started on September 27, 2020, burning more than 56,000 acres, killing four people, and leaving hundreds of animals unattended, left to shelter in place. Haven fed and cared for the hundreds of animals that were located in evacuation zones, cared for several domestic and farm animals at their main shelter, and other temporary emergency shelters. Report to Redding City Council October 30,2024 Re: 4.1(a)--Adopt Resolution to support sale of City land to Haven Humane Society Page 2 In May 2023, Shasta County received $50 million in a settlement agreement with PG&E, with Haven receiving $2.5 million from the settlement for the purpose of building an emergency evacuation animal shelter. At this time, Haven does not own sufficient land to build an. emergency evacuation animal shelter, and approached the City about purchasing the property adjacent to their location. To date, the Redding Rodeo Association provides emergency animal shelter during emergencies. The City does not have a facility that can house animals during an emergency and realizes that there is a community need to have a permanent emergency evacuation animal shelter available. Considering this, staff is supportive of Council approving the sale of the property below the appraised value. Environmental Review This is not a project defined under the California Environmental Quality Act, and no further action is required. Attachments ^Resolution RESOLUTION NO. 2024 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING TO SELL TO HAVEN HUMANE SOCTETY APPROXIMATELY FIVE ACRES OF PROPERTY LOCATED AT 7501 EASTSIDE ROAD,APN: 050- 040-010, PROPERTY FOR iJNDER MARKET VALUE FOR THE COMMUNITY BENEFIT OF A WILDFIRE EMERGENCY ANIMAL EVACATION CENTER WHEREAS, the Zogg Fire burned 56,338 acres in September and October in 2020, destroying 204 structures,killing 4 people, and hundreds of domestic and farm animals left to shelter in place; and WHEREAS,during the Zogg Fire,Haven Humane Society fed and cared for hundreds of domestic and farm animals left to shelter in place behind fire lines; and WHEREAS,Haven Humane Society received $2.5 million from the Zogg fire settlement to build an emergency evacuation animal shelter to be used in emergencies similar to that of the Zogg fire; and WHEREAS, the City has for many years contracted with Haven Humane Society to serve as the City's appointed agency to provide animal regulation services and animal shelter services; and WHEREAS, Haven Humane Society does not currently have sufficient space for an emergency evacuation animal shelter; and WHEREAS,the City of Redding recognizes the need for an emergency evacuation animal shelter and has land available at 7501 Eastside Road, APN 050-040-010; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redding, that the City Shall sell a portion of property, approximately five (5) acres, located at 7501 Eastside Road, for $280,000 under market value for $230,000 due to the community benefit of having a wildfire emergeney animal evacuation center located in the City of Redding.
