HomeMy WebLinkAboutReso. 2024-085 - Adding Two Free Parking Days for Downtown Parking, and 2-Hour Parking Zone, and Adding a Loading Zone on Placer RoadA-9 11 DEN IM&U a ION DWI 11 =20 0101 on 0 WHEREAS, California Vehicle Code (CVC) Section 22507 provides that a local government may, by ordinance or resolution, restrict the stopping, parking, or standing of vehicles on certain streets or highways, or portions thereof, during all or certain hours of the day; and WHEREAS, Redding Municipal Code (RMC) Section 11.24.170 provides that the City Council may, by resolution, establish time limited parking zones for such days and periods of time deemed necessary as shown on the Traffic Control Map established pursuant to the provisions of RMC Section 11.04.020; and WHEREAS, RMC Section 11.28.020 provides that the City Council may, as traffic conditions require, designate, modify or eliminate by resolution paid parking zones upon such streets or portions of streets of the City. The areas, streets and portions of streets designated as paid parking zones shall be depicted on the Traffic Control Map adopted pursuant to RMC Section 11.04.020; I . The recitals set forth herein are true and correct. 2. Pursuant to RMC Section 11.24.170 and 11.24.120, the City Council: a. Adds the 2 -Hour parking zone on the east and west side of Oregon Street from Shasta Street north to Eureka Way; b. Adds a loading zone on two parking spaces on the south side of Placer Road immediately west of Court Street, as shown on the Traffic Control Map. 3. Pursuant to RMC Section 11.28.060, the City Council may vary hours of operation of the parking program to: a. Add an annual free parking day on the Friday of Rodeo Week, which is usually the third week in May; b. Add a bi-annual free parking day on Election day, on the Tuesday after the first Monday of November on even years. 4. The City Engineer shall cause to be signed and marked any areas noted on Exhibit A, in accordance with RMC Section 11.28.630, and amend the Traffic Control Map adopted pursuant to RMC Section 11.04.020 to account for the change in parking established herein. 5. Amendment of the Traffic Control Map is exempt from review under the California Environmental Quality Act (CEQA), per Section 15601(b)(3) - Common Sense Exemption. CEQA applies only to projects which have the potential for causing a significant effect on the environment. It can be seen with certainty that there is no possibility that the actions may have a significant effect on the environment; therefore, the activities are not subject to CEQA.
