HomeMy WebLinkAbout _ 6.3--Public Hearing for Federal PRO Housing Grant Application � � �' � � � � � � ' � �' � � ' � ` CITY OF REDDING REPORT TO THE CITY COUNCIL MEETING DATE: October 15,2024 FROM: Steve Bade, Assistant City ITEIVi NO. 6.3 Manager ***APPROVED BY*** n � t��� ; s° �r l(�.79I�C�?4 �� �p�ir�,C�i �� � l t�19��'2{�? sbade@cityofredding.org btippin@cityofredding.org SUBJECT: 6.3--Public Hearing to consider Pathways to Removing Obstacles to Housing Grant A lication Recommendation Conduct a Public Hearing and, upon conclusion, authorize and approve the following: (1) Authorize staff to apply for a U.S. Department of Housing and Urban Development Pathways to Removing Obstacles to Housing Program grant in the amount of$7 million; (2) Authorize the City Manager, or designee, to execute the grant and any other documents necessary to complete the application process; and (3) Find that applying for, and accepting, grant funding is not considered a project under the California Environmental Quality Act; and (4) Find that applying for funding is exempt under the National Environmental Policy Act §58.34(a)(3) administrative and management activities. If awarded, an environmental review will be completed for any grant funded activities once known. Fiscal Impact There is no fee or match requirement to apply for the U.S. Department of�Iousing and Urban Development's (HUD) Pathways to Removing Obstacles to Housing (PRO Housing} Program funds. Staff"s application far the funds would be used to assist income-eligible homebuyers with the purchase of homes in The Peaks Subdivision, otherwise known �s the Quartz Hill Prajeet. The application will have no impact on current Housing Division grant funds or the General Fund. Alte�native Action The City Council (Council) could chaase not to authorize the City Manager to apply for PRO Nousing funds and staff would research other grant opportunities to assist homebuyers. Housing is a compehtive federa� grant opportunity that provides grant funding ta communities that have bcen actively taking st�ps in addressing local housing barriers to incr�ase the production of income-eligible hausing. Round 2, PRO Housing Program has appropriated $10Q mi]lion for communities across tl�e eountry. This grant is eompetitivc and an esti�nated 30 projeets will be awarded, As a part of the public partieipation process to apply for these funds, HUD requires the applicant to conduct a public hearing regarding the application. Following the close of the hearing, Council may consider any testimony received during the hearing to make a final decision regarding the application for grant funds. Envi�^onmental Review Approving an application to apply for grant funding from the U.S. Department of Housing and Urban Development is not a projeet as defined under the California Environmental Quality Act. Approving an application to apply for funding is exempt under the National Environmental Policy Act §58.34(a)(3), administrative and management activities. If awarded, an environmental review will be completed for the activity itself once a11 of the details are known.
