SUBJECT: 4.6(b)--Accept the Facility Maintenance and Operation Grant for River Access
Facilities
Recommendation
Authorize and approve the following:
(1) Authorize the City Manager, or designee, to execute an agreement with the California
Department of Fish and Wildlife for funding through the Sport Fish Restoration - Boating
Access Program in the amount of $428,167 and all documents necessary to implement
the program;
(2} Adopt Resolution approving and adopting the 56th Amendment to City Budget
Resolution No. 2023-060 appropriating $428,170 for Fiscal Year 2024-25; and
(3) Authorize staff from the City of Redding Parks Division to complete the work outlined in
the grant agreement.
Fiscal Impact
The Sport Fish Restoration - Boating Access Grant Program (Boating Access Program) award of
$428,167 will continue funding four Community Services' Parks Division staff positions (three
Public Works Maintenance Workers and one Gardener position) specifically for river access
facility maintenance during a one-year performance period of January 1, 2025, through
December 31, 2025. A match of 25 percent ($142,722) of the total project cost ($570,889) is
required and will be covered through in-kind services that are already budgeted. The Boating
Access Program grant is a reimbursement grant. Therefore, funds will be initially cash flowed by
the General Fund and reimbursement re9uests will be made on a quarterly basis.
If the grant is not renewed, the employees will work on maintenance efforts citywide, There is no
new fiscal impact to the General Fund.

Alternative Action
The City Council (Council) could decline to accept the Boating Access Program grant which
would result in the General Fund, rather than grant funds, funding maintenance costs associated
with multiple river access locations. Or, the Council could provide staff with alternate direction.
BackgNound/Analysis
For the second year in a row the City of Redding (City) has applied for and received funding
from the Boating Access Program, a sub-program of the Sport Fish Restoration Act. This grant
provides operations and maintenance funding, such as vegetation management, repairs, cleaning,
and other routine tasks, for multiple river access facilities within the City. It does not fund any
new capital improvement projects at the facilities. Accepting the grant award and recommended
actions will have no impact on the City's lease with the Redding Rodeo Association, Advance
Redding, or Turtle Bay Exploration Park.
A copy of the Notice of Award and Award Letter are attached and the agreement has been
reviewed and approved by the City Attorney's of�ce.
Continuing these grant-funded efforts benefits the community and the City without using the
General Fund to continue necessary upgrades and repairs to the City's following facilities:
• Lake Redding Boat Ramp;
• John Reginato River Access;
• Turtle Bay Boat Ramp;
• Nur Pon Open Space and River Access;
• Turtle Bay East Open Space and River Access; and
• Kum Bay Xerel Open Space and River Access.
In the past year, notable projects funded by this program include:
• Upgrades to the Lake Redding Boat Ramp restrooms and landscapin�. Staff replaced
irrigation, planted shrubs, built a stone retention wall, and spread ground caver. As an
area prone to vandalism, the upgrades have brought new life to the space and many of the
regular users of the Sacramento River Trail have voiced their appreciation.
• John Reginato Boat Ramp improvements including a restroom remodel and enhanced
vegetation mana�ement along the Anglers Trail. The extra maintenance efforts have
improved the overall experience for hikers, fisherman, and nature enthusiasts.
Environmental Review
These are routine maintenance items, and the subsequent California Environmental Quality Act
findings are included with the 2023-2025 Biennial Budget consideration. No further action is
required.

Recommendation
Approve and authorize the following:
(1) Approve and ratify the City of Redding Community Services Departmen�'s submittal of a
Boating Access Program grant application in an amount not to exceed $600,000 to
provide continued funding assistance for boat ramp and fishing facility operations and
maintenance at multiple river access locations; and
(2} Authorize the City Manager, or designee, to execute all documents necessary to apply for
the grant, appropriate funds should the grant be awarded, and execute any agreements
necessary to implement the project.
Fiscal Impact
If awarded, the Boating Access Program grant will continue funding four Parks Division staff
positions specifically for river access facility maintenance. The application will request up to
$600,000 to fund three Public Works Maintenance Workers, and one Gardener position. A match
of 25 percent ($200,000) of the total project cost ($800,000) is required and will be covered
through in-kind labor services already budgeted. If the grant is not renewed, the employees will
be re-assigned to vacant positions or separated during the probationary period.
There is no new fiscal impact to the General Fund.
Alternative Action
Due to timing constraints between the announcement and the grant program deadline, staff
submitted the application on November 3, 2023. The City Council (Council) could decline to
ratify staff's submission of the Boating Access Program grant application and direct staff to
withdraw the grant application. This action will result in a missed opportunity to continue to fund
maintenance costs associated with multiple river access locations. Or, Council could provide
staff with alternate direction.

Background/flnalysis
Grants within the Boating Access Program, a sub-program of the Sport Fish Restoration Grant
Program, can fund a broad range of river access facilities and associated amenities that benefit
recreational boaters. These grants are available to State Fish and Wildlife Agencies that
sometimes partner with local governments, other state agencies, or non-governmental
organizations to ensure public access to State-controlled waters. Though many development
grants are available for parks, trails, and facilities, those that fund maintenance are rarely
available.
In January 2023, the Redding office of the California Department of Fish and Wildlife (CDFW)
partnered with the City of Redding (City} to apply for the funds, thereby recognizing the value of
the facilities to the sport fishing community, as well as the State's previous investment in the
development of these facilities, and the associated burden of maintenance costs. Staff recently
executed a round one Boating Access Program grant contract with CDFW for $451,281 to fund
three new Public Works Maintenance Worker positions and one new Gardener position for
additional maintenance efforts. This grant funds these positions for one year.
To continue the enhanced maintenance efforts, staff applied for round two of the program. If
awarded, the Parks Division's additional funding will support further vegetation management,
repairs, cleaning, and other routine tasks. Accepting the grant award will not fund capital
improvement projects at any of the facilities, and the recommended actions have no impact on
the City's lease with the Redding Rodeo Association, Advance Redding, or Turtle Bay
Exploration Park.
The application seeks funding for operations and maintenance at the following six facilities:
• Lake Redding Boat Ramp;
• John Reginato River Access;
• Turtle Bay Boat Ramp;
• Nur Pon Open Space and River Access;
• Turtle Bay East Open Space and River Access; and
• Kum Bay Xerel Open Space and River Access.

Boating and Fishing Access Maintenance and Operations - Redding, CA
INTRODUCTION: The City of Redding operates three motorized boat ramp facilities and
three non-motorized facilities along the Sacramento River. The Sacramento River
through the City of Redding offers some of the most pristine fisheries in the State of
California and the United States of America. Many residents use these access points
regularly as do our many professional guides and their customers. The City of Redding
seeks to continue funding through the Sport Fish Restoration Act (SFRA) program the
maintenance and operations of six (6) City owned river access facilities. These facilities
offer motorized and non-motorized launch locations, fishing areas, parking and other
support amenities to access the Sacramento River, home to several runs of salmon,
including the federal and state Environmental Species Act (ESA) listed Sacramento River
winter-run Chinook salmon. The City was awarded an FY 23/24 SFRA grant (Boating and
Fishing Access Maintenance and Operations— Redding, CA G2398053/ F23AF01256)to
fund additional maintenance staff at these locations. To continue their successful efforts,
the City is seeking additional funding to keep standards of care high and begin to work
on additional improvement projects. The project will improve the safety, function,
aesthetics, and improve the use of the river access facilities, encouraging sport fishing
activity, environmental stewardship, and healthy activity.
NEED: Proper maintenance of these facilities is necessary to ensure that waste does not
flow into the river and the facilities remain usable and inviting. When visitors have easy
access to trash receptacles, restrooms, and clean facilities they will use them. This
requires regular maintenance service to ensure that trash receptacles are emptied,
restrooms are cleaned, and the overall cleanliness of the facility is attended to. When
facilities are poorly maintained, visitors lack access to proper disposal, some find other
places to visit, and sometimes illegal activity occurs. Additionally, a rise in vandalism
contributes to these issues, placing additional strain on staff and resources to keep
facilities up to a high standard.
Additional maintenance activities at the City's river access facilities will protect the
environment along the Sacramento River, improving salmon habitat and reducing
pollution. The City also regularly focuses on fuel reduction and invasive species removal
activities around its facilities. Project efforts will work to control the growth of invasive
plant species by removing and treating them, reduce erosion through maintenance and
repair efforts that help control runoff, and remove litter that would otherwise enter the
river. These efforts will allow native vegetation to thrive, supporting the natural systems
along the waterway and bolstering fish habitat by improving shaded aquatic areas.
Overall, the project will improve the experience of the user and support a thriving riparian
habitat by concentrating maintenance efforts and staff presence at river access facilities.
Fishing and enjoying the outdoors brings many physical and mental health benefits as
well. Fishing requires focus and awareness, taking your mind off internal conflict and
stress, similar to meditation. As a result, fishing and outdoor activity helps to reduce
anxiety, fight off depression, and promote relaxation. Studies have shown that fishing

lowers your cortisol levels (stress hormone). Fishing has even been used to help people
who have experienced trauma or suffer from Post Traumatic Stress Disorder (PTSD).
PURPOSE and OBJECTIVE(S):
The purpose of this project is to improve and maintain fishing and river access
opportunities and facilities for the public in Redding, CA. This project's main objective is
to operate and maintain six facilities operated andlor owned by the City of Redding along
the Sacramento River.

APPROACH:
Objective 1 Approach:
1. Properly train assigned staff to perForm the assigned tasks thoroughly, safely
and profiessionally.
2. Complete the facility maintenance checklist tasks for each facility for the
assigned day.
3. Properly dispose of garbage removed from the site and report any
extraordinary issues to a supervisor.
Maintenance efforts include 3-5 visits per week to each site to clean facilities including
on-site public restrooms, parking lots and walkways. Staff and contracted vendors will
perForm these services as well as open and close facilities, maintain vegetation and
reduce invasive species, and complete facility inspections.

The objectives of the project are to offer clean and hospitable facilities to encourage
boaters, fishers and paddlers to use the facilities and enjoy the beauty of the Sacramento
River. We anticipate increased use of the facilities as a result. During the project, the City
will conduct visitor counts at each location to track any changes in visitation stemming
from the project activities.
RESULTS or BENEFITS: The benefit of accomplishing these objectives is that the public
will experience improved angling opportunities and fishing facilities will generate much
less waste into the Sacramento River, improving the health of the fisheries and riparian
habitat. Visitors will find the amenities they seek in clean, good working condition.

These funds are used for City of Redding labor to perform the maintenance and
improvement projects at the facilities. A crew of four employees will be hired by the
City specifically for this project, dedicated to the tasks outlined in the project scope.
Funds are for hourly staff salaries and benefits.
Major Equipment ($0): Federally-funded equipment will not be acquired for use on
this project.
Useful Life: This grant does not include any capital improvement projects.
Program Income: N/A. This project will not generate and program income.
Match Description: The City of Redding will provide match funding of 25% of the total
project cost as outlined in the budget. Match will come from staff time directly spent
on the maintenance of the facilities. The match funding will directly contribute to the
delivery of the objectives outlined in this application.
INDIRECT COST STATEMENT: California Department of Fish and Wildlife (CDFW) is a
U.S. State government entity receiving more than $35 million in direct Federal funding
each year. The indirect cost rate proposals are submitted to the U.S. Department of the
Interior. Currently, the approved FY23/24 rate is 18.94%. The FY24/25 rate proposal will
be submitted for approval and is subject to change.
SINGLE AUDIT REPORTING STATEMENT: CDFW submitted a Single Audit Report to
the California Department of Finance (DOF) for the most recently closed Fiscal Year.

The City utilizes best practices, including tree and raptor surveys which are conducted
during nesting season and activities that would cause harm or disturbance to habitat
are avoided. Any work triggering a CDFW Lake and Streambed Alteration Program
permit will also include protection measures.

We are pleased to inform yov that yo�r proposal, Boating and Fishing Access
Maintenance and Operations - Redding, CA (2025), has been selected by the
California Department of Fish and Wildiife (CDFW) for funding through the Sport
Fish Restoration - Boating Access Granfi Program. This letter serves as CDFW's
award of up to $428,167 under the Fiscal Year 2023/24 Proposal Solicitation
Notice. Your non-federal cost share for this project is $142,722.

reimb�rsed for project costs -we anticipate grant agreements being executed
no sooner than October 15, 2024.
