SUBJECT: 4.11(b)--Add Parking Fee Holidays and make minor amendments to the Redding
Parkin Pro am and ado t Resolution to amend the Cit of Reddin Traffic Control 1VIa .
Recommendation
Authorize the following actions relative to the City of Redding's Downtown Parking Program:
(1) Add an annual parking fee holiday for the Asphalt Cowboys' Pancake Breakfast event on
the Friday of Rodeo Week;
(2) Add a bi-annual parking fee holiday for Election Day on the Tuesday after the first
Monday of November;
(3) Adopt Resolution to amend the Traffic Control Map as noted on Exhibit A and below:
(a) Modify certain areas of Oregon Street, between Shasta and Eureka Way to establish a
two-hour parking zone;
(b) Add a loading zone for the two parking stalls on the south side of Placer Road to the
immediate west of Court Street; and
(4) Find that the action is exempt from environmental review under the California
Environmental Quality Act, pursuant to 14 CCR 15061(b)(3) (Common Sense
Exemption).
Fiscal Impact
The City of Redding's (City) parking system requires payment during weekdays from 8:00 a.m.
to 6:00 p.m., with an exception for holidays. The current parking rate is $1 per hour, Not
collecting a parking fare, systemwide, for ten hours on a weekday is anticipated to result in a loss
of revenue of approximately $1,600 per day.
Alte�native Action
The Council may choose not to adopt this Resalution and provide staff with alternative direction.
If Council chooses not to accept this resolution, attendees of the Asphalt Cowboys Pancake
Breakfast and potentially voters on election day would be required to pay to park, or park a few
blocks away and walk to the event.

Background/Analysis
At its regular meeting on May 7, 2024, the Council adopted a one-time parking fee holiday for
the 2024 Asphalt Cowboys Pancake Breakfast event. Council had asked staff at that meeting to
bring back an annual adoption of the parking holiday.
The Asphalt Cowboys have been serving the community with the annual pancake breakfast since
the 1950s. This event is we]1 recognized and attracts nearly 10,000 participants as well as dozens
of volunteers and support personneL In the last few years, the event relocated from Market Street
in front of the Cascade Theatre to the newly reintroduced section of Market Street between Butte
and Yuba Streets. The Asphalt Cowboys have pointed out that they have been working with the
Downtown Parking program since they developed their iconic logo, with a mule tied to an
expired parking meter. They would like to continue this partnership long-term with the
establishment of the annual parking holiday.
The Shasta County Elections office has also requested that Election Day �e a parking fee
holiday. Election day is statutorily set by the U.S. government as "th�Tuesday next after the �rst
Monday in N�ovember", i.e. the Tuesday that c�ccurs within N�ovember 2 to N�ovember 8. This
holiday would only occur on even-numbered years to be consistent with the Presidential, House,
Senate, anc�local electians. The elect�on office located at 1643 Marlcet Street sees approximately
3,400 voters utilize their office to cast a vote on election day. They have requested that El�ction
Day be set as a holiday as not to deter any voters eoming to the election office. A parking
holiday would also affect the polling place located at the Veterails Hall on Yuba Street.
Whi1e a parking holiday for these events appear to be a benefit to the event attendees, it should
be considered that these parking halidays attraet a large influx of long-term parkers, mainly
clowntown area employees, that exeeecl the two-hour parking limit ancl oecupy parking spaees all
day. Staff has observed the parking s�upply for other officially recognized holidays and found that
most downtown businesses and their employees eompete for th� available parking spaces on
those days. There is a potential for a larger parkin� issue for these events and local businesses
but that i�npact is currently unknown. Staff will continue to monitor these holidays and
determine if other options are available to accammodate these events in a more beneficial
manner.
Staff has also received requests to amend parking regulations to address specific business needs.
The first is to add a two-hour parlcing zone on Qregon Street north of Shasta Street ta Eureka
Way. The renovation of the building at the northeast eorner of Shasta Street and Oregon Street
has added new businesses in an area that currently has thriving existin�business, This block has
limited parl�ing resources and does not currently have any parking regulations, In order to
s�upport sl�ort term office clients, restaurant uses, and retail on that block, a two-hour parkin�
zone is being requested to remain consistent with the parking system goal to �nsure parking
availability and t�urnover for the downtown business community. The a11-day offiee users would
be able to utilize the new four-hour zones south of Shasta Street on Oregon Street or privately
leased parking lots in the area or pay for an employee parking pass. This block is outaide the paid
parking zone so it would be a free two-hour park�ng zone to encourage parking turnover to
provide more availability for customers for all businesses loeated on this block.

The second request is a new loading zone on the corner of Placer Street and Court Street. The
Downtown Liquar Marl�et that faces Placer Stre�t, has requested a loading zon� to he�p
accammodate deliveries, and prohibit all-day users parking in front of the store. The new striping
of Placer Road, has allocated additional lane widths for parking in this bloek. The store has
requested that the two spaces on Placer closest to Court Street be loading on1y. Staff reviewed
the request and faund it consistent with the practice to allow a couple laading spaces at major
corners.
Envir�onmental Review
Staff has reviewed this aetion and determined that it is exempt from review under California
Environmental Quality Act (CEQA), per Section 15061(b)(3) — Common Sense Exemption.
CEQA applies only to projects which have the potential for eausing a significant effeet on the
environment. It can be seen with certainty that there is no possibility that the action may have a
significant effect on the environment; therefore, the activity is not subject to CEQA. The City
has an existing paid parking zone that is being modified. The proposed modifications will affect
the locations of parked vehicles and may encourage mode shift, carpooling and transit use.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ADDING TWO FREE PARKING DAYS FOR DOWNTOWN PARKING,
ADDING A 2-HOUR PARKING ZONE ON OREGON STREET AND,
ADDING A LOADING ZONE ON PLACER ROAD.
WHEREAS, California Vehicle Code (CVC) Section 22507 provides that a local government
may, by ordinance or resolution, restrict the stopping, parking, or standing of vehicles on certain
streets or highways, or portions thereof, during a11 or certain hours of the day; and
WHEREAS, Redding Municipal Code (RMC) Section 11.24.170 provides that the City Council
may,by resolution, establish time limited parking zones for such days and periods of time deemed
necessary as shown on the Traffic Control Map established pursuant to the provisions of RMC
Section 11.04.020; and
WHEREAS, RMC Section 11.28.020 provides �hat the City Council may, as traffic conditions
require, designate, modify or eliminate by resolution paid parking zones upon such streets or
portions of streets of the City. The areas, streets and portions of streets designated as paid parking
zones shall be depicted on the Traffic Control Map adopted pursuant to RMC Section 11.04.020;
and
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL THAT:
1. The recitals set forth herein are true and correct.
2. Pursuant to RMC Section 11.24.170 and 11.24.120,the City Council
a. Adds the 2-Hour parking zone on the east and west side of Oregon Street from
Shasta Street north to Eureka Way,
b. Adds a loading zone on two parking spaces on the south side of Placer Road
immediately west of Court St. as shown on the Traffic Control Map.
3. Pursuant to RMC Section 11.28.060, the City Council may vary hours of operation of the
parking program.
a. Add an annual free parking day on the Friday of Rodeo Week,which is usually the
third week in May.
b. Add a bi-annual free parking day on Election day, on the Tuesday after the first
Monday of November on even years.
4. The City Engineer sha11 cause to be signed and marked any areas noted on Exhibit A, in
accordance with RMC Section ll.28.030, and amend the Traffic Control Map adopted
pursuant to RMC Section 11.04.020 to account for the change in parking established
herein.
5. Amendment of the Traffic Control Map is exempt from review under the California
Environmental Quality Act (CEQA), per Section 15601(b)(3} — Common Sense
Exemption. CEQA applies only to projects which have the potential for causing a
significant effect on the environment. It can be seen with certainty that there is no
possibility that the actions may have a significant effect on the environment; therefore, the
activities are not subject to CEQA.

Breakfast
Recommendation
Authorize the City Engineer to implement a Parking Fee Holiday from 8:00 a.m. to 2:00 p.m., on
Friday, May 17, 2024, for the annual Asphalt Cowboys Pancake Breakfast held in Downtown
Redding.

to 6:00 p.m., with an exception for holidays. The current parking rate is $1 per hour. Not
collecting a parking fare, systemwide, for four hours on a weekday is anticipated to result in a
loss of revenue of no more than $800.
Alternative Action
The City Council (Council) may choose not to approve the Parking Fee Holiday and continue
with the paid parking system during the time of the Asphalt Cowboys Pancake Breakfast
(Pancake Breakfast).
Backg�ound/Analysis

With the new parking strategy being implemented for just over a year in the Downtown area, the
Asphalt Cowboys' organization remains concerned that paid parking may hinder community
participation for the event. The Asphalt Cowboys' organization has submitted the attached letter
requesting the City not to charge for parking in the downtown core during the event hours, for
not only this year, but also for future instances of the event. At its regular meeting on May 2,
2023, Council approved a Paid Parking Holiday for the 2023 annual pancake breakfast.
Feedback to staff from community members indicated that the stay on paid parking largely
affected their attendance at the event. With the positive feedback received from the community,
staff remains supportive of the annual request, as this event is truly unique in both size and scale
as well as the long-standing tradition the citizens of Redding expect and support. It wi11 not be
the intent of staff to entertain similar requests for events in the future that are smaller in scale and
do not meet the same time-honored tradition standards as the pancake breakfast. Staff is
considering bringing forth an Ordinance at the next parking program update ]ater in the year for
Council to consider a permanent parking holiday for the annual pancake breakfast along with
other necessary changes to the parking strategy.
Environmental Review
This action is not a project as defined by the California Environmental Quality Act, and no
further action is required.

fellaw councilmembers, and 10,000 of your closest friends to enjoy the finest pancal<es served anywhere
in Shasta County this coming Friday, May 17t",2024. As has been the tradition for generations of
Redding families going back to the 1950's, we intend ta hold the Pancake Breakfast in the heart of
downtown Redding.
As downtown has evolved,so have the Asphalt Cowboys.A cauple af years ago w�decided to relocate
the breal<fast a few blacks north ta the newly opened section of Marl<et St., previausly referred to as the
dawntawn mall and downtawn promenade. As changes have occurred in the downtown core, some
challenges have arisen as well.The city has recently adopted a parl<ing strategy for fihe downtawn area.
Due to the sheer volume af citizens that attend the breakfast(nearly 10,000 each year),we want ta
make sure that the parl<ing strategy adopted for normal weekday business nat deter attendance for a
large special public event af this size.
In short,the Asphalt Cowbays are requestingthe Redding City Council declare a parl<ing holiday on
Friday, May 17t"2024 that suspends paid parldng and parl<ing enforcement on that day,or at least until
2pm.We wauld also lil<e to request a policy be put in place to extend thi$ parking holiday to future dates
of the Asphalt Cawboy's Pancal<e Breakfast.This is arguably the largest, and most well-I<nown single
public event in the City of Redding in any given year,and it is an hanor to have it downtown. Far 70 years
the City and theAsphalt Cowboys have warl<ed together to stage something that is truly unique to our
community and we hope that tradition can continue.As a small historical nate,the parl<ing meter in our
very recognizable logo was adopted due ta this exact parl<ing holiday bad<in the T960's.We have

The Asphalt Cowboys have been serving the community with the`annual pancake breakfast since
�the 1950s. This event is we11 recognized�and at�racts nearly 10;000 participants as well as dozens
��of��olunteers�and��su�sport�persnnnel. In the�few years, the event�relocat�d from Market Street in
front of the Cascade Theatre to the �ewly reintroduced section��of Market Street between Butte�
�and Yuba Streets.
With the parking strategy relatively new to the Downtown area; the Asphalt Cowboys
organization is concerned that paid parking may hinder community participation for the event. It
has submitted the attached letter requesting the��City ntst to charge for parking in the downtown
core during the event hours, for not only this year but for the future instances of the event. While
�there are concerns related to preeedenee, staff is �supportive of the� request as this event is�truly
unique in both size and scale as we11 as the long-standing tradition the citize�s of Redding expec�

and support. It will not be the intent of staff to entertain similar requests for events in the future
that are smaller in scale and do not meet the same time-honored tradition standards as the
pancake breakfast. The Council will be asked �o consider a more permanent approval of this
arrangement at a future Council meeting after the pl�nned presentation of the parking program
�efficacy at some time this�summer.
