SUBJECT: 4.8(b)--Authorize Redding Fire Department to apply for a FEMA 2023 Fire
Prevention and Safet Grant
Recommendation
Authorize the City of Redding Fire Department to apply for a Federal Emergency Management
Agency 2023 Fire Prevention and Safety grant in the amount of $100,000, with a five percent
"in-kind" inatch requirement, for the completion of risk assessment/reduction and strategic
planning documents.
Fiscal Impact
The Redding Fire Department (RFD) is requesting $100,000 from the Federal Emergency
Management Agency (FEMA) 2023 Fire Prevention and Safety (FP&S) Grant Program in the
amount of $100,000, with a five percent "in-kind" match requirement. The required in-kind
match will be covered by staff time. If awarded, staff will return to the City Council (Council)
for grant acceptance and appropriation of the $100,000.
Alte�native Action
The Council could choose not to authorize the Fire Departmen� to apply for grant funding and
RFD staff would look for other resources to complete the risk assessment and strategic plan.
�3ackground/flnalysis
The FP&S Grants support projects that enhance the public's and firefighters` safety from fire and
related hazards. The primary goal is to reduce injury and prevent death among high-risk
populations. RFD will request grant funding to cover the cost of a Community Risk
Assessment/Standards of Cover, and a Community-Centered Strategic Plan.

The Community Risk Assessmen�/Standards of Cover - is a systematic process of identifying,
analyzing, and prioritizing risks and hazards within the department`s jurisdiction. The primary
goal of the risk assessment section is to assess the potential threats and vulnerabilities present in
the community that could impact public safety, property, and the environinent.
The Standards of Cover section is a comprehensive document that outlines the level of service
and response capabilities that a fire deparhnent aims to provide to its community. It serves as a
strategic tool for assessing current operational capabilities, identifying service gaps, and
establishing performance benchmarks to ensure adequate emergency response and public safety
within the department's jurisdiction.
The Community-Centered Strategic P1an is a document that outlines the department's goals,
objectives, and strategies for engaging with and serving the community effectively. Unlike a
traditional strategic plan, which may focus primarily on internal operations and organizational
goals, a community-centered strategic plan strongly emphasizes understanding and addressing
the needs, priorities, and aspirations of the community it serves.
It is anticipated that both documents and processes can be done in parallel resulting in
completion within the 12-month period of performance required by the grant.
If RFD is awarded the grant, it would come back to Council to request acceptance prior to
beginning any work.
Environmental Review
This project is not defined under the California Environmental Quality Act, and no further action
is required.
