Fiscal Impact The Redding Fire Department's (RFD) temporary overhire of two firefighters will have a net neutral effect on the budget. Over the calendar year, these two positions will be absorbed as personnel retire. The reduction in overtime will balance out the cost of the two personnel. Alter�native Aetion The City Couneil could choose not to a11ow staff to overhire. Current staff, utilizing overtime, would cover the open positions due to an industrial injury and anticipated retirements until the end of the 2024 fire season. At that point, RFD will resume hiring. Background/Analysis RFD has one firefighter on long term inju�ry leave and ane who is anticipated to retire before the end of Calendar Year 2024. There is one additional member who is anticipated to retire in July 2024. Hiring two additional �re�ghters for the April academy will alleviate overtime due to these two vacancies through the end of CY 2024. Report to Redding City Council March 28,ZOZ4 Re: 4.8(a)--Overhire Two Fire�ghters Page 2 RFD staffing is configured so that any time-off taken by a firefighter, requires overtime backfill in order to Inaintain staffing levels. Each newly hired fire�ghter attends a four to six-week (depending on number of recruits) fire academy prior to being assigned to an engine/truck; it is not possible to hold a fire academy during fire season due to high heat, increased dai]y staffing levels, and deployments. The fire academy is scheduled to begin in April and end in June prior to the 2024 fire season. The next opportunity to hire for vacancies will be in the fall of 2024. Environmental Review This is not a project defined under the California Environmental Quality Act, and no further action is required.
