SUBJECT: 4.6(a)--Adopt Resolution for Arbor Day and Arbor Day Foundation Designations
Recommendation
Adopt Resolution praclaiming Friday, April 26, 2024, Community T�ee Planting Day,
otherwise known as Arbov�Day, in the City of Redding; and recognizing the City of Redding's
Coinmunity Services Department - Parks Division for receiving the Tree City U.S.A. Award, and
the City of Redding Electric Utility for receiving the Ti^ee Line U,S.A. Utility AwaNd.
Fiscal Impact
There is no fiscal impact to the General Fund.
Alternative Action
The City Council could decline to adopt the resolution proclaiming Friday, Apri1 2b, 2024,
as Tree Planting Day and not recognize the Tree City U.S.A. AwaNd or the TNee Line U.S.A.
Utility Awa�d and provide staff with alternate direction.
Background/Analysis
On January 4, 1872, 7. Sterling Morton, Secretary of the Nebraska Territory and tree enthusiast,
proposed a tree planting holiday called "Arbor Day" at a meeting of the State Board of
Agriculture to spread his message of the value of trees. Arbor Day was officially proclaimed in
1874 by Nebraska's Governor, Robert W. Furnas, and eventually became a legal state holiday. By
1920, more than 45 states and territories were celebrating Arbor Day by planting trees, and
children across the nation were learning about the importance of trees in schools. Today, Arbor
Day is celebrated in a1150 states.

The City of Redding (City) was notified by the State of California Department of Forestry and
Fire Protection (CAL FIRE) that it was the recipient of two awards from the Arbor Day
Foundation. The Community Services Department - Parks Division received the Ti�ee City
U.S.A. G�owth Awa�d for demonstrating the highest levels of tree care and community
engagement during the 2023 calendar year. This is the Parks Divisions 43rd consecutive year to
receive the award. Redding Electric Utility (REU) received the Tree Line U.S.A. Utility Award
for its 30th consecutive year, an award that recognizes public and private utilities that
demonstrate best practices in protecting and enhancing urban forests.
In 2024, the Parks Division will continue to embrace the spirit of Arbor Day through its tree-
planting program, with trees being planted in two new parks: Shastina Ranch Neighborhood Park
and Whistle Stop Park. The combined effort will result in the planting of 90 shade trees. Whistle
Stop Park, situated in downtown Redding, aims to combat the heat island effect common in.
urban areas and provides a shady place to gather during hot summer days. Efforts will also be
directed toward maintaining trees from the Re-Grow Redding and Northeast Crossing Trail
Projects. Finally, the Parks Division will host a booth at the local Earth Day event on April 20,
2024, distributing informative brochures and providing guidance on proper tree pruning
techniques for young and mature trees. REU wi11 continue to promote the coexistence of trees
and utility lines through communication, education, and training.
While most holidays celebrate something that has already happened and is worth remembering,
Arbor Day represents hope for the future. Planting a tree provides clean air and water, cooling
shade, habitat for wildlife, healthier communities, and natural beauty in its purest form. Through
this program, the Community Services Department nurtures a culture of environmental
responsibility and civic engagement, paving the way for a sustainable and thriving urban
landscape that will benefit present and future generations alike.

This is not a project defined under the California Environmental Quality Act, and no further
action is required.

A RESOLUTION OF THE REDDING CITY COUNCIL DECLARING
APRIL 2 6, 2024, AS COMMUNITY TREE PLANTING DAY,
OTHERWISE KNOWN AS ARBOR DAY, AND RECOGNIZING THE
TREE CITY U.S.A. .4ND TREE LINE U.S.A. UTILITY AWARDS
WHEREAS, in 1872 J. Sterling Morton proposed to the Nebraska Board of Agriculture that a
special day be set aside for the planting of trees; and
WHEREAS,Arbor Day is now observed throughout the nation and the world; and
WHEREAS, trees can reduce the erosion of our precious topsoil by wind and water, cut heating
and cooling costs, moderate the temperature, clean the air, produce oxygen, and provide habitat
for wildlife; and
WT-IEREAS, Arbor Day was first observed with the planting of more than one million trees in
Nebraska; and
WHEREAS, trees are a renewable resource, giving us paper, wood to build our homes, fuel for
our fires, and countless other wood products and by-products; and
WHEREAS,trees in our City increase property values, enhance the economic vitality of business
areas, and beautify our community; and
WHEREAS, trees, wherever they are planted, are a source of joy and spiritual renewal; and
WHEREAS, the City of Redding has been recognized as a Tree City U.S.A. by the National
Arbor Day Foundation for the forty-third consecutive year, and desires to continue its tree-
planting activities; and
WHEREAS, the City of Redding has also been recognized as a Tree Line U.S.A. Utility by the
National Arbor Day Foundation for the thirtieth consecutive year, and desires to continue its
educational program about the energy conservation benefits derived from trees;
NOW, TI�EREFORE,BE IT RESOLVED that the City Council of the City of Redding hereby:
l. Proclaims April 26, 2024, as Community Tree Planting Day, otherwise known as Arbor
Day.
2. Recognizes the Tree City U.S.A. and TNee Line U.S.A. Utility Awards.
BE IT FURTHER RESOLVED that the City Council encourages a11 citizens residing within
the city limits of the City of Redding to support efforts to protect our trees and woodlands,
support our City's Urban Forestry Program, and plant trees to gladden the hearts and promote the
well-being of present and future generations.
I HEREBY CERTIFY that the foregoing resolution was introduced at a regular meeting of the
City Council of the City of Redding on the 2nd day of April, 2024, and was duly adopted at said
meeting by the following vote:
