Fiscal Impact Streets Division funding in the amount of $2,00O,OOQ as we11 as American Rescue Plan Act funding in the amount of$1,000,000 was approved for this project for Fiseal Year 2022-23. The total project cost, including surveying, design, bidding, construction, field engineering, inspection, and contract administration, is $2,388,552.75. Alternative Action The City Council (Council) may choose not to accept the project as satisfactorily complete, and advise staff on how to proceed. Backg�ound VSS International, Inc., has completed all items of work on the Cape Seal 2023 Project as of November 10, 2023, which was within the contract time frame. Subsequently, the Public Works Department filed a notice of completion with Shasta County. The project warranty period expires one year from the completion date. At its meeting of June 20, 2023, the Council awarded a construction contract to VSS International, Inc., of West Sacramento, for $2,167,000 and approved a $220,000 construction contingency fund. Also authorized was $225,000 for contract administration and construction inspection fees and $44,000 for project development costs. The City Manager was authorized to approve additional increases in either the construction management or construction contingency amounts up to a total of $15,000, for a total authorized amount of $2,671,000. During construction, there was one change arder which reduced striping quantities due to adjustments in the field resulting in a credit of($2,599.25) leaving a balance of$222,599.25 in the contingency fund. The final project cost was $2,388,552.75. The project involved the placement of approximately 254,000 square yards of surface treatment in north and northeast Redding neighborhoods, as shown on the attached map. Cape Seal projects have been part of the City of Redding pavement preservation program since 2008. This is a two- layer system, in which a micro-surfacing material is placed over a rejuvenating scrub seal or rubberized seal (a.k.a. chip seal). Fiscal Impact The Project includes $1,000,000 in American Rescue Plan Act funding with the balance being funded by the Streets Division which are included in its approved Fiscal Year 2022-23 budget. Al�ernative Action The City Council may choose to not award the project, in which case, the streets will continue to deteriorate and require roadway reconstruction. BackgNound/Analysis CAPE seal roadway surface treatments extend the life of worn pavements by combining a chip seal with sl�urry seal treatments. The City of Redding has utilized this method to successfully preserve residentia] streets since 2008. This project includes the pavement preservation treatment in various neighborhoods in Redding (see attached map). Attached is a tabulation of the three bids opened on May 25, 2023. The low bid in the amount of $2,167,000 was received from VSS Tnternational, Tnc., of West Sacramento, California. The engineer's estimate was $2,230,362. Total project development costs for this project are estimated to be $44,000. Project development costs include engineering, environmental, and consultant services (design and construction support). Environmental Review Staff has deter�nined that the project qualifies as categorically exempt from environmental review under the California Environmental Quality Act Guidelines, pursuant to Section 15301 (c) —Existing Facilities. Class 1 exemptions include the operation, repair, maintenance, or minor alteration of existing public facilities. The project wi11 extend the life of the existing pavement and will not result in expansion of use. The project has been reviewed for sensitive resources and will not have a significant effect on biological or cultural resources such as threatened or endangered species or their habitats, sensitive vegetation communities, tribal lands, or tribal cultural resources.
