SUBJECT: 9A--Consider Resolution declaring the City of Redding's intention to enter into a
Lon -Term Lease with the Reddin Rodeo Association.
Recommendation
Adopt Resolution committing to a long-term lease with the Redding Rodeo Association for a
portion of 722 Auditorium Drive contingent on the balance of negotiating points being agreed
upon.
Fiscal Impact
There is no impact to the General Fund with this action.
Alternatzve Action
The City Council could choose not to adopt this Resolution.
Background/Analysis
At its Ineeting of September 3, 2024, the Council approved the formation of an Ad-Hac
Committee for the purpose of negotiating with the Redding Rodeo Association the various
elements of a long-term lease. At the following meeting, September 17, 2024, Council consented
to an Item 12 proposal from Council Member Johnson to consider adopting a Resolution stating
the Council's desire to indicate its willingness to commit to a long-term lease at the outset of
negotiations.
The proposed resolution includes the Council's intention to enter into a lease of sufficient length
to secure necessary funding for planned infrastructure updates and contingent on all elements of
a lease agreement including, but not limited to, the California Department of Housing and
Community Development Surplus Land Aet, length of lease, value of the lease, prevailing wage
requirements, environmental requirements, permitting requirements, coordination with the
Redding Riverfront Specific Plan update, lease-hold boundaries, future grant of loan conditions,
and insurance and indemnity.

RESOLUTION NO. 2024-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
DECLARING ITS INTENTION TO ENTER INTO A LONG-TERM LEASE
WITH THE REDDING RODEO ASSOCIATION FOR A PORTION OF 722
AUDITORIUM DRIVE IN THE CITY OF REDDING CONTINGENT ON
AGREEMENT OF ADDITIONAL LEASE TERMS AND CONDITIONS
WHEREAS, the City of Redding (City) owns the real property located at 722 Auditorium Drive
in the City(Property); and
WHEREAS, portions of the Property have been used as the Rodeo Grounds and the Posse
Grounds Boat Ramp for more than seventy-five (75)years; and
WHEREAS, the Lessee, Redding Rodeo Association, during the terms of the prior Leases and
Amendments, has made and constructed improvements upon the premises and has continued to
retain the Terms and Conditions of prior L,eases and now desires a longer-term lease; and
WHEREAS, the City Council of the City of Redding has formed an Ad-Hoc Committee for the
purpose of negotiating with the Redding Rodeo Association the various elements of a long-term
lease including, but not limited to, the California Department of Housing and Community
Development Surplus Land Act, length of lease, value of the lease,prevailing wage requirements,
environmental requirements, permitting requirements, coordination with the Redding Riverfront
Specific Plan update, lease-hold boundaries, future grant or loan conditions, and insurance and
indemnity; and
WHEREAS, the City Council desires to indicate its willingness to commit to a long-term lease at
the outset of negotiations;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDDING its intention to enter into a lease of sufficient length to secure necessary funding for
planned infrastructure updates with the Redding Rodeo Association for a portion of the Property
contingent on concurrence on all elements of a lease agreement,
T HEREBY CERTTFY that the foregoing resolution was introduced and adopted at a regular
meeting of the City Council of the City of Redding on the 1 st day of October, 2024, by the
following vote:
