SUBJECT: 4.2(c)--Adopt Resolution Authorizing Emergency Solutions Grant Submittal to

Recommendation
Adopt Resolution appra�ving an applicaticrll f�r fu�ding and the e�ecu�ion t�f a grant agreem�nt
and any an�endments thereto fram the 2023�2024 fundi�g year af th� �tate Emer�ency Sc�lutions
(srant� Pragrarn, �alance af Stat� A1locatic�n, th�reby replaeing Resolution No. 2023-096 for the
Emergency Solutions Grant application submitted on behalf of the NorCal Continuum of Care,
due to a clerical error in the original Resolution (section 6 erroneously duplicated section 5).
Fiscal Impact
There is no fiscal impact to the City of Redding's (City) General Fund, however, not applying
for the Emergency Resolution Grant (ESG) may jeopardize funding earmarked for the NorCal
Continuum of Care (NorCal CoC) seven-county region.
Alternatzve Action
The City Council (Council) could choose not to adopt the Resolution for the ESG funding and
provide staff alternate direction.
Backg�ound/Analysis
On October 11, 2023, Council adopted Resalution Na. 2023-096 authorizing staff to apply for
ESG funds on behalf of the NorCal CoC. The application for ESG funds was submitted by the
deadline of October 16, 2023, for$157,151. The funds are to be distributed to the NorCal CoC to
support Rapid Rehousing and Homeless Management Information System projects.
Due to a clerical error in the original Resolution (section 6 erroneously duplicated section 5)
submitted to HCD, an amended Resolution must be approved by Council and submitted to HCD
to conclude the grant award process.

Environmental Review
Applying for grant funding is not considered a project under the California Environmental
Quality Act (CEQA). Any project that is developed will be reviewed for CEQA compliance once
the details are known.
Under the National Environmental Policy Act (NEPA), administrative and management
activities such as applying for grant funding are considered exempt activities and no further
action is required. Any projects will be reviewed for NEPA requirements if awarded funding.
Council Priority/City Manager Goals
This is a standard operational item to meet the requirements of F�CD's ESG Program.

A necessary quorum and majority of the Council Members of the City of Redding, a municipal
corporation ("Applicant"),hereby consent to, adopt and ratify the following Resolution:
WHEREAS, the State of California (the "State"), Department of Housing and Community
Development("Department")issued a Notice of Funding Availability("NOFA") for the Balance of
State Allocation dated 07/28/2023 under the Emergency Solutions Grants (ESG) Program
(Program, or ESG Program); and
WHEREAS,Applicant is an approved state ESG Administrative Entity.
SECTION 1:
Applicant is an approved Applicant by their Continuum of Care under the Balance of State
A1location and is hereby authorized and directed to receive an ESG Program grant,in an amount not
to exceed$314,301 in accordance with all applicable rules and laws.
SECTION 2:
The Department may approve funding allocations for the ESG Program, subject to the terms and
conditions of the NOFA, Program regulations, and the Standard Agreement. The Applicant
acknowledges eompliance with a11 state and federal public participation requirements in the
development of its application(s).
SECTION 3:
If applicant receives a grant of ESG funds from the Department pursuant to the above referenced
ESG NOFA, it represents and certifies that it will use all such funds in a manner consistent and in
compliance with all applicable state and federal statutes, rules, regulations, and laws, including
without limitation all rules and laws regarding the ESG Program, as well as any and a11 other
contracts Applicant may have with the Department.
SECTION 4:
The Applicant hereby authorizes and directs Barry Tippin, City Manager, or designee, to execute
and deliver a11 applications and act on the Applicant's behalf in a11 matters pertaining to all such
applications.
SECTION 5:
If an application is approved, Barry Tippin, City Manager, or designee, is authorized to sign and
submit Funds Requests and all required reporting forms and other documentation as may be required
by the State of California for the purposes of the grant.
SECTION 6:
If an application is approved, Barry Tippin, City Manager, or designee, is authorized to sign and
submit Funds Requests and all required reporting forms and other documentation as may be required
by the State of California from time to time in connection with the grant.
I HEREBY CERTIFY that the foregoing resolution was introduced at a regular meeting of the City
