Recommendation Adopt Resolution, effective September 29, 2024, approving an amendment to the Redding Independent Employees' Organization - Supervisory/Confidential Unit Exempt Employee Schedule of Classifications and Salary Ranges to increase the salary for the Wastewater Laboratory Supervisor classification. Fiscal Impact The estimated cost associated with this recommendation ranges between approximately $12,637 and $17,795 annually, including salary and benefits. Alternative Action City Council could decline to approve the resolution and the salary for the Wastewater Laboratory Supervisor classification would remain unchanged. Alternatively, the City could look into options to contract the Laboratory Technical Manager work out to a local vendor. This option is costly. �3ackground/flnalysis The Clear Creek Wastewater Treatment Plant (CCWTP) lab serves as a state-accredited testing facility for both of the City's wastewater treatment plants and is certified by the State of California to perform required operational and regulatory testing. Report to Redding City Council September 25, 2024 Re: 4.15(a)--Wastewater Laboratory Supervisor Class Change&Salary Increase Page 2 On January 1, 2021, the State of California ilnplemented the transition to the standards from The NELAC Institute (TNI), which required laboratories to start implementing changes necessary to comply with a certain set of standards. These requirements are designed to ensure that wastewater laboratories in California operate with high standards of accuracy, reliability, and environmental responsibility. In addition, there are certain staffing requirements that must be included to meet the required standards, including the requirement to have a Laboratory Director, Technical Manager, and Quality Assurance Officer. In 2021, the City of Redding created the Laboratory Supervisor position to absorb these roles and provide oversight to the wastewater laboratory. As this position is required for a11 environmental laboratories within the state of California, it is a very competitive position with a certain set of skills as well as a specific area of expertise and certification. Since February 2024, the City has conducted three failed recruitments and completed targeted advertising with enhanced social media posts only to receive no qualified applicants. Staff completed a salary and benefits study and has found that the City of Redding compensation package is substantially behind all of those compared. Staff recormnends increasing the salary by 15 percent to be more competitive, which is important as this position is required for all environmental laboratories in California. As stated above, the duties associated with the Wastewater Laboratory Supervisor position (Laboratory Director, Technical Manager and Quality Assurance Officer) are required by regulation. Since the City has been unable to fi11 the Wastewater Laboratory Supervisor position, Public Works has had to contract with a qualified consultant to perform duties of the Wastewater Laboratory Supervisor in order to maintain our State accreditation. In addition to increasing the salary for the Wastewater Laboratory Supervisor position, the classification specification will be amended to recognize other qualifying experience in order to allow for a wider group of candidates which meet the job requirements and potentially increase the size of the applicant pool. Additionally, Fublic Works plans to transfer this position to the Wastewater Administration Division and have the position report directly to the Municipal Utilities Manager to reduce the potential conflict of interest of the plant supervisor having supervisory influence over the quality control of the laboratory. The proposed changes have been discussed with, and have the support of, the Redding Independent Employees' Organization— SupervisorylConfidential Unit. Exercise actual day-to-day supervision of laboratory operations including the analysis of water, wastewater, stormwater and related materials. Ensure sampling, monitoring and testing comply with city, state, and federal requirements for water, wastewater, and stormwater utilities. This position serves as the "Technical Manager", "Laboratory Director" andlor"Quality Assurance/Quality Control Officer" for ensuring compliance with the State of California Environmental Laboratory Accreditation Program (ELAP) and The NELAC Institute (TNI) standards. DISTINGUISHING CHARACTERISTICS: Incumbents assigned to this classification are capable of supervising lab staff performing advanced journey level work in chemical, biological, and bacteriological analysis of wastewater and related solids and liquids in support of efficient operation of water and wastewater treatment operations. Provide overall supervision and management of all aspects of the laboratory(ies). Individuals working in this classi�cation are expected to ensure compliance with a11 requirements of local, state and federal law pertaining to the operations of an environmental serviceslaboratory. EXAMPLES OF DUTIES: NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties. Not all duties listed are necessarily performed by each individual in the elassification. 1. Coordinate various laboratory administrative functions; monitor the ELAP certification; ensure compliance with State Water Resources Control Board requirements to maintain laboratory certification; develop, revise and update Standard Operating Procedures (SOPs), Chemical Hygiene P1an (CHP) and Quality Assurance/ Quality Control (QA/QC) program; communicate regularly with various regulatory agencies. Measures: Laboratory functions in an effective and efficient manner. All laboratory analysis and certification processes are performed in a timely, accurate, and professional manner. Ensures compliance with laboratory accreditation regulatory requirements; successful lab recertification through ELAP every certification period. Sets and monitors performance standards and long- and short-term goals; identifies opportunities for improving methods and procedures and effectively implements improvements. 2. Oversee and perform routine and advanced laboratory analysis, including detailed testing of wastewater to ensure meeting discharge requirement for NPDES permit. Measures: Tests are accurately performed. An efficient and effective system of laboratory data recordkeeping is developed and maintained. Complete and accurate records meet QA/QC standards. 3. Conduct and coordinate a variety of special tests, studies, projects and research; collect, analyze and summarize data; identify problems regarding drinking water, wastewater and biosolids; prepare comprehensive reports on findings; provide recommendations related to implementation of solutions for compliance with regulations. Conduct a variety of chemical and bacteriological tests to determine composition and disposition of wastewater components. Measures: Tests are accurately performed. An efficient and effective system of laboratory data recordkeeping is developed and maintained. Complete and accurate records meet QA/QC standards. 4. Prepare, review, and/or verify a variety of records and reports, including the NPDES permit and other regulatory requirements, and Quality Assurance/Quality Control records required for State Laboratory accreditation. Measures: Materials are accurately and promptly prepared, and State Lab Accreditation is maintained. Records and reports are completed in the appropriate time frame and are properly maintained in an organized and readily available manner. 5. Manage and participate in the quality assurance programs; develop and implement new methods for laboratory analysis consistent with EPA guidelines and the Manual of Standard Methods for the Examination of Water and Wastewater; develop and maintain SOPs and CHP. Measures: Operation, procedure and documentation meets current ELAP and TNI Standards. 6. Conduct oral/written presentations to City staff and the public. Measures: A11 work is performed in a professional, ef�cient, accurate and timely manner. Represents the City in a knowledgeable and professional manner. Communications are clear and concise. 7. Maintain test equipment and laboratory facilities. Measures: Equipment and facilities are consistently maintained. 8. Order supplies and minor testing equipment. Measures: Supplies are sufficiently maintained. 9. Operate a variety of equipment, such as atomic absorption spectrophotometer, dissolved oxygen meters,pI�meters, and turbidimeters. Measures: Proper training and performance of equipment. 10. Assist other departments with testing when requested. Measures: Cooperates with other departments in testing. 11. Plan, direct, coordinate, supervise, train, review and oversee the work of assigned laboratory staff. Measures: Overall effectiveness of the section. Effectively and efficiently assigns reviews and monitors work to ensure accuracy, completion, and timeliness. Employees are properly t�ained to perform assigned duties to ensure continuing demons�ration of capability as outlined by TNI standards. Effectively distributes information and ensures all employees are advised of matters important to their jobs. Provides accurate, appropriate and timely feedback regarding performance and behavior to employees. 12. Effectively operate and maintain a Laboratory Information Management System (LIMS) software to ensure data quality, retention and adherence to all regulatory record keeping and chain of custody requirements. Measures: Maintains effective and complete digital records. 13. Perform other duties as assigned within the scope of the job classi�cation. QUALIFICATIONS: Knawledge of: Physical plant characteristics, seasonal changes in treatment system operation and available options in process operations; steps to be taken to effectively communicate all requirements (and safety hazards) to operations staff; the Clean Water Act (and amendments) and applicable EPA and state regulations; safety procedures surrounding the handling of reagents and chemicals and laboratory glassware; operating principles of analytical instrumentation spectrophotometers, pH meters, D.O. meters, etc.; State Laboratory Accreditation procedures and required records; and capability of evaluating the analytical data from procedures using such instrumentation; principles of personnel supervision and training; chemical and microbiology as applied in a water and wastewater treatment laboratory; and methods, techniques and software for advanced data manipulation and analysis used in quantitative and statistical analysis of laboratory data.
