SUBJECT: 4.11(g)--Project Acceptance, Bid Schedule No. 5255, Abernathy Lift Station and

Recommendation
Accept Bid Schedule No. 5255 (Job No. 2658), Abernathy Lift Station and Force Main Project,
awarded to Cox and Cox Construction, Inc., as satisfactorily complete, with a final cost of
$1,109,081.71.
Fiscal Impact
For Fiscal Year 2021-22, the Solid Waste Utility funding in the amount of $1,120,032 was
approved for this project. The total project cost, incl�uding surveying, design, bidding,
construction, field engineering, inspection, and contract administration is $1,109,081.71.
Alternative Action
The City Council (Council) may choose to not accept the project as satisfactorily complete, and
advise staff on how to proceed.
Background/Analysis
Cox and Cox Constructian, Tnc. has completed a11 items of work on the Abernathy Lift Station
and Force Main Project as of April 5, 2024, which was within the contract time frame. The
project warranty period expires one year from the completion date. Subsequently, the Public
Works Department �led a notice of com�pletion with Shasta County.
On January 24, 2022 the Council awarded a construction contract to Cox and Cox Construction,
Inc. for $732,032, and approved a $'75,000 construction contingency fund. Also authorized was
$158,000 for contract administration and construction inspeetion fees; $105,000 for project
development costs; and the City Manager was authorized to approve additional increases in
either the construction management or construction contingency amounts up to a total of
$50,000, for a total authorized amount of $1,120,032. Project development costs include
engineering, environmental, and consultant services.

The project included additional scope of work that included:
• During construction, there were additional inspections and structural calculations required by
the Building Department. On April 12, 2024, the City Engineer authorized a transfer of
contingency funds in the amount of $20,000 to the contract administration and inspection
fund for a total authorized amount of$178,000;
• On July 30, 2024, the City Manager approved an increase to contract administration and
inspection of $50,000 to cover cost for City furnished materials, permits and project
engineering costs for a total authorized amount of$228,000;
• On September 3, 2024, the City Engineer authorized a transfer of contingency funds and
contract administration and inspection funds in the amount of $29,504.41 to project
development funds to cover the additional costs for City furnished materials, permits and
project engineering.
• During construction, there were six change orders in the amount of $44,672.02, leaving a
balance of$10,327.98 in the contingency fund.
The final project cost was $1,109,081.'71.

The project involved upgrades of the City's wastewater lift station, which is located in its
Transfer Station at 2355 Abernathy Lane, and replacement of its force main. The force main
replacement involved installing approximately 1,200 linear feet of new 6-inch force main piping
in Abernathy Lane and abandoning the existing 4-inch force main in place. In general, upgrades
to the lift station included replacement of the packaged lift station, a new flow meter vault,
rehabilitation of the existing wet well, eomplete replacement of the electrical and controls, and
installation of a City furnished natural gas standby generator. Other improvements included
replacement of the lift station shade structure, modifications and rehabilitation to existing
manholes, cast-in-place concrete pads, and a new water service to the lift station for wash down.

Environmental Review
This action, project acceptance, is not a project as defined by the California Environmental
Quality Act (CEQA). On January 24, 2022, Council determined that the Abernathy Lift Station
and Force Main Project is categorically exempt from environmental review under CEQA,
pursuant to Section 15301(c) - Existing Facilities and Section 15302(c) - Replacement or
Reconstruction.No further action is required.

Recommendation
Authorize the following actions relative to Bid Schedule No. 5255 (Job No. 2658) Abernathy
Lift Station and Force Main Project:
(1) Award to Cox and Cox Construction, Inc., in the amount of$732,032;
(2) Approve an additional $158,000 to cover the cost of administration and inspection fees
and $105,000 for project development costs;
(3) Approve $75,000 to provide construction contingency funding;
(4) Authorize the City Manager to approve additional increases in either the construction
management or construction contingency amounts up to a total of$50,000; and
(5) Find that the project is categorically exempt from review under the California
Environmental Quality Act Guidelines Section 15301(c) - Existing Facilities and Section
15302 (c) - Replacement or Reconstruction.
Fiscal Impact
The Abernathy Lift Station and Force Main Project is being funded by the Solid Waste Utility
and sufficient funds are budgeted for the work.

construction management, and construction contingency funds may be necessary to balance the
project within the approved b�udget.

Alternative Action
The City Council may choose to not award the bid for the Abernathy Lift Station and Force Main
Project and provide staff with alternative direction. Without this project, there is greater potential
for increased maintenance costs, a decrease in reliability, and an increased risk of sanitary sewer
overflows for City of Redding (City) customers.
Background/Analysis
Attached is a tabulation of bids received and opened on January 13, 2022, for the Abernathy Lift
Station and Force Main Project. The low bid in the amount of$732,032 was received from Cox
and Cox Construction, Inc., of Redding, California. The engineer's estimate was $782,826. Tota1
project development costs for this project are estimated to be $105,000. Project development
costs include engineering, surveying, right-of-way, environmental, and consultant services.

Staff has determined that the project qualifies as Categorically Exempt from environmental
review under the California Environmental Quality Act Guidelines Section 15301(c) - Existing
Facilities and Section 15302(c) - Replacelnent or Reconstruction. The project wi11 result in.
negligible or no expansion of use and the project wi11 be located on the same site with
substantially the same purpose. The project area has been reviewed and does not have significant
values for wildlife habitat or other environmental resources. The project has no potential to have
a significant effect on the environment.
