SUBJECT: 4.11(d)--Sole-source traffic signal equipment including Cubic traffic signal
controllers, Tesco ower edestals and Cam bell Com an ush buttons.
Recommendation
Authorize and approve the following for the Publie Works Department, Streets Division's sole-
source acquisition of all City of Redding 2070 traffic signal controllers from Cubic; all power
pedes�als from Tesco Controls, Inc.; and all aecessible pedestrian signal push buttons from
PedSafety/Campbell:
(1) Make a finding that designates the identified products are necessary to match other
products in use; and
(2) Approve the sole-source acquisition of the identified products.
Fiscal Impact
Necessary funds wi11 be identified through the budget process and approved by City Council.
Alternative Action
The City Council (Council) could choose not to make a finding to sole source the traffic control
equipment. The City of Redding (City) would continue the current practice of using a variety of
brands for this equipment, requiring additional inventory and training for each brand. This would
make operations and maintenance of traffic signals more costly and time consuming.
�3ackground/flnalysis
The City owns and operates 82 traffic signals within the City, as tivell as manages five signals for
Shasta County, two for the City of Anderson and one for Shasta Lake City under maintenance
agreements. Caltrans manages traffic signals on the state highway system for the City and few
others that are intertied with the state system. This uniformity of traffic signal equipment enables
both jurisdictions to save money by sharing the maintenance responsibilities, and also saves time
by allowing the limited staff to train on similar equipment.

The City is looking to modernize the traffic controllers and power pedestals on the older traffic
signals that require updates. The City of Redding has 29 traffic signals in operation utilizing the
outdated Model 170 Controller and this 1970's version controller does not a11ow for modern
operations such as transit and emergency service vehicle preemption. Updating the existing
con�rollers to the Cubic Model 2070 Controller will ensure that these signals have the
capabilities needed to best serve the traveling public and improve reliability.
The Tesco power pedestal is utilized universally in the region for traffic signals, and this
consistency has allowed the ease of sharing resources, and allowed maintenance staff to cross
jurisdictional boundaries and utilize similar equipment. The Tesco power pedestal is required
eguipment for both upgrades and replacements of traffic signals and is widely installed at the
various existing signal ]ocations. In traffic accidents, the power pedestal is sometimes destroyed
and a replacement needs to be ready in short order, which is why it is critical to have compatible
spare equipment on hand. This consistency ensures that the traffic signals stay operational in a
timely manner.
In addition, staff is in need to purchase replacement and new accessible pedestrian signal push
buttons far traffic signals. The Campbell Company push or wave button called the "Guardian
Wave" works with the existing traffic signal controllers and equipment that is already in
operation around the City. The City currently utilizes the Campbell Company push button for
many of the existing signals. The existing and new equipment utilize the "PedConnex" software
which is used to operate and maintain the signal push buttons. This purchase would allow staff to
purchase the compatible upgraded push or wave buttons to replace broken, damaged or new push
buttons and utilize the same programming software.
For each of these pieces of traffic signal equipment, having limited manufacturers to replace
equipment will keep replacement costs lower. In comparison to other manufacturers, each of
these have proven to be reliable, the distributors are responsive, and the equipment is readily
available.
In aecordance with Public Contract Code Section 3400.C,2, the Council may make a finding for
a material, product, or service by specific brand or trade name in order to match other products in
use for public improvements.
