Fiscal Impact The Redding Library Generator Addition Project (Project) is completely funded by a $1,626,790 Building Forward Grant from the California State Library and no additional funding is required. The project budget amount shown in the table below, $'700,000, is within the overall amount of the grant awarded to the City. If the project does not move forward, the Redding Library will not receive a generator allowing it to be used as an emergency shelter if the power goes out for an extended period. In addition, the City of Redding may not receive reimbursement for money spent and not yet invoiced, and the remaining grant funds may be forfeited. Ba ckgro u n d/f1 n alysis Attached is a tabulation of bids opened on Ju1y 11, 2024. The low bid in the amount of$449,992 was received from SnL Crroup Inc. of Redding, California. The engineer's estimate was $287,541. Total project development costs for this project are estimated to be $37,000. Project development costs include engineering, surveying, right-of-way, environmental, and consultant services. The Project includes the installation of a new standby generator as well as the associated infrastructure. The existing service conductors are being intercepted with a new electrical service that will be installed at the location of the generator along with an automatic transfer switch. Tn addition, the area around the generator and electrical equipment wi11 be enclosed within a concrete block walled area. Envi�^onmental Review Staff has determined that the project is categorically exempt from environmental review under the California Environmental Quality Act Guidelines, pursuant to Section 15301. Class 1 exemptions include the operation, repair, maintenance, or minor alteration of existing facilities, structures, or equipment involving negligible or no expansion of use. The project is a minor alteration of the existing library to provide eontinuous service during a power outage, which result in a negligible expansion of use. The project area is within the existing library property and environmental resources are not present. The project has no potential to have a significant effect on the environment.
