SUBJECT: 9A--Consider report and provide direction regarding a City Council Member
vacanc .
Recommendation
Accept report and provide direction regarding the appointment of a replacement to fulfill the City
Council (Council) vacancy created by the departure of Council 1Vlember Dacquisto to serve until
the results of the general election to be held on November 5, 2024 are certified. The Council has
the following options:
(1) Determine that no appointment will be made and the Council will conduct its business
with four Council Members until a newly elected Council Member assumes the vacant
seat;
(2) Determine that an interim appointment will be made and select and approve that
appointee; or
(3} Determine that an interim appointment wi11 be made and provide direction to staff on
how the appointment process will be accomplished.
Fiscal Impact
There is no fiscal impact associated with this item.

Background/Analysis
Council Member Michael Dacquisto resigned from his position as a Council Member effective
J�une 25, 2024 creating a vacancy on the CounciL This vacancy has occurred in the first half of
his term and is more than 130 days prior to the next general election. As such, the last two years
of the term will be served by a candidate selected at the general election. In the interim, the
Council has the option of appointing an individual to serve as a Council Member until the

election and seating of the new elected Council Member which would occur in December of
2024.
When determining how to fi11 a Council vacancy two factors must be considered. This first is
whether the council member is leaving office in the first or second half of their term. When
council members leave office in the second half of their term, the appointed replacement serves
the remainder of the unexpired term - Gov. Code § 36512(b)(2)(B). On the other hand, when a
council member retires in the first half of their term, it is necessary to look at a second factor -
whether the vacancy occurs at least 130 day prior to the next general municipal election. If the
vacancy exists at least 130 days prior to the next general municipal election, then an
appointment, if made, is only temporary. In that case, the appointee serves until the person
elected at the general election takes office. Tf the vacancy exists less than 130 days before the
next general municipal election, then the appointee serves the remainder of the unexpired term.

Dear City Council Members,
I would like to express my wholehearted support for Josh Johnson for City Council. I have
known Josh in multiple capacities, and I consider him to be an exceptionally honest,
trustworthy, capable, and fair person. He has a rare capacity for excellence and growth while
also constantly looking out for the betterment of others and of our great city. in every
interaction I've shared with him, he's constantly looking for how everyone can come out a
winner. He's always finding solutions that benefit everybody involved.
Ne has expressed on multiple occasions some of his wonderful plans for Redding. Ne wants ta
see continued growth while keeping what we all love about our town at the heart of the
growth. He also has a great deal of relevant experience that I strongly believe will serve us all
very well.
I hope that, for these and many other reasons, Josh gets elected ta make Redding even
greater! Thank you very much for your public service and for your consideration of Josh
Johnson as a fellow city council member.

Hello Jack, Mark,Julie &Tenessa,
I am writing to share my opinion on the decision you all will be making tonignt. I have a family
commitment this evening otherwise I'd be sharing this in person. I know some of you well, and
otners in name and reputation. I appreciate the service and time commitment you all make for the
good of our community.Thank you.
I am a local businessman and currently run The Adventure Challenge. I moved to Redding in 2003
and quickly adopted our City as my hometown. 1've had the great privilege of bringing a half dozen
businesses to town and to have hired 500+of our citizens. I have met amazing leaders in town who
are on a similar mission to improve our city, tackle hard issues, and better our community today and
for the future. These leaders are the foundation of our community.Joshua is one of these leaders
and I have had a front row seat of his impact.
I've been a board member of his previous company. Ive coached little league with him the last 5
seasons. We've sat on several committees together. He has been my contractor in the 1.6M
renovation project of the previous Oregon street antique mall and new Adventure Challenge HQ. I've
sat with him during the planning phase of what is now Shiloh park, and saw him overcome
challenges again and again. I've witnessed him develop key relationships throughout our city to
make positive change happen and overcome issues that were previously thought not to be possible.
I've seen him take on hardships and difficult issues head on. I've seen him handle bad calis, hard
business decisions, legal disputes, high level negotiations all with a clear head, high integrity, and
sound judgment. All this while working to build relational bridges, foster a closer community, and
greatly improve our town...and still have time for his family(and volleyball).
Having spent the better part of the last decade on boards, committees,job sites, ballfields, and large
negotiations with Joshua...l can say wnoleheartedly that he is the real deal &wno we need on the
Council.
