Fiscal Impact There is no fiscal impact on the General Fund. Alternatzve Action The City Council (Council) could choose not to adopf the Resolution proclaiming July 2024 as Parks and Recreation 1Vlonth or the Council could provide staff with alternate direction. Backg�ound Since 1985, Americans have celebrated Parks and Recreation Month in July to promote the importance of parks and recreation in health and we11-being, conservation and social equity, and to recognize the thousands of parks and recreation employees and volunteers who maintain our nation's parks. With creative and relevant recreation programming, group activities, and natural play spaces, people of all ages and abilities can gather in these spaces to experience a sense of community. The City of Redding (City) prioritizes parks and recreation as an important community service. The City's parks system includes 56 developed parks and facilities encompassing over 597 developed acres. This system includes nearly 180 acres of natural area parks, 39-plus miles of City-owned trails, and 16 special-purpose facilities. Among these special-purpose facilities are the Redding Civic Auditorium, which hosts cultural and performing arts programs, conferences, and conventions, the Benton Dog Park, boat ramp facilities that provide access to fishing and water activities, and close to 1,000 acres of natural open space. Report to Redding City Council June 10,2024 Re: 4.6(b)--Resolution to Declare July as Parks and Recreation Month Page 2 Parks are the center of many experiences and memories — moments that parks and recreation professionals and volunteers bring to 1ife. In 2023, Redding Recreation provided services to 15,783 registrants in approximately 783 program sessions, with volunteers contributing over 5,700 hours as coaches, event assistants, maintenance workers, and helpers as needed. The Redding Aquatic Center served the community during the 2023 summer season by offering classes and open swimming sessions to approximately 40,000 guests. In addition, the Recreation Division provided 318 scholarships for youth to participate in recreational programming throughout the year. This year's Parks and Recreation Month theme, "Where You Belong," perfectly celebrates the many ways parks and recreation professionals across the country foster a sense of belonging in their community by providing welcoming and inclusive programs, essential services for all ages and abilities, and safe, accessible spaces to build meaningful connections. The community is encouraged to follow the City of Redding and Redding Recreation on social media to ]earn how parks foster a sense of belonging to the community, as well as share their own parks and recreation stories by using#WhereYouBelong, #WherelBelong and#ParkAndRecNlonth24. Along with the N�ational Recreation and Parks Association, the City invites community members to explore everything the local parks and recreation offers this July and throughout the year. Environmental Review This is not a project defined under the California Environmental Quality Act, and no further action is required. Attachments ^Resolution RESOLUTION NO. 2024- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING DECLARING JULY 2024 AS PARKS AND RECREATION 1VIONT�-I WHEREAS,parks and recreation programs are an integral part of communities throughout this country, including in the City of Redding; and WHEREAS,parks and recreation are vitally important to establishing and maintaining the guality of life in communities, ensuring the health of all citizens, and contributing to the economic and environmental well-being of a community and region; and WHEREAS, parks and recreation programs build healthy, active communities that aid in the prevention of chronic disease,provide therapeutic recreation services for those who are mentally or physically disabled, and also improve the mental and emotional health of all citizens; and WHEREAS,parks and recreation programs increase a cominunity's economic prosperity through increased property values, expansion of the local tax base, increased tourism, the attraction and retention of businesses, and crime reduction; and WHEREAS, parks and recreation areas are fundamental to the environmental well-being of the community; and WHEREAS, parks and natural recreation areas improve water quality, protect groundwater, prevent flooding, improve the quality of the air residents breathe, provide vegetative buffers to development, and prod�uce habitat for wildlife; and WHEREAS, parks and natural recreation areas ensure the ecological beauty of the community and provide a place for children and adults to connect with nature and recreate outdoors; and WHEREAS, the U.S. House of Representatives has designated July as Parks and Recreation Month; and WHEREAS,the City of Redding recognizes the benefits derived from parks and recreation resources; NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Redding hereby proclaims July 2024 as Parks and Recreation Month in the City of Redding.
