Recommendation
Authorize the following relative to Bid Schedule No. 5449, Furnish Aluminum Conductor:
(1) Authorize the City Manager, or designee, to approve future pricing adjustments, terms,
and policy changes, as needed, up to a total of five percent of the awarded amount for
deviations not previously approved by the City Council; and
(2) Authorize the Purchasing Officer to amend the Purchase Order per the bid specifications.
Fiscal Impact
Redding Electric Utility's (REU) General System Improvemen�s Fiscal Year 2023-2025 Biennial
Budget has sufficient funding to cover the purchase of all aluminum conductors. These costs
include the annual recurring expenditures for installing infrastructure to maintain reliable electric
service.
Alternative Action
The City Council (Council) could choose not to authorize the proposed action and provide
alternative direction to staff.
�3ackgroundlflnalysis
On Apri12, 2024, the Council approved the award of Bid Schedule Na 5449 to American Wire
Group, LLC, totaling $206,054.06. The bid specifications stipulated a tolerance of plus or minus
5 percent for nominal conductor lengths supplied on reels, Upon review of the April 2, 2024,
staff report, authorization to adjust the purchase order value based on this variation was
inadvertently not included in the recommendation. The previous Council approval solely
factored in fluctuations in the American Metal Market for cost adjustments. Granting
authorization to accept these pricing adjustments will enable staff to respond to justifiable
pricing fluctuations, including variations in delivered wire lengths based on reel sizing, while
maintaining alignment with the City's purchasing policies.

The prices quoted herein are firm, and are not subject to change. The City reserves the right to
reject any or all bids and to waive minor irregularities.
It is understood that this bid shall remain open and shall not be withdrawn for a period of ninety
(90) days from the date prescribed for the opening of the bid.

Electrical conductor shall be shipped on 66"x 32", Class 2,heavy-duty steel fluted ret�urnable reels,
meeting the latest edition of NEMA WC 26, Table 2-3. The Al�uminum Cond�uctor shall be evenly
distributed amongst the 10 reels and continuously per reel.
It is further agreed the materials and services to be furnished under this bid will be delivered,
with all freight charges borne by supplier, f.o.b., Redding, California, at City of Redding Electric
Utility Building 2, 20055 Viking Way, Redding, CA 96003 within weeks after
issuance of Purchase Order.
The bidder hereby acknowledges that Addenda Nos. , , , to this bid have been

l. SCOPE
l.l This specification applies to bare concentric-lay-stranded all aluminum
conductor (DAHLIA/AAC, 556.5 kcmil 19 strand class AA conductor) for
use as an electrical conductor in overhead transmission and distribution
systems.
2. GENERAL SPECIFICATION
2.1 Guarantee:
The bidder warrants that the material furnished under this specification is
free from defects in material and workmanship.
2.2 72,500 feet of DAI�LIA/AAC 556.5 kcmil 19 strand conductor.
2.3 Price adjustment and payment:
Bid prices submitted are subject to an adjustment for aluminum as outlined
below. Bids based on other indices for aluminum will not be accepted.
Aluminum adjustment
The base price of aluminum shall be $1.10/lb. The selling price will be
adjusted upward or downward for any increase or decrease in the price of
aluminum as published in the "Platt's Metals Week, Weekly Average
Report, MW US Market Index" for the week preceding the date of cable
shipment. In the event the "Platt's Metals Week" lists two prices, the City
will use the average of the two prices. The adjustment shall be the difference
between the base price of aluminum and the weekly average, as defined
above, times the actual pounds of aluminum in the cable.
The City will not make any payment on partial deliveries or prior to receipt
of price adjustment calculations including appropriate page of "Platt's
Metals Week" to substantiate the price to be used for aluminum. Invoices
shall show adjustment calculations for aluminum. When the City approves
an invoice for payment, there shall be no further price adjustment, even
when the indices used for the price adjustment are preliminary and updated
or modified in the future.
NOTE: Price adjustments other than the above will not be accepted.
3. APPLICABLE STANDARDS
3.1 AAC conductor should meet a11 applicable ASTM standards (i.e. B230,
B231and B856).

4. DETAILED REQUIEMENTS
4.1 Aluminum Strands:
4.1.1 AAC conductor is a concentric lay stranded conductor consisting
of Aluminum Alloy 1350-H19 Wires.
4.1.2 The aluminum shall have a minimum conductivity of 63% IACS
after stranding.
4.1.3 Joints—No weld in the alun�inum wire shall occur within 50 ft of a
weld in the same wire or in any other wire of the completed
conductor.
4.2 Conductor:
4.2.1 The all-aluminum conductor, AAC, shall conform to all applicable
ASTM standards.
4.2.2 Lay — The direction of lay of the outside layer of aluminum wire
shall be right-hand. The direction of lay of the aluminum wires
shall be reversed in successive layers. Lay lengths shall conform
to Lay Factors of ASTM B856 for round wire "Concentric-Lay
Stranded"AAC.
4.2.3 Rated S�rength of the Conductor — The rated strength of the
conductar shall be calculated in accordance with ASTM Standard.
4.2.4 The conductor shall be manufactured to assure that the aluminum
strands lay tightly against/around the surrounding aluminum
layers. The finished stranded cond�uctor should exhibit a smooth,
tight, and uniform stranding. The surface of the conductor shall be
free of points, sharp edges, abrasions, or other depart�ures from
smoothness or uniformity of surface contour that would tend to
increase radio interference and corona loss. The conductor shall be
free of inetal particles, dirt, and excessive amounts of die grease.
4.2.5 The make-up and lay of conductor strands shall be such as to
produce a conductor essentially free from a tendency to untwist or
spring apart during tension stringing operations.
5. INSPECTION, TEST,AND DOCUMENTATION
5.1 The Supplier or his sub-supplier prior to shipment shall make inspections
and tests required by this specification.

5.2 The timing, sample sizes, and frequency of inspections and tests shall be in
accordance with industry standards unless otherwise specified.
53 Two sets of certified inspection and test reports containing the data needed
to show conformance and other required documentation shall be forwarded

5.4 Suppliers certified documents and reports shall include, as a minimum:
5.4.1 Strand diameter and tolerances.
5.4.2 Strand rated breaking strength.
5.4.3 Strand elongation.
5.4.4 St�and conductivity.
5.4.5 For each layer, the values and tolerances of:
5.4.5.1 Diameter over layer in inches.
5.4.5.2 Length of lay in inches.
5.4.53 Lay in terms of Diameter.
5.4.5.4 Direction of lay.
5.4.6 Stress-strain data and curves must be accompanied by a stress-
strain test report reflecting performance of conductar made per
current manufacturing methods. Stress-strain testing will be
performed per the Aluminum Association method unless otherwise
specified.
6. PACKAGING, MARKING AND SHIPPING
6.1.1 Cable reels shall be properly protected and designed to withstand
rough treatment during shipping. For domestic shipment under
normal conditions and proper handling, City of Redding will
accept a durable reel covering equal to or better than a level 3
physical protector as defined in NEMA Standards Publication No.
WC 26, Binational Wire and Cable Packa�ing Standard. Reels
shipped from overseas shall have a NEMA level4 extra-heavy-
duty physical protector (wood lagging) installed at the
manufacturing location. The City of Redding will remove the

wood lagging and the vendor shall deduct $250.00 for each reel on
the final invoice to cover Redding Electric Utility's cost to remove
the wood lagging.
Cable reels shall be delivered on a flatbed trailer with the reel in a
vertical position suitable for unloading from the side of the trailer
with a forklift. Cable shipped otherwise, will not be accepted.
Cable reels shall not be delivered enclosed in any type of
crating or container. Any reels delivered within additional
crating or containers will not be accepted.
6.1.2 Electrical conductor shall be shipped on 66" x 32", Class 2, heavy
duty steel fluted returnable reels, meeting the latest edition of
NEMA WC 26, Table 2-3.
6.1.3 Reels shall be supplied with nominal conductor lengths within a
plus or minus tolerance of 5%.
6.2 Each reel shall be marked clearly in weatherproof marking ink with the
following information:
6.2.1 Shipping address and purchase order number.
6.2.2 Supplier's name.
6.2.3 Size, measured length in feet, and description of conductor.
6.2.4 Net, gross, and tare weights in pounds.
6.3 Each reel of conductor shall be protected against physical damage such as
nicks, scars, or abrasions during handling and movement.
6.3.1 The conductor shall be tightly and uniformly spooled on the reel.
with no paper or protection between the individual layers of the
conductors.
6.3.2 Conductor shall be layer-wound on reel to prevent excessive
conductar movement.
6.3.3 Conductor ends shall be suitably secured to the reel flange.
6.3.4 The ends of each length of conductor shall be sealed to prevent

steel supported (HAWK/ACSS 477 kcmil 26/7 conductor) for use as an
electrical conductor in overhead transmission and distribution systems and
shall be capable of operating continuously at temperatures up to 250°C.
2. GENERAL SPECIFICATION
2.1 Guarantee:
The bidder warrants that the material furnished under this specification is
free from defects in material and workmanship.
2.2 72,500 feet of FIAWK/ACSS 477 kcmil 26/7 conductor.
2.3 Price adjustment and payment:
Bid prices submitted are subject to an adjustment for aluminum as outlined
below. Bids based on other indices for aluminum will not be accepted.

3. APPLICABLE STANDARDS
3.1 ACSS conductor should meet all the following applicable ASTM standards
(i.e. B117, B193, B233, B354, B500, B502, B609, B802, B803, B856, and
B958).
4. DETAILED REQUIEMENTS
4.1 Steel Core:
4.1.1 The stranded steel core shall meet the requirements of all
applicable ASTM standards. Steel core shall be either Aluminum
Clad steel core, or zinc-5% aluminum mischmetal alloy-coated
steel [ASTM B802 regular strength steel (MA2)].
4.1.2 The steel core wire shall be suitable for continuous operating
temperatures up to 250°C.
4.1.3 There shall be no joints in the steel core.
4.2 Aluminum Strands:
4.2.1 The Aluminum wires shall conform to the requirements of all
applicable ASTM standards. The aluminum shall have a minimum
conductivity of 63%IACS after stranding.

4.3 Conductor:
4.3.1 The composite aluminum conductor, steel supported, ACSS, shall
conform to all applicable ASTM standards.

GENERAL CONDITIONS
1. DEFINITIONS:
In these specifications the word "City," means the City of Redding, California.
The term "Bidder" or"Vendor", means the person, firm, or corporation submitting a bid on these
speci�cations or on any part thereof.
The term "Contractor," means the person, firm, or corporation with whom the Contract is made
by said City, or the agent or legal representative who may be appointed to represent such party,
firm, or corporation in the execution of this Contract.
The term 'Bngineer," means the City Engineer of the City of Redding, acting either directly or
through his personally appointed agents, such agents acting severally within the scope of the
speci�c duties entrusted to them.
2. PROPOSALS:
Bids, to receive consideration, shall be made in accordance with the following instructions:
(a) Bids sha11 be made as indicated on the forms contained in the documents attached
hereto and entitled 'BID,"properly executed in �J�1� ��� �'`, with all blank spaces
filled in. The signatures of all persons signing the bid shall be in longhand. The
original completed Bid Form shall be without alterations or erasures. Additional
information may be submitted by the bidder on a separate sheet.
(b) Before submitting a bid, bidders should read the Specifications carefully and
should inform themselves completely as to all existing conditions and limitations.
The bid shall include the cost of all items necessary to complete the Contract.
(c) Each proposal, along with the required number of copies of proposal, shall be
enclosed in a sealed envelope addressed to the City Clerk of the City of Redding,
City Ha11, Redding, California 96001. The outside of the envelope shall be
plainly marked with Bidder's name and address and the Bid Schedule Number.
(d) All bids received after the scheduled closing time for receipt of bids sha11 NOT be
accepted or considered and shall be returned to the bidder unopened.
3. WITHDRAWAL OF BID:
Any bidder may withdraw his bid, either personally or by written request, at any time prior to the
scheduled closing time for receipt of bids. Written request shall be address to the City Clerk.

4. INTERPRETATION:
If a prospective bidder is in doubt as to the true meaning of any part of the "Notice Inviting
Bids," "General Conditions," or the "Specifications," or finds discrepancies in or omissions in the
same, he may submit to the City a written request for an interpretation or a correction thereof.
Any interpretations or corrections of the proposed documents will be made only by addendum
mailed or delivered to each person receiving a set of such documents. Such addendum shall be
considered as part of the Contract.
5. AWARD OF CONTRACT OR REJECTION OF BIDS:
The Contract will be awarded within sixty (60) calendar days after the opening of bids. The
City, however, reserves the right: (1) to award bids received on the basis of individual items, or
groups of items, or on the entire list of items unless this right is denied by the Bidder in its bid;
(2) to reject any or all bids, or any part thereof; (3) to waive any informality in bids; and (4) to
accept the bid that is in the best interest of the City. The City's decision shall be final.
(a) The award of the contract, if it is awarded, will be to the lowest responsible bidder
whose proposal complies with all the requirements prescribed. If the lowest
responsible bidder refuses or fails to execute the contract, the City may award the
contract to the second lowest responsible bidder. If the second lowest responsible
bidder refuses or fails to execute the contract, the City may award the contract to
the third lowest responsible bidder. If ativard can not be made within 60 calendar
days from the opening of bids an extension period may be granted to keep the Bid
open, upon written agreement between the City and concerned bidder.
(b) Execution of Contract
Upon the City's approval of all submittals, the contract (purchase order) shall be
executed by the City. At the City's sole discretion, a requirement for the bidder to
countersign the purchase order may be required, and be returned to the City
within 10 business days.
6. ASSIGNMENT OF CONTRACT:
No assignment by the Contractor of any contract to be entered into hereunder or any part thereof,
or of funds to be received thereunder by the Contractor, will be recognized by the City unless
such assignment has had the prior approval of the said City.
7. QUALIFICATIONS OF BIDDER:
On1y manufacturers or contractors of established reputations, or their duly authorized dealers or
agent, having proper facilities for the manufacture of the materials or equipment and for
servicing same, or for proper execution of the work called for in the Specifications, wi11 be
considered in making the award.
The bidder sha11 furnish proof that he has in operation material similar in size and operating
characteristics to the material he proposes to furnish herein.

8. ERRORS AND OMISSIONS:
The Contractor will not be allowed to take advantage of any error or omission in the
Specifications or in the "Contractor's Specifications." Full instructions will always be given
when such error or omission is discovered and brought to the City's attention in writing.
9. DELIVERIES, DESTINATIONS, EXTENSION OF TIIVIE:
The successful bidder shall deliver the items called for in his bid free from any and all claims,
debts, or demands whatsoever. Delivery is F.O.B. Redding, California, with all freight charges
borne by the successful bidder.
Deliveries shall be made as set forth in Detail Specifications. Delivery is defined as complete
delivery in good order at place designated in Detail Specifications or Purchase Order.
Applications for extension of time beyond guaranteed completion time shall be made in writing
to the Purchasing Offieer not less than seven (7) calendar days from the beginning of any
condition which will cause delay. Contractor must supply Purchase Order number in said
correspondence. Allowances will be made for delay of delivery due to strikes, fires, floods, or
other causes clearly beyond the control of the Contractor.
10. PAYMENT TERMS:
Payment Terms are N�et 30 unless otherwise agreed to by both parties. Cash discounts offered
for payment in less than twenty (20) calendar days will not be considered as a basis of award.
All cash discounts shall be taken and computed from the date of delivery or completion and
acceptance of the material and service, or from the date of invoice, whichever is latest.
Each payment obligation of the City is conditioned upon the availability of State or local
government funds which are apportioned or allocated for the payment of such obligation. If the
funds are not allocated and available for the continuance of the function performed by the
Supplier, the product or service directly or indirectly involved with the performance of that
function may be terminated by the City at the end of the period for which funds are available.
11. PUBLIC INFORMATION
All submitted bids and information included therein or attached thereto sha11 become public
record upon their delivery to the City. Bids may be reviewed by outside interested parties after
a11 bids received for a particular project have been reviewed and the intended awardee has been
selected.
By submission of a bid, Vendor understands and agrees that the City of Redding is subject to the
California Public Records Act (Cal. Gov. Code section 62500 et seq.), and that all or part of the
bid submitted by Vendor may be subject to disclosure therein regardless of whether the proposal
or part thereof is marked as proprietary. The City reserves sole discretion to determine whether
disclosure is necessary under State law, and Vendor hereby releases City from all liability
relating to such disclosure. City shall have no obligation to litigate the issue of disclosure under
the Act on behalf of Consultant.

12. PATENT RIGHTS:
The equipment to be furnished hereunder shall not, either in construction, manufacture, use, sale
or other particular, infringe any letters patent heretofore granted, and the Contractor shall defend
and pay the entire cost of defending any claim or suit whenever or wherever made or brought
against the City based upon an infringement or alleged infringement of such letters patent, and
shall indemnify and save harmless the said City from and against any and all liability, damage,
loss or injury adjudged or sustained in any such claiin or suit, or adjudged or sustained by reason
of the equipment to be furnished hereunder constituting any infringement of any letters patent, or
adjudged or sustained by reason of inability of said City to use equipment because of any
infringement or alleged infringement of any letter patent.
13. 1VIATERIALS,WORKMANSHIP,AND DESIGN:
All work must be done and completed in a thorough, workmanlike manner by mechanics skilled
in their various trades, notwithstanding any omission from the Specifications. The Contractor
shall be held to guarantee all material, apparatus, and equipment to fulfill all requirements and
special guarantees set forth in the Specifications.
The fact that materials or equipment shall have been successfully tested and passed by the
Engineer shall not relieve the Contractor of responsibility in case of later development of flaws
or defects.
14. COMPLIANCE WITH SPECIF'ICATIONS OF MATERIALS:
Whenever in the Specifications any material or process is indicated, or specified by patent or
proprietary name or by name of manufacturer, such specifications shall be deemed to be used for
the purpose of facilitating description of the material or process desired and sha11 be deemed to
be followed by the words 'br equivalent", and the Contractor may offer any material or process
which sha11 be equal in every respect to that so indicated or specified; provided, however, that if
the material, process, or article offered by the Contractor is not equal in every respect to that
specified; then the Contractor must furnish the material, process or article specified, or one that
is the equal thereof in every respect.
15. STATE TAXES:
The prices bid sha11 include any tax heretofore imposed by the State, which is applicable to the
material to be furnished. If any sales tax, processing tax, adjustment charge, or other taxes or
charges are imposed or changed by the State after the date set for opening bids, and made
applicable directly upon the production, manufacture or sale of the supplies to be furnished and
are paid by the Contractor on the articles or supplies furnished, then the prices stated in the
schedules will be increased or decreased accordingly, and amounts due the Contractor as the
result of such change will be charged to the City and added on vouchers (or invoices) as separate
items.
When, and if, the California Use Tax is required to be quoted as a separate item as indicated in
the bid, the prices thus quoted by a bidder authorized or required to collect the Use Tax shall
show as a separate item. The prices quoted by a bidder who is NOT authorized nor required to
collect the California U�se Tax shall not include tax, but bidder shall state that he is not
authorized or required to collect the California Use Tax.

16. PREPARATION FOR SHIPMENT:
The Contractor sha11 prepare a11 articles and materials for shipment in such a manner as to protect
them from damage in transit, and shall be responsible for and repair all damaged parts or replace
a11 losses incurred in transit to the designated delivery point. When necessary, heavy parts sha11
be mounted on skids or crated, and all articles or materials that might otherwise be lost shall be
boxed or wired in bundles. All articles sha11 be plainly marked for identifications and
destination.
1'7. FAILURE TO MEET REQUIREMENTS OF SPECIFICATIONS AND
GUARANTEES:
Should the test of any material, apparatus, or equipment show that it does not meet the
guarantees and reguirements of the Specifications, the Contractor shall at once proceed to furnish
the new parts as may be necessary to bring it up to requirements. All expenses of furnishing new
parts, or alteration to existing parts, and of tests made necessary by such failure to meet the
guarantees and other requirements of the Specifications shall be borne by the Contractor.
The City reserves the right to continue the use or operation of defective material or equipment
until satisfactory replacements or repairs have been made, provided that the period of such use
pending such corrections shall not exceed one year from date of delivery at designated place in
Detail Specifications without the written consent of the Contractor.
18. NON-DISCRIMINATION PROVISION:
Except as provided in §12940 et seq. of the California Government Code, contractor shall not
discriminate against any person because of his/her race, religious creed, color, national origin,
ancestry, physical disability, mental disability, medical condition, marital status, sexual
orientation, or sex nor refuse to hire or employ the person or to refuse to select the person for a
training program leading to employment, or to bar or to discharge the person from employment,
or from a training program leading to employment, or to discriminate against the person in
compensation or in terms, conditions or privileges of employment. The contractor shall insert in
a11 subcontracts for any work covered by this contract this non-discrimination provision.
19. LOCAL PREFERENCE:
For the purchase of taxable goods, the City provides a five percent (S%) preference wherein the
lowest local bidder which submits a bid within five percent(5%) of the lowest bid has the ability
to match the lowest bid, if such bid is submitted from a non-Redding bidder. To qualify for the
preference, the local bidder must have a valid business license from the City of Redding, and
have a place of business with a physical address located within the jurisdictional limits of the
City of Redding.
20. TERMINATION OF CONTRACT:
The City may, by giving ten (10) calendar days written notice to the Contractor, terminate this
contract prior to the designated completion date FOR DUE CAUSE. Due cause for termination
shall be, but not limited to, the best interests of the City, failure of the product to meet
specifications, and/or for reasons of unsatisfactory service. The City may, upon giving thirty

(30) calendar days written notice to Contractor, terminate the contract with or without cause.
Upon termination or other expiration of the contract, each party will assist the other party in
orderly termination of the contract and the transfer of all assets, tangible and intangible, as may
facilitate the orderly, non-disrupted business continuation of each party.
2L HOLD HARMLESS:
Vendor hereby agrees to protect, defend, indemnify and hold harmless, City, its offieers, elected
or appointed officials, employees, agents and volunteers from and against any and all claims,
damages, losses, expenses, judgments, demands, penalties, fines, defense costs, and
consequential damage and liability of any kind of nature, however caused, arising directly or
indirectly out of the obligations or operations herein undertaken by Vendor, caused in whole or
in part by any act or omission of the Vendor, any subcontractors, any directly or indirectly
employed by any of them or anyone for whose acts any of them may be liable, including but not
limited to concurrent active or passive negligence, except where caused by the active negligence,
sole negligence or willful miseonduct of the City. Vendor will conduct a11 defense at its sole cost
and expense and City shall have right to approve or disapprove Vendor's legal counsel. City
shall be reimbursed for all costs and attorney's fees incurred by City in enforcing this obligation.
This indemnity shall apply to all claims and liability regardless of whether any insurance policies
are applicable. The poliey limits do not act as a limitation upon the amount of indemnification to
be provided by Vendor.
22. DEVIATIONS:
If there are any deviations from the specifications set forth herein, the bidder shall note the
deviations in his bid. Failure to note a deviation from the specifications may be grounds for
rejection by the City of that particular bid. Where deviations are noted, the City reserves the
right to accept a bid eontaining such deviations provided that, in the sole opinion of the City, the
deviation or deviations so noted do not affect the overall capability of the item bid to perform the
funetion for whieh it is to be aequired and such deviations result in lesser total cost to the City
for the subject item.
23. GOVERNING LAW AND VENUE:
Any action filed regarding the award of the BidlProposal must be filed with the Superior Court
of the County of Shasta, California.
Any subsequent agreement sha11 be deemed to have been entered into in Redding, California; all
questions of the validity, interpretation or performance of any of its terms or of any rights or
obligations of the parties to the agreement shall be governed by California law; and any action
brought by either party to enforce any of the terms of the agreement sha11 be filed with the
Superior Court of the County of Shasta, California.
24. DEFAULT BY SUPPLIER:
In ease of default by Supplier, the City reserves the right to procure the goods or services from
other sources and to hold the Supplier responsible for any excess costs occasioned to the City
thereby. Supplier must notify the City immediately upon knowing that non-performance or
delay will apply to this order whether as a result of Fo�^ce Nfajeure or not. Supplier shall not be
held aeeountable for additional costs incurred due to default as a result of Force Majeu�e. When

delay is ascertained Supplier is to submit in writing a Recovery Plan for this order. If the
Recovery Plan is not acceptable to the City or not received within 10 calendar days of the
necessary notification of delay or Fo�ce MajeuNe default, then the City may cancel this order in
its entirety at no cost to the City, owing only for goods and services completed to that point.
25. CITY OF REDDING BUSINESS LICENSE
The awarded Vendor/Contractor may be required to obtain a City of Redding Business License
per����i�i���1 �"c�d� 6.t)2 —��ts�����s �,��:����{�.
6.02.020 It is unlawful foN any pe�son to be engaged in business in the city without having a
valid license from the city to do so, in compliance with any and all Negulations contained in this
chapter pertaining to the business, unless the person is exempt unde� the provisions of this
chapter. No person who is an e�nployee, or the direct �epresentative of a licensee, shall be
requi�ed to pay a license fee for doing any part of the work of the licensee.
24. TNSURANCE (IF REQUIRED)
Consultant shall designate the City of Redding, 777 Cypress Avenue, Redding, CA 96001 as a
Certificate Holder of the insurance. Consultant shall furnish City with certificates of insurance
and original endorsements effecting the coverages required by this clause. Certificates and
endorsements shall be submitted electronically via the PINS Advantage system. A link will be
provided for the Consultant, or their insurance agent, to enter and upload documents directly to
PINS Advantage. The eertificates and endorsements for each insurance policy are to be signed
by a person authorized by the insurer to bind coverage on its behalf. All endorsements are to be
received and approved in PINS Advantage by the City's Risk Manager prior to the
commencement of contracted services. City may withhold payments to Consultant if adequate
certificates of insurance and endorsements required have not been submitted as described above
or provided in a timely manner.

Recommendation
Authorize the following relative to Bid Schedule Na. 5449, Furnish the City of Redding Electric
Utility with Aluminum Conductor:
(1) Award to Alnerican Wire Group, LLC in the amount of$206,054.06; and
(2) Authorize the City of Redding Purchasing Officer to amend the Purchase Order for price
adjustments in direct proportion to Platt's Metal Market pursuant to Section Two of the
bid specifications.
Fiscal Impact
The purchase of a11 aluminum conductors is included in Redding Electric Utility's (REU)
General System Improvements Fiscal Year 2023-25 Biennial Budget. These costs include the
annual recurring expenditures for installing infrastructure to maintain reliable electric service,
Alternative Action
The City Council (Council) could choose not to award the bid to American Wire Group, LLC,
and provide alternative direction to staff.
Backg�ound/Analysis
This is a routine bid to purchase Aluminum Conductor (19 Strand), a critical component for
ongoing efforts to maintain and upgrade REU's distribution and transmission infrastructure.
Procuring this conductor ensures the continued reliability and the ability to support development
within the City.

On Monday, February 26, 2024, nine (9) bids were opened for furnishing Aluminum Conductor.
Staff analyzed the bids based on the bid price and compliance with specifications in the
evaluation process. American Wire Group, LLC was the apparent low bidder at a total cost of
$206,054.06.
The products included in American Wire Group, LLC's bid complies with the specifications,
general conditions, and proposal requirements.
Environmental Review
This is not a project defined under California Environmental Quality Act, and no further action is
required.
