Fiscal Impact The Beehelli Lane Improvements Project (Project) is being funded by multiple sources which consist of a grant in the amount of$6,'740,000 from the State of California Active Transportation Program (ATP), $3,341,05'7 in Local Street and Road funds, $500,000 in American Rescue Plan Act funding dedicated to storm drain improvements, $300,000 in City of Redding (City) Water funds, $423,770 in City Wastewater funds and $1,023,790 in Redding Electric Utility funds. The total project cost, including surveying, design, bidding, construction, field engineering, inspection, and contract administration, is $12,121,814.06. Alternative Action The City Council (Council) may choose not ta accept the praject as satisfactorily complete, and advise staff on how to proceed. Background/Analysis Tullis, Inc., has completed a11 items of work on �he Project as of January 4, 2024, which was within the contract time frame. Subsequently, the Public Works Department filed a notice of completion with Shasta County. The project warranty period expires one year from the completion date. Report to Redding City Council June 10,2024 Re: 4.12(c)--ProjectAcceptance, BS No. 5290, Bechelli Lane ImprovementsATP Page 2 At its meeting of July 19, 2022, the Council awarded a construction contract to Tullis, Inc. for $9,463,617.46 and approved a $950,000 construction contingency fund. A1so authorized was $745,000 for contract administration and construction inspection fees and $1,095,000 for project development costs, and the City Manager was authorized to approve additional increases in. either the construction management or construction contingency amounts up to a total of $75,000, for a total authorized amount of $12,328,617.46. Project development costs include engineering, environmental, and consultant services. During construction, there were 49 change orders in the amount of$936,811.18, leaving a balance of$13,188.82 in the contingency fund. The final project cost was $12,121,814.06. The improvements include Americans with Disabilities Aet compliant curb ramps, sidewalk gap completion, enhanced pedestrian crossings, buffered bike lanes, functional landscaping, corridor lighting, asphalt concrete cold milling and placement, and restriping. This project is included in the City's Active Transportation Plan and the Regional Transportation P1an. Envi�^onmental Review This action, project acceptance, is not a project as defined by the California Environmental Quality Act. On July 19, 2022 Council determined the Project is categorically exempt from review under CEQA, pursuant to Section 15301(c) — Existing Facilities. No further action is required. On January 24, 2022, the City Council (Council) accepted and appropriated AT�P grant funds in. the amount of $6,740,000 for construction costs related to the project. In addition, the report identified funding sources for the remaining funds that would be budgeted once the bids were opened and project costs fully understood. Additional Streets Division funds are needed to fund the project. All other revenue sources are inc]uded in the current fiscal year budget. Alterna2ive Action The Council may choose to not award the bid for the Bechelli Lane Improvements ATP Project and provide staff with alternative direction. Without this project, much needed pedestrian and bicycle mobility and safety improvements will not be completed, and the project may not be completed. In addition, if this project is not awarded, the City of Redding (City) is at risk of losing nearly$'7 million dollars in federal funding due to grant requirements for project delivery. Background/flnalysis The Bechelli Lane Tmprovements Project is a planned active transportation improvement to provide continuous sidewalk and bicycle facilities, enhanced pedestrian crossings, and other similar improvements along Bechelli Lane from Cypress Avenue to the new Costco Development, in addition to improvements along Loma Vista Avenue between Bechelli Lane and Churn Creek Road. The improvements include Americans with Disabilities Act (ADA) compliant curb ramps, sidewalk gap completion, enhanced pedestrian crossings, buffered bike lanes, functional landscaping, corridor lighting, asphalt concrete cold milling and placement, micro-surfacing, and restriping, as is detailed on the plans. This project is included in the City's Active Transportation Plan and the Regional Transportation Plan. Attached is a tabulation of bids received and opened on June 14, 2021, for the Bechelli Lane Improvements (ATP) Project. The low bid in the amount of $9,463,617.46 was received from Tullis, Inc., of Redding, California. The engineer's estimate was $8,649,000. Total project development costs for this project are estimated to be $1,095,000. Project development costs include engineering, surveying, right-of-way, environmental, and consultant services. The ARPA funding is dedicated to storm drain improvements and accounts for overage amounts not previously budgeted. Staff has reviewed the project and determined that the project is Categorically Exempt from review under the California Environmental Quality Act (CEQA) Guidelines, per Section 15301(c) - Existing Facilities. C1ass 1 exemptions include minor alteration of existing public or private structures, facilities, or topographical features involving negligible or no expansion of use. This incl�udes the addition of bicycle lanes and bicycle facilities, sidewalk and pedestrian crossings, transit improvements, street trees, and other similar alterations that do not create additional automobile lanes. The proposed project will enhance the existing facility for pedestrians and bicyclists, but will not create additional vehicle capacity. The project has been reviewed for sensitive resources and wi11 not have a significant effect on biological or cultural resources sueh as threatened or endangered species or their habitats, sensitive vegetation communities, tribal lands, or tribal cultural resources. The project has no potential to have a significant effect on the environment. On March 21, 2019, the California Department of Transportation (Caltrans) made a determination that the project is Categorically Excluded from Report to Redding City Council Ju1y 11,2022 Re: 4.12(c)--Award Bid Schedule No. 5290 Bechelli Lane Improvements(ATP) Page 3 environmental review under the National Environmental Policy Act (NEPA), pursuant to 23 CFR 771.117(c)(3) - Construction of Bicycle and Pedestrian Facilities.
