SUBJECT: 4.11(b)--Project Acceptance, Bid Schedule No. 5281, Job No. 4908, Electric
Vehicle Char in Stations at Reddin Police De artment and Reddin Power Plant
Recommendation
Accept Bid Schedule No. 5281 (Job No. 4908), Electric Vehicle Charging Stations at the City of
Redding Police Department and Redding Power P1ant, awarded to Builder Solutions, Inc, as
satisfactorily complete, with a final cost of$584,956.56
Fiscal Impact
The Electric Vehicle Charging Stations (EVCS} at the Redding Police Department and Redding
Power Plant Project (Project) are funded by the Redding Electric Utility (REU). In April 2017,
the City Council (Council) approved REU's request to use Cap-and-Trade allowance proceeds to
fund the utility's Transportation Electrification Program (Program). As a subset of the program,
funding for the EVCS Project was allocated in the adopted Budget Resolution No. 2017-033, and
updated in the adopted Budget Resolution No. 2018-037.
On May 20, 2022, REU staff applied for grant funding through the California Electric Vehicle
Infrastructure Project (CALeVIP) for the installation of electric vehicle charging stations that
would be used for light-duty fleet and workplace charging. REU submitted a separate grant
application for each project location as required. At this time, CAL,eVIP has awarded$20,818.60
for the Redding Power P1ant portion of the project, The application for the Redding Police
Department portion of the project is currently pending with CALeVIP. Once a final awarded
amount is known, a staff report will be prepared requesting acceptance of the grant funding,
which will offset a portion of the total costs associated with completing the project. The total
project cost, including surveying, design, bidding, construction, field engineering, inspection,
and contract administration, is $584,956.56.
AZteYnative Action
The City Council (Council) may choose not to accept the project as satisfactorily complete, and
advise staff on how to proeeed.

Background/Analysis
Builder Solutions, Inc. has completed a11 items of work on the EVCS at Redding Police
Department and Redding Power Plants as of January 26, 2024, which was within the contract
time frame. Subsequently, the Public Works Department filed a notice of completion with Shasta
County. The project warranty period expires one year from the completion date.
At its meeting of June 7, 2022, the Council awarded a construction contract to Builder Solutions
for $404,290.50 and approved a $41,000 construction contingency fund. Also authorized was
$91,000 for contract administration and construction inspection fees and $60,000 for project
development costs, and the City Manager was authorized to approve additional increases in
either the construction management or construction contingency amounts up to a total of
$50,000, for a total authorized amount of $646,290.50. Project development costs include
engineering, environmental, and consu]tant services. During construction, there were six change
orders in the amount of $29,666.06, leaving a balance of $11,333.94 in the contingency fund.
The final project cost was $584,956.56.
During construction, a Stop Payment N�otice was filed on January 19, 2024, to withhold
construction funds due to lack of payment to a supplier that supplied materials for the project.
On J�anuary 24, 2024, the City of Redding (City) withheld $44,401.40 from the construction
contract. Note, the amount withheld was limited to the available construction funds remaining
and represents approximately 37% of the amount required to be withheld per the contract
documents and public contract code. There is potential, pending the outcome of the claim, that
the City may need to provide additional funding. If additional funding is needed to resolve the
claim, a staff report wi11 be prepared requesting a corresponding budget augmentation. Currently,
the contractor has not paid their supplier and the supplier has commenced an action against the
City per Civil Code 9502 in order to enforce payment of their claim.

The project included installation of six dual-port Leve1 II ChargePoint EVCS at the Redding
Police Department for a total of 12 electric vehicle (EV) enabled parking stalls, and two dual-
port Level II EVCS at the Redding Power Plant for a total of four EV enabled parking stalls. In
addition, infrastructure will be installed at the Redding Police Department to allow for future
expansion of EV charging with more Level II and DC Fast Chargers. The EV charging stations
will be used for charging the City's fleet vehicles, as well as employee EV charging.

Environmental Review
This action, project acceptance, is not a project as defined by the California Environmental
Quality Act (CEQA). On June 7, 2022, Council determined the EVCS at the Police Department
and Redding Power Plant Project is categorically exempt from review under CEQA, pursuant to
Section 15301(a), (c), and(d)—Existing Facilities. No further action is required.

SUBJECT: 4.11(a)--Award Bid Schedule No. 5281 (Job No. 4908-52) Electric Vehicle
Char in Stations at Reddin Police De artment and Reddin Power Plant.
Recommendation
Authorize the following actions relative to Bid Schedule No. 5281 (Job No. 4908-52) Electric
Vehicle Charging Stations at the Redding Police Department and Redding Power Plant:
(1) Award to Builder Solutions, Inc., in the amount of$404,290.50;
(2) Approve an additional $91,000 to cover the cost of administration and inspection fees and
$60,000 for project development costs;
(3) Approve $41,000 to provide construction contingency funding;
(4) Authorize the City Manager to approve additional increases in either the construction
management or construction contingency amounts up to a total of$50,000; and
(5) Find that the project is categorically exempt froln review under the California
Environmental Quality Act Guidelines Section 15301 (a), (c), and(d)-Existing Facilities.

the program, funding for the EVCS Project was allocated in the adopted Budget Resolution No.
2017-033, and updated in the adopted Budget Resolution No. 2018-037.

application for each project location as reguired. Pending approval, CALeVIP wi11 reserve
funding for REU in the amount of $60,000 for charging stations at the Redding Police
Department, and an additional $24,000 for charging stations at the Redding Power Plant, for a
total of $84,000. If approved, the grants will be awarded upon the completion of the project
provided all required performance criteria are met, at which time REU will initiate a staff report

to the City Council requesting acceptance of the grant funding, which will offset a portion of the
total costs associated with completing the project.

Project cost components are estimates and some shifting of the project development,
construction management, and construction contingency funds may be necessary to balance the
project within the approved budget.
Alte�native Action
The City Council may choose to not award the bid for the project and provide staff with an
alternative direction. Without this project, there will not be facilities to charge electric City of
Redding (City) fleet vehicles at the Redding Power Plant, and Redding Police Department
vehicle charging will be limited to the one existing Tesla charging station.
Backg�ound/Analysis
Attached is a tabulation of bids received and opened on May 19, 2022, for the Electric Vehicle
Charging Stations at Redding Police Department and Redding Power Plant Proj ect. The low bid
in the amount of$404,290.50 was received from Builder Solutions, Inc., of Redding, California.
The engineer's estimate tivas $424,275. Total project development costs for this project are
estimated to be $60,000. Project development costs include engineering, surveying,
environmental, and consultant services,
The project includes installation of six (6) dual-port Level IT ChargePoint EVCS at the Redding
Police Department for a total of 12 EV enabled parking stalls, and two (2) dual-port Level II
EVCS at the Redding Power Plant for a total of four (4) EV enabled parking stalls. In addition,
infrastructure will be installed at the Redding Police Department to allow for future expansion of
electrical vehicle charging with more Level II and DC Fast Chargers. The EV charging stations
will be used for charging City of Redding fleet vehicles, as well as employee EV charging.
Staff has determined that the project quali�es as Categorically Exempt from environmen�al
review under the California Environmental Quality Act Guidelines Section 15301 - Existing
Facilities. The project will result in negligible or no expansion of use and the project will be
located within the existing facilities. The project area has been reviewed and does not have
significant values for wildlife habitat or other environmental resources. The project has no
potential to have a significant effect on the environment.
