SUBJECT: 4.11(c)--Make a Finding to Sole Source Water Treatment Plant Filter Underdrains
to AWI
Recommendation
Approve the sole source designation of water treatment plant filter underdrain and air-scour
system; and find that the name of AWI in the specifications for City of Redding Public Works
Department projects is authorized by Public Contract Code Section 3400(c)(2) in order to match
other products in use by the City of Redding Public Works Department—Water Utility.
Fiscal Impact
The repair/replacement of filter underdrains is done on an as needed basis and are contracted
through the Public Works Department's bidding process. Funds are budgeted in Public Works -
Water Utility's capital and operation and maintenance (O&M) budgets for treatment plant
projects. A maintenance project to replace existing filter underdrain and air-scour systems is
under design and will be put out to bid this summer.
Alte�native Action
The City Council (Council)may choose not to make a finding to sole source a11 �lter underdrains
to AWI and provide alternate direction to staff.
Backg�ound/Analysis
The Public Works Department - Water Utility treats raw drinking water through a filtration and
disinfection process at our two water treatment plants (WTP) — Foothill and Buckeye. In Fiscal
Year 2018-19, at the Buckeye WTP, four filter nnderdrains constructed in 2005 had failed and
were replaced. The original underdrains that failed were Roberts brand plastic underdrains and
were replaced with a stainless-steel underdrain and air-scour system manufactured by AWL AWI
has been in business since 19�8 and their underdrains are manufactured in the United States.
Staff is pleased with the durability and operation of the stainless-steel underdrain and air-scour
system compared to the plastic underdrains.

The remaining four plastic underdrains at the Buckeye WTP were constructed in 2008 and staff
is concerned about their longevity. Of those, filter #5 recently failed and the Public Works
Department - Engineering Division is preparing to release a capital construction project to
replace those four-filter underdrain and air-scour systems.
Staff is requesting Council to make a sole source finding that would allow the AWI underdrains
to be specified in the plans and specifications. By matching existing equipment, it minimizes
training and maximizes maintenance efficiencies including stocking of spare parts. In
accordance with Public Contract Code Section 3400(c)(2)., the Council may make a finding for a
material, product, or service by specific brand or trade name in order to match other products in
use within the City of Redding's water system. Such a finding would allow the benefits
described above to be realized.
Envi�^onmental Review
This activity is not a project as defined by the California Environmental Quality Act (CEQA),
and no further action is required at this time. The capital project will be subject to review under
CEQA prior to award of a construction contract.
