Recommendation
Authorize the following actions relative to Bid Negotiation No. 5474 (Job No. 2712), Replace
Asphalt Concrete Surfacing 2024:
(1) Award to J.F. Shea Construction, Inc, in the amount of$1,773,377;
(2) Approve $199,400 to cover the cost of administration and inspection fees;
(3) Approve $122,000 for project development costs;
(4) Approve $180,000 to provide construction contingency funding;
(5) Authorize the City Manager to approve additional increases in either the construction
management or construction contingency amounts up to a total of$25,000;
(6) Approve the project design plans, specifications, and special provisions; and
(7) Find that the project is categorically exempt from review under the California
Environmental Quality Act Guidelines, pursuant to Section 15301(c) — Existing
Facilities.
Fiscal Impact
The Replace Asphalt Concrete Surfacing 2024 Project is funded by the Streets Division
($1,901,850) and the Solid Waste Division ($416,000). Project cost components are estimated,
and some shifting of the funds may be necessary to balance the project within the approved
budget.

Alternative Action
The City Council may choose not to award the project or provide alternate direction to staff. If
the project does not move forward, the streets will continue to deteriorate and may require
roadway reconstruction.
Background/Analysis
This project involves removing and replacing approximately 110,000 cubic feet of asphalt
concrete pavement in worn and deteriorated sections of Oasis Road, Twin View Boulevard,
Quartz Hill Road and Airport Road. The project includes other associated work items that
include: pavement delineation, pavement markings, pavement markers, and other miscellaneous
items. The project also includes removal and replacement of worn asphalt concrete pavement at
the City of Redding's Transfer Station as a result of the daily heavy truck traffic.
Attached is a tabulation of the three bids opened on May 15, 2024. The low bid in the amount of
$1,773,377 was received from J.F. Shea Construction, Inc., of Redding. The engineer's estimate
was $1,777,86'7. Total project development costs far this project are estimated to be $122,000.
Project development costs include engineering, environmental, and consultant services (design
support).
Environmental Review
Staff has determined that the project is categorically exempt from environmental review under
the California Environmental Quality Act Guidelines, per Section 15301 (c). Class 1 exemptions
include the operation, repair, maintenance, or minor alteration of existing facilities, structures, or
equipment involving negligible or no expansion of use. The project will extend the life of the
existing pavement, but will not create additional vehicle capacity or result in expansion of use.
The project has been reviewed for sensitive resources such as threatened or endangered species
or their habitats, sensitive vegetation communities, tribal lands, or tribal cultural resources. The
project has no potential to have a significant effect on the environment.
