SUBJECT: 4.11(d)--Award Request for Proposal (Schedule No. 5472) - Engineering Services
for the Enterprise and Anderson Groundwater Sustainability Agency (EAGSA) Sustainable
Groundwater Mana ement Act(SGMA Im lementation Grant
Recommendation
Approve and authorize the following actions relative to Request for Proposals (Schedule No.
5472) to provide Engineering Services for the Enterprise and Anderson Groundwater
Sustainability Agency's (EAGSA) Sustainable Groundwater Management Act (SGMA)
Implementation Grant:
(1) Award Request for Proposals to Jacobs Engineering Group, Tnc.; and
(2) Authorize City Manager or their designee to negotiate and execute a consul�ing and
professional services agreement for a not-to-exceed fee of$2.1 million.
Fiscal Impact
The cost associated with the Request for Proposals (RFP) (Schedule No. 5472) will be funded by
the Sustainable Groundwater Management Act (SGMA) Implementation Grant in an amount not
to exceed $2.1 million. In February 2024, the City of Redding (City) executed a funding
agreement with the California Department of Water Resources (DWR) to receive funding in the
amount of $2,383,700 specifically to further the implementation of the Groundwater
Sustainability P1ans (GSPs) and the construction of two additional shallow/deep multi-
completion and ten shallow monitoring wells.
Alternative Action
The City Council (Council) may choose not ta select Jacobs Engineering Group, Inc. (Jacobs) as
the technical consultant and provide alternative direction to staff and the Enterprise Anderson
Groundwater Sustainability Agency (EAGSA) Board.

Background/Analysis
On April 5, 2024, the City released an RFP (Schedule No. 5472) on behalf of EAGSA. The RFP
solicited proposals from qualified firms to provide professional engineering services to prepare
two annual reports, a 5-year Draft update of the GSPs, and for the consultant to site and design
two shallow/deep multi-completion monitoring we11s. One each for the Anderson and Enterprise
subbasins of the Redding Area Groundwater Basin (Redding Basin) to enhance the monitoring
network and ten shallow monitoring wells within the Enterprise and Anderson subbasins, five in
each. Construction of the wells will be bid as a separate public works contract at a future date.
Two proposals were received in response to the RFP; Jacobs and Lawrence Walker and
Associates. An ad hoc Technical Advisory Committee (TAC) consisting of representatives from
three EAGSA member agencies evaluated the proposals and scored each submission
independently. Based on the aggregated results, the highest scoring consultant was selected. The
TAC selected Jacobs, and presented its recommendation to the EAGSA board. At its meeting on
May 15, 2024, the EAGSA board approved the award of the contract to Jacobs, pending the
Council's approval, and to execute a professional services agreement for the tasks described in
the RFP.
The EAGSA was initially formed in response to the SGMA, and consists of the overlying
members of the Redding Basin. The EAGSA was formed by a Memorandum of Understanding
agreed to by the City of Anderson, the County of Shasta, the Clear Creek Community Services
District, the Bella Vista Water District, the Anderson Cottonwood Irrigation District, and the
City of Redding. The EAGSA Board of Directors is comprised of elected officials representing
each agency.
The EAGSA is responsible for preparing annual reports, drafting the 5-year GSP update,
updating the Hydrogeological Conceptual Model, installing more monitoring wells for the
Anderson and Enterprise subbasins of the Redding Basin in accordance with SGMA
requirements. To fund these projects, the City, acting as the fiscal agent for the EAGSA, applied
for and was awarded grant funding under the SGMA Implementation Grant Program. The
EAGSA is responsible for completion of this round of the Implementation Grant by March 31,
2026.
Under SGMA, basins must reach sustainability within 20 years of implementing their
sustainability plans. The selection of a consultant for the implementation portion of these plans
will allow the EAGSA to proceed with fulfilling its regulatory obligations.
Environmental Review
Award of the professional services agreement is not a project as defined by the California
Environmental Quality Act (CEQA), and no further action is required at this time. Award of the
professional services agreement wi]1 allow the design and environmental studies to proceed,
which will assist with a future review of the project under CEQA.
