SUBJECT: 4.1(a)--Letters of Support for California Youth Partnership
Recommendation
Authorize the Mayor to send two letters of support to January Contreras with the Administration
for Children and Families to support California Youth Partnership LLC grant applications to the
Administration of Children and Families' General Departmental Sexual Risk Avoidance
Education (SRAE) Program and the Family and Youth Services Bureau for its Title V
Competitive SRAE Program to assist with providing sexual risk avoidance education to
underserved populations of youth.
Fiscal Impact
There is no �scal impact to sending the attached letters of support.

The City Council could choose to not send the letters of support.
Background/flnalysis
California Youth Partnership (CYP) is committed to assisting youth and growing a healthy
generation of future adults. CYP has various programs for youth and adults to develop necessary
skills for healthy relationships for school, life, and work, CYP believes that healthy youth wi11
grow up to be healthy adults and have a positive impact in their lives and communities.
CYP has identified two separate grant funding opportunities - one through the Administration of
Children and Families' General Departmental Sexual Risk Avoidance Education (SRAE)
Program and another through the Family and Youth Services Bureau for its Title V Competitive
SRAE Program — both to assist with providing valuable programs to youth. The grants would
allow CYP and its partners to continue their work in providing sexual risk avoidance education
to underserved populations of youth. CYP has successfully managed three rounds of Sexual Risk
Avoidance Ed�ucation grants in the community and is becoming known as the premiere agency
far providing primary prevention for Shasta County's adolescents.

The City of Redding supports California You�h Partnership LLC(CYP)and this application to the Administration for Children
and Families(ACF)for its General Departmental Sexual Risk Avoidance Education(SRAE)funding opportunity.The grant
will allow CYP and its partners to continue their invaluable work in providing SRAE services to underserved and
underrepresented populations of youth froin zip codes with high teen birth rates attending Shasta County Public Schools,
Alternative Schoois,Juvenile Hall,and community-based programs.Their work represents a very thoughtful and efficient
allocation of grant funds,providing ACF a large return on investment.
We are in great support of CYP's work in our community: 1)to teach youth holistic,individual,and societal benefits
associated with personal responsibility,self-regulation,goal setting,healthy decision-making,and a focus on the future; 2)to
share the advantage of refraining from non-marital sexual activity to improve the future prospects,and physical and emotional
health of youth;3)to train youth to attain self-sufficiency and emotional maturity befare engaging in sexual activity;4)to build
foundarional components of healthy relationships and actualize their impact on the formation of healthy marriages and safe and
stable families;5)to support youth to understand other youth risk behaviors,such as drug and alcohol usage,increase the risk
for teen sex;and 6)to resist and avoid,and receive help regarding sexual coercion and dating violence,recog�nizing that,even
with consent,teen sex remains a youth risk behavior.
CYP has successfully implemented and managed three rounds of SR.AE grants in the community as the premiere agency for
providing primary prevention for among the neediest of Shasta County's adolescents.CYP is becoming known as a culture
changing agent in many schools with life defining programming.Their sensitive approach to meet the unique challenges of
youth with lived experiences of disparities to build resilience toward finishing school and setting future goals has garnered
hope and agency.Their work will not only impact the current health of youth but will directly impact the future health of
families and communities in our geographic region.
I greatly appreciate your time,and trust the California Youth Partnership LLC application will be given ail clue consideration.I
am committed to working with my colleagues to support their efforts so that the project will continue after the grant funding
ends.
