SUBJECT: 49(a)--Ratify Community Oriented Policing Services Grant Application and
Authorize Cit Mana er to Execute necessar documents if ant is awarded
Recommendation
Approve and ratify submission of a grant application to the Community Oriented Policing
Services, U.S. Department of Justice, Law Enforcement Mental Health and Wellness Act
Program in the amount of$155,920; and authorize the City Manager, or designee, to execute the
grant agreement and all subsequent documents including administratively appropriating the
funds, if the grant is awarded.
Fiscal Impact
This Community Oriented Policing Services, U.S. Department of Justice, Law Enforcemen�
Mental Health and Wellness Act (LEMHWA) Program grant does not require matching funds.
There is no negative fiscal impact in accepting this grant.
Alternatzve Action
The City Council cauld chaase not to ratify the grant application. This would prevent the
Redding Police Department (RPD) from focusing additional efforts on employee mental health
and wellness.
BackgNound/Analysis
On April 30, 2024, RPD submitted a LEMHWA Program application for its 2024 funding year.
RPD requested funding from the LEMHWA Program to improve and increase their Organization
Wellness Program. This would include addressing the critical needs of personnel by
implementing comprehensive mental health and wellness initiatives to support the well-being of
both sworn and non-sworn personnel, in the amount of$155,920.

Over two years, the funding would allow RPD to focus on expanding mental health check-ins to
sworn and non-sworn staff, providing follow-up counseling sessions as needed, enhancing their
peer support and chaplain programs, and fund ongoing training. Additionally, this program
would deliver wellness workshops, challenges, and family connection opportunities to promote
holistic we11-being. This program aims to create a supportive and resilient 1aw enforcement
agency better equipped to serve and protect the community effectively by prioritizing
organizational wellness. This two-year grant would be available from October 1, 2024 through
September 30, 2026.
Environmental li'eview
Ratifying the grant application is not a project defined by the California Environmental Quality
Act; therefore, no further action is required.

Proposal Abstract t.
The proposed grant seeks to address critical needs within the Redding Police Department by implementing comprehensive mental heaith and weilness initiatives aimed at supporting

The agency faces significant financial constraints that hinder the ability to adequate�y address the critical need for mental health,chaplain,and peer support
programs without federal assistance.Currently,the city budget operates under a substantial deficit of$5 million,placing considerable strain on existing funds
aliocated for essential services.
The limited funding available for mental health initiatives,chaplain programs,and peer support services restricts capacity to provide comprehensive support to Iaw
enforcement personnel.Without additional resources,the Department is unable to sustain these programs at their current state,let alone enhance or expand their
capacity to meet the evolving needs of the department and community.
Federal assistance is essential to bridge the gap created by the budget deficit and ensure the continuation and improvement of vital wellness initiatives.By
securing federal funding,the Department can alleviate�nancial burdens,aliowing us to allocate resources more effectively towards mental health services,
chaplain programs,and peer support initiatives.

1.The amount of for wellness checks is at a rate of$150 per hour and wouid allow for approximately 565 hours of services.
2 $10,000 for fitness coaching would allow for providing nutritional counseling or personal training for staff to ensure they are taking care of the physical health as well as
their mental health.
3.Currently,the Department utilizes the Cordico app to provide staff with health and wellness information on their phones. $18,000 would provide an additional year of the

Redding Police Department
Budget Narrative
The proposed budget has been designed to meet the deliverables of the proposed program.
1. Travel—$37,920 This line item is specifically to provide training for the Chaplain Program and
the Peer Support Program. The amount requested will allow personnel from these programs to
obtain additional training to enhance the programs provided to Department staff. This is
imperative in order to enhance these programs to provide support the Department. The
amount budgeted is an estimate of how much is needed to send them to appropriate training.
At this time,those trainings/conferences have not been identified.
2. Contract—$113,000 This line item is for three specific contracts.
$85,000 is requested to continue with a contract with a licensed clinical therapist for annual
mental health check-ins and any necessary follow ups. The Department is using grant funding
provided by the State of California for the mental health check-ins.This particular grant is
restricted to sworn officers,the funding received was only sufficient for the annual check-in
without any follow up visits and these grant funds expire in December 2025. The additional
funding would allow the Department to expand the program to include non-sworn staff and to
provide the needed funding for follow-up appoints as needed. This supports the deliverables of
the grant by ensuring the Department's staff is mentally prepared to perform their duties.
$18,000 is requested to fund an additional year of the Cordico application that is currently used
by the Department. This app provides a variety of inental and physical health resources, as well
as other resources that support staff's overall weliness. This app anonymously tracks usage and
provide statistics on what type of information staff is looking for. This will allow the Department
to tailor the wellness program and provide the services needed by staff.
$10,000 is requested to provide other fitness coaching for the staff. This could be by providing
nutritional counselling or other types of personal fitness services. At this time, it is unclear
exactly what this will look like but it is known that in order to provide a more holistic wellness
program,this type of services is needed. These funds will allow the Department to tailor to
staff's needs.
3. Other Costs-$5,000 The Department is requesting these funds to be used towards building
family connections. This would include events that support the family since family dynamics and
issue can affect the mental health of the staff inember. This addresses a holistic approach to
wellness for the staff of the Department.
