Fiscal Impaet There is no fiscal impact for renewing the Mutual Threat Zone (MTZ) Agreement, The Redding Fire Department (RFD) received 16,111 calls for service in 2023. Less than one percent (0.625) were calls where mutual aid was given or received. Alte�native Action The City Council could choose not to approve the MTZ Agreement. If the MTZ Agreement is not renewed, the City of Redding (City) could be responsible for the cost of any resource that Cal FIRE provides during fire season, including aircraft for a wildland response. Background/Analysis RFD has had an MTZ Agreemen� with Cal FIRE for decades. The MTZ is an area surrounding the City that covers approximately one-half mile into the City limits to one-half mile outside the City limits. The MTZ Agreement includes a year-round response by both agencies to traffic collisions, fires, and wildland response. During fire season, RFD and Cal FIRE send multiple resources to any con�rmed fire threatening the wildland. Year-round, each agency adds a single engine response to traf�c collisions or structure fires in addition to the respective agencies' initial response model. This provides the public with an enhaneed response model that sends the closest appropriate resource to critical incidents and reduces response times. Report to Redding City Council May 15,2024 Re: 4.8(a)--Mutual Threat Zone Agreement Page 2 The only change to the MTZ Agreement is Section 3D regarding the duration. The previous MTZ Agreement had a three-year term; this agreement has an evergreen clause so that the term will automatically renew each year. The agreement may be terminated with a 60-day written notice by the City or Cal FIRE. This language change has been sent to the International Association of Fire Fighters — Local 1934 (IAFF) and United Public Employees of California — Local 792 Redding Fire Management (RFMC) to indicate the language change, and no impacts were identified by either. The City Attorney has reviewed and approved the MTZ Agreemen�as to form. Environmental Review This project is not defined under the California Environmental Quality Act, and no further action is required. Recotnmendation Approve the Mutual Threat Zone Agreement (MTZ Agreement) with Cal FIRE for a term of three years commencing on the date both parties sign the Agreementi, and authorize the City Manager to execute the Agreement. Fiscal Impact There is no fiscal impact for renewing the MT� Agreement. It i.s anticipated the Redding Fire Department's (RFD) call for service volume may increase slightly, by approximately 12 calls per month. The expected annual fluctuation i� the RFI`77 ca�1 v�lume is �nore significant than this amount. RFD is currently down 1,235 calls over the same time las�year, which eguates to a 12 �percent(12%) decrease in call volume. In 2019 RFD responded ta I�,031 �ca1ls. � ����� Alternative Action The City Council could choose not to approve this Agreement. If the MTZ Agreement is not renewed, the City could be responsible for the cost of any resource that Cai FIRE pravides during fire season, including aircraft for a wildland response. Background/Analysis The City of Redding Fire Department has had a Mutual Threat Zone Agreement (Agreement) with Cal FIRE for decades. The Agreement has historically provided reciprocal services for wildland fires, which has proven to be the most effective and efficient way to protect life and �property in the City's urban interface. The Mutual Threat Zone (MTZ) is an area surrounding the City that covers approximately one-half mile into the City limits to one-half mile outside the City limits. The original concept of the Agreement was to address the threats to the City and County if �a grasslbrush fire occurs in any of these areas by having each agency send resources when an Report to Redding City Council September 29,2020 Re: 9.8(b)--Renew Mutual Threat Zone/Automatic Aid Agreement with Cal FIRE(C-1642)Page 2 incident occurred in the MTZ. The MTZ Agreement is activated at the beginning of the fire season and then suspended at the end of the fire season each year. The current proposal expands the scope of the MTZ Agreement to include year-round response by both agencies to traffic collisions, other types of fires within the boundaries of the MTZ and wildland response. During fire season, both the City and Cal FIRE� would send �multiple resources to any confirmed fire threatening the wildland. Year round, each agency will add a single engine response to traffic collisions or structure fires in addition to the respective� agencies' initial response modeL The purpose of the change is to provide the public with an enhanced response model that sends the closest appropriate resource to critical incidents, and reduces response times. Operational changes required continual assessment and evaluation to determine gaps in training, policies, and tactical knowledge ancl operations. The City and Cal FIRE are aware of operational. differences and recognize that joint��aining will need to be addressed as the agreement matures. The Shield Training C��ter was develo�ed to address many of the gaps in training that a11 fire department share. WHO This Operating Plan is between the City of Redding Fire Department, hereinafter referred to as "CITY" and the California Department of Forestry and Fire Protection (CAL FIRE), Shasta-Trir�ity Unit and the Shasta County Fire Department (SCFD). For the purpc�s�s of this agreement, the "Protecting Agency" shall be defined as the agency with jurisdiction and statutory responsibility of the incident, and the "Supportint� Agency" shall be defined as the agency providing assistance through the terms ar�d conditions of this agreement. B. PURPOSE OF PLAR1 This Operating Plan prouit�es the ofFicers of both agencies with a means for executing the Mutual Thre�t Zone (MTZ� Agreement for resource response to fires and traffic collisions within the MTZ ar��I i� an afitachment to the Agreement. C. UTILIZATION AND RESTRICTI�NS 1. Special Areas Any special managemer�t `areas: 1.e., archae�lc�gical sites, for which restrictions on normal firefighting techniques appiy, shall be shown on the MTZ map. Instructions regarding the modified suppressic�r� actions for each area will be included as a supplement. 2. Emerqency Responses (Mutual Aid� ` The resources of both agencies may be dispatched to and used on structure fires, wildland fires, vehicle fires, medical aids, rescues, public assists, fire menace standbys and hazardous material incidents. A Chief Officer will be dispatched to an incident involving mutual aid resources whenever necessary to act as an Agency Representative. D. PROTECTION ORGANIZATION 1. Maps (See Exhibit "B"� a. Standard map symbols will be used b. Map will indicate the location of fire stations for both CITY and CAL FIRE/SCFD. c. Agency protection boundaries will be shown. d. MTZ lines (both inner and outer) will be delineated. e. Alpha Numeric Response Areas will be shown. f. Modified suppression areas will be shown and keyed to a narrative. g. The map shall be reviewed annually. Adjustments to the MTZ �r�dlc�►` protection boundaries will be made as changes become necessary and after agreement by each agencies operations Chiefs 2. COMMUNICATIONS a. The CITY and CAL FIRE/SCFD may share radio frequencies for training, em�rgency incidents and joint resource operations. b. The C1TY and CAL F1RE/SCFD will develop and implemenf a radio ct�mmunicatior�s plan for any combined response within the MTZ. The resc�urces of the supporting agency will be allowed tc� communicate directly with the protecting agency utilizing pracedures and frequer�cies shown on Exhibit "C". c: Both SHASCOM �r►d the Reddirrc� 'ECG will immediately inform the other of Incider�ts which pt�se a threat within the MTZ. Communicatic�r� betw��n these offices will occur normally by telephone through the phone numbers shown on Exhibit "D". d. An incident Information Call Center ma�r k�� established at the CAL FIRE/SCFD Redding headquart�rs or the City of Redding EOC on all joint responsibility fires. Representatives of the CITY and CAL FIRE/SCFD will meet, as needed, to discuss procedures for the Information Call Center or a Joint Information Center(JIC). The agency with the majority of the fire area and resaurces will provide the lead Fire Information Officer for the Center. The Center Manager may be from either agency on a mutually acceptable basis. Exhibit"A"Operating Plan 2 CAL FIRE/SCFD, Redding City Fire Department MTZ Agreement E. PROCEDURES 1. Response Areas For the purpose of this Agreement, fires and Traffic Collisions occurring within the MTZ inside of CITY's jurisdiction will hereinafter be described as "MTZ CITY". For fires and Traffic Collisions occurring within the MTZ inside of CAL FIRE/SCFD jurisdiction will hereinafter be described as "MTZ COUNTY". Fire officials from each agency will mutually evaluate the common boundary between the CITY and CAL FIRE/SCFD protection areas. These officials will delineate an MTZ of approximately one-half to one-mile-wide, centered on the protectic�r� k�c��ndary. The wiclfh of the MTZ may be increased or decreased, dependent upon geogr�phical and topographical features and man-made or unusual conditions. The key fur�ction of designing an MTZ is to enable efficient disp�tching of resources from both agencies and to provide rapid, coort�inated suppression of wildland fires. Designating an MTZ will reduce the concern c�ver protecti�n boundaries during the initial attack phase of wildland �ir� control. The MTZ should ' be further divided into response areas based on geographical featur+�s, station Ic�c�tions and vehicle or fire apparatus access. 2. Initial Response MTZ City S�ructure Fire: Initial response and primary staging apply to normal day-to-day alarms which are usually handled by' the initial assignment. The procedure for primary staging is as follows: The first-in Engine or Truck Company will respc�nd directly to the scene and operate to their best advantage. The first Chief Officer will respond directly tc� the scene and generally place them in an effective Command position. Consideration should always be given by first-in Engine Companies for allowing personnel of responding Truck Company(ies)which will be the most advantageous for the incident. All other unassigned units (except in Attack Mode)will stage in their direction of travel, uncommitted, approximately one block from the scene, until assigned by the Incident Commander. Exhibit"A"Operating Plan 3 CAL FIRE/SCFD, Redding City Fire Department MTZ Agreement Staged units should choose a location providing a maximum of possible tactical options with regard to: 1) access, 2) direction of travel, 3) water supply and 4) any other pertinent factors. If an incident requires a multi-Company response and a designated Staging Area is assigned (other than multi-story structures), all responding resources will report directly to the Staging Area and report to the Staging Area Manager for assignment. Off-duty personnel will also report to the Staging Area and check in with the Staging Area Manager. 3. Initial Attack Resources — Wildland Fires, Excludin� Single Engine Response: Designated of#i�ers will review annually the plan for the numbers and types of resaurc�s 'to respond to areas within the given MTZ. The initial attack resource plan is as follaws: For wildland fires occurring during a "Medium Dispatch" period which are MTZ CITY, CAL FIRE will respond; • ' 1 CA�. This agreement will extend mutual response in the MTZ to struCture fires as well�s wildland fires and the year around agreement will replace a former seasonal agreement. Tierra Oaks lies with�in the MTZ in northeast Redding. This revised agreem�nt is potentially very important for our homeowners. Since the Carr Fire; numerous of our homeowners have had their fire insurance cancelled and have had to scramble mightily to replace it,often at dramatically increased ccrst.The key issue is that the subdivision lies just over 5 miles from the nearest City of Redding fire station (No.6''�n C7asis Rt�ad). If yc�u�re c�v�r 5 miles from the nearest station,the Insurance Services Office(ISO)automatically rates your risk a 10 on a scale of 1 to 10. Despite close coordination with Fire Marshal Wittner and former Chief Kreider vuhich resulted in numerous thinning projects and tightening of our lot maintenance requirements,we have been'unable to get ISC)#o change our rating. With the revised MTZ Agreement,we can`nc�w legitirnately claim th�at our responding fire station for all fires, all year is the CALFIRE station at Shasta College. 7`hat station lies about 4♦2 rniles from the center of the subdivision. Dear Counci) Members; Please be advised that the IAFF considers revisions to the MTZ to be a meet and confer matter per MOU Article 1.9. Article 1.9 states: 1.9 The City agrees to meet and confer with the Union concerning the effect of any consolidation of Fire Services with any other jurisdiction prior to the City Council taking action on any recommended consolidation. The MTZ clearly affects the consolidation of fire services. Please note the use of the term"any consolidation". The meet and confer process is not yet complete. Key IAFF Officers have been on the fire lines for several weeks and unable to participate. On behalf of the IAFF I have been directed to request this matter be pulled from the agenda until further discussions can be had.
