SUBJECT: 4.11(c)--Approve City of Redding as Applicant for Water Infrastructure Finance
and Innovation Act Low-Interest Loan to Fund Pum Station 1 Re lacement Pro�ect
Recommendation
Authorize the following relative to the City of Redding (City) Pump Station 1 Replacement
Proj ect:
(1) Authorize the City Manager to submit a U.S. Environmental Protection Agency, Water
Infrastructure Finance & Innovation Act loan application in an amount not to exceed $25
million;
(2} Authorize the City Manager to submit U.S. Department of Transportation Federal
�-Iighway Administration, National Culvert Removal, Replacement, and Restoration
Grant Program (Culvert Aquatic Organism Passage Program) application in an amount
not to exceed $6 million with a 20 percent local match of$1.2 million; and
(3) Authorize the City Manager, or designee, to execute a11 documents necessary to complete
the loan and grant submittal process and if awarded loan or grant funds, appropriate the
funds, negotiate terms, if any and execute any agreements to implement either the loan or
grant.
Fiscal Impact
The total Pump S�ation 1 Replacement Project (Project) costs are estimated to be approximately
$46 million. City of Redding (City) staff intends to obtain state and federal grants and potentially
loans to fund the majority of the project costs. Project costs in excess of grant and loan funds
received, as we11 as costs for the local matches associated with the grants and interest or fees
assoeiated with the loans will come from the Water Utility(Utility) Fund. The Project is included
in the Utility's current Capital Improvement Program. The Utility has been setting aside six
percent of annual revenues for several years and has saved appro�mately $16.5 million for the
Project to date.
City staff may request approval from City Council (Council) for application of additional grants
and/or loans for the project in the future, as opportunities are identified.

Alternative Action
The Council may choose not to apply for funds under the Water Infrastructure Finance &
Innovation Act (WIFIA) loan program or the U.S. Department of Transportation Federal
Highway Administration (FHWA) Culvert Aquatic Organism Passage (AOP) grant and provide
staff with alternative direction.
Background/Analysis
The City's Pump Station 1 (PSO1) is located on the south bank of the Sacramento River, along
the Sacramento River Trail and approximately one-quarter mile west and upriver from the
Diestelhorst and Lake Redding Bridges. It pumps water from the Sacramento River to the City's
Foothill Water Treatment Plant (FWTP). The FWTP is the City's largest and primary water
supply, providing more than half of the City's drinking water during average and peak demands.
PSOl is the only source of raw water to the FWTP, which makes it a critical component in the
City's water supply system.
PSO1 was constructed in 1937 and has been in continual service since, with modifications and
upgrades performed in 1968, 1981, and 1989. Staff plans to completely replace and relocate
PSO1 because it has reached the end of its service life, its current location is in a shallow portion
of the river that significantly limits its capacity during low river levels, and its capacity will not
meet expected future demands. The replacement station will be relocated approximately 1,600
feet west and upriver from the existing location to a deeper pool in the river. The new station will
also have increased capacity to meet anticipated future demands, with proposed �rm capacity of
42 million gallons per day (MGD) compared to its current capacity of 29 MGD. Project
construction is anticipated to start in 2026 with completion expected in 2027 or 2028.
The new PSO1 will be located adjacent to the confluence of Jenny Creek to the Sacramento
River, which presents an opportunity for the City to restore Jenny Creek during the construction
of the Project. Jenny Creek is currently conveyed through two culverts beneath the Sacramento
River Trail. The culverts are failing and their outlets are typically above the Sacramento River
level preventing fish passage, so restoration of Jenny Creek is a need that state regulating
agencies have indicated the City will need to perform at some point. The Jenny Creek restoration
work will remove the culverts and restore the open channel, and provide two new bridges for
trail access in the area. It will reconnect spawning salmon and steelhead from the Sacramento
River to Jenny Creek, improve the pedestrian experience along the river trail, as well as open
grant opportunities for the Project.
Jacobs was selected to provide professional consulting services for the Project, including a
preliminary design report, environmental permitting, project funding assistance, right-of-way
acquisition, final design, and engineering services during bidding and construction for the
project. Within its scope of services, Jacobs has assisted the City in identifying grant and loan
opportunities and applying for grants. If application for the WIFIA loan and Culvert AOP
Program Grant are approved by the Council, then Jacobs will assist staff with the applieations.

On September 7, 2023, the Council approved the City as an applicant for three grants and one
loan associated with the Project, including grants administered by U.S. Fish and Wildlife Service
(LTSFWS), the Wildlife Conservation Board (WCB), and the National Marine Fisheries Services
(NMFS), and a loan administered by the State Water Resources Control Board (SWRCB). A
summary of the grants and loans that Council has approved applications for to date, and those
that are requested for Council approval herein are provided in Table 1.

1. City cost share shown does not include potential fees or interest associated with loans.
Although the approved request total of$72 million and the total request of$103 million in the
table above is much higher than the expected project cost of$46 million, it is unknown which of
these funding sources will actually be awarded. The City was not selected for the USFWS
National Fish Passage Program and there may be a high level of competition with the other
programs. In addition, the eligible project costs through the NIVIFS grant are probably closer to
$5 million (lower than the approved request limit of$25 million shown above), so the maximum
funding that could come from the applications that Council has approved to date is likely closer
to a maximum of$50 million.
Given the uncertainty of funding that will be received, the long timelines often associated with
the review and award process for grants, and to ensure that adequate funding is secured to
construct the Project on schedule, staff intends to continue to seek and apply for funding
opportunities, if approved by the Council, that could benefit the Project and reduce costs to the
Utility. If the City is fortunate and is awarded funding from grants or loans in excess of the
project costs, then the Utility will utilize funding that will minimize its long-term costs. The
Utility's preferred funding sources are ranked from highest to lowest in the following Table 2.

The WIFIA loan, which staff is requesting approval for application, is ranked the lowest of the
identified funding options, but it could still be a good option to fund the Project if the other
funding sources will not cover all Project costs. Staff's intent, if Council approves, is to proceed
with the initial steps for the WIFIA loan as a contingency plan to avoid project delays in the
event that the other funding options do not become available.
The WIFIA program does not provide grants, but it still has a number of features and flexibilities
that make it preferable to municipal revenue bonds and other loan programs for water,
wastewater, and stormwater capital projects. Benefits include repayment period flexibility, low
interest rates, an opportunity for a one-time renegotiation of the rate to a lower rate during the
project implementation period, and lower initial costs/fees than municipal bonds. The repayment
period for a WIFIA loan can be up to 35 years and the WIFIA program allows far the
opportunity to delay the start of the repayment period up to five years after substantial
completion of construction. Interest rates for WIFTA loans are set on the date the loan is closed
and based on the U.S. Treasury State & Loca1 Government Series interest rate for a comparable
maturity. Interest rates are typically lower than municipal bond rates and currently the rate for a
long-term WIFIA loan is approximately 4.4 percent.
The WIFIA loan program includes a two-part application process. If authorized by the Council,
staff will proceed with part one of the process, which involves submitting a Letter of Interest to
the U.S. Environmental Protection Agency (EPA). If the EPA selects the Project, then the City
would be invited to proceed to part two of the process and apply for the loan. EPA only selects
projects that it expects will proceed to closing. If the City were to proceed to part two of the
process and submit a full application, then the City would be required to pay EPA an initial
application review fee of $100,000 at the time of the application to cover costs for EPA's
external contractors' (legal, financial and technical) review costs, When the loan is finalized the
City would be required to pay the actual costs for EPA's outside contractors, which are expected
to total $100,000 to $150,000, including the initial review fee. The Utility Fund would pay for
the application review fees, if necessary, and these review costs could be included in the loan.
Staff intends to proceed with part one of the process, which does not require any fees, and then
await responses from the State Revolving Fund and grant applications prior to proceeding with
Phase 2 of the WIFIA process and paying any fees, if selected and necessary.

The WIFIA program has a rolling selection process with funding available on an ongoing basis.
It announced in its Fiscal Year 2023 Notices of Funding Availability that up to $7.5 billion of
financing will be available. The need for the Pump Station 1 Replacement Project and the public
benefits that it will provide should make it a good candidate for EPA selection for a loan through
its WIFIA program.
FHWA's Culvert AOP Program is a competitive grant program that awards approximately $200
million in grants annually for projects that replace, remove, and repair culverts or weirs and
meaningfully improve or restore �sh passage for anadromous fish. It provides grants up to $50
million and would require a 20 percent non-federal match. The Jenny Creek restoration portion
of the Project meets the selection criteria and makes the Project a good candidate for receiving
funding through this grant program.
Environmental Review
Applying for a loan or grant funding is not a project as defined by the California Environmental
Quality Act (CEQA), and no further action is required at this time. The design and
environmental technical studies are currently under way for the Pump Station 1 Project. These
studies will provide the information necessary to ensure CEQA compliance prior to construction.

Recommendation
Authorize the following relative to the funding, design, permitting, and canstruction of the Pump
Station 1 Replacement Project:
(1) Approve the City of Redding (City) as applicant for a Service National Fish Passage
Program Base Funding Grant, administered by the U.S. Fish and Wildlife Service,
requesting up to $2 million with up to a 30 percent local match;
(2} Approve the City as applicant for a Water Supply for Environmental Flows (Stream Flow
Enhancement Program) Grant, administered by the Wildlife Conservation Board
requesting up to $5 million with up to a 30 percent 1oca1 match;
(3) Approve the City as applicant for a Transformational �Iabitat Restoration and Coastal
Resilience Grant, under Bipartisan Infrastructure Law and Inflation Reduction Act,
administered by the National Marine Fisheries Service, requesting up to $25 million with
up to a 30 percent 1oca1 match;
(4) Approve the City as applicant for a Drinking Water State Revolving Fund grant,
administered by the State Water Resources Control Board, requesting up to $40 million
with no local match;
(5) Adopt Resolution approving a financial assistance application to the State Water
Resources Control Board's State Revolving Fund for the project and authorizing the
Public Works Director or Assistant Public Works Director to sign and file necessary
applications and amendments thereto on behalf of the City of Redding; and
(6) Authorize the City Manager, or designee, to execute a11 documents necessary to apply for
the above grants, and execute any agreements necessary to implement the project should
the grant(s)be awarded.

not require a local match, but applicants who offer some local match will typically be scored and
ranked higher by the administering agencies and have a higher likelihood of receiving grant
funding.
The project is included in the Utility's current Capital Improvement Program and it has been
setting aside six percent of annual revenues for several years and accumulated a balance of
approximately$16.5 million.
City staff may request approval from City Council (Council) for application of additional grants
and/or loans for the project in the future, as opportunities are identified.

Backg�ound/Analysis
The City's Pump Station 1 (PSO1) is located on the south bank of the Sacramento River, along
the Sacramento River Trail and approximately one-quarter mile west and upriver from the
Diestelhorst and Lake Redding Bridges. It pumps water from the Sacramento River to the City's
Foothill Water Treatment P1ant (FWTP). The FWTP is the City's largest and primary water
supply, providing more than half of the City's drinking water during average and peak demands.
PSOl is the only source of raw water to the FWTP, which makes it a critical component of the
City's water supply system.
PSO1 was constructed in 1937, and has been in continual service since that time. Major
modifications were performed in 1968, 1981, and 1989, to replace aging pumps and add new
pumps to increase the station's capacity. It currently has five vertical turbine pumps and its �rm
capacity is approximately 29 million gallons-per-day. Staff plans to completely replace PSOl
because of the following general deficiencies:
• Its intake is located in a shallow area of the river that impacts its pumping capacity
depending on the status of the Anderson Cottonwood Irrigation District dam, which is
downriver;
• The existing intake and screens may not meet long-term state and federal criteria regarding
protection of endangered fish species;
• Pumping capacity will need to be increased to meet the future demands of the FWTP; and
• Based on the City's General Plan seismic hazard map, it is located in an area of high seismic
liquefaction potential and may not be adequate to withstand critical damage during an
earthquake.
On May 5, 2020, the Council authorized execution of a Consulting and Professional Services
Contract (C-8541) with Jacobs to perform an evaluation of project alternatives and prepare a
Preliminary Design Report for replacement of PSO1. Based on recommendations in the
Preliminary Design Report, the City has elected to proceed with a project alternative to replace
and relocate PSO1 at a new river trail location, approximately 1,600 feet west and upriver from
the existing station.

The new PSO1 location is in a deeper area within the Sacramento River that wi11 a11ow for better
operations and reliability. The new location is also adjacent to Jenny Creek, which presents an
opportunity for the City to restore Jenny Creek in the area, a need that state regulating agencies
have indicated the City will be required to perform, at some point. The creek restoration work
will include removal of two existing culverts and restoration to an open channel. The culverts are
currently preventing passage of Chinook salmon and steelhead into Jenny Creek. The restoration
work will reconnect spawning salmon and steelhead in the Sacramento River to Jenny Creek,
improve the pedestrian experience along the river trail, as we11 as open grant opportunities for the
proj ect.
On March 7, 2023, the Council authorized execution of an amendment to Jacobs' contract for the
second phase of professional consultant services associated with the project, including
environmental permitting, project funding assistance, right-of-way acquisition, final design, and
engineering services during bidding and construction for the selected project alternative. Under
its scope of services, J�acobs has assisted the City in identifying these grant opportunities and will
continue to assist the City with applications for the grants, if approved by the Council.
The National Fish Passage Program (NFPP) grant program provides direct technical and
financial assistance to remove instream barriers and restore aquatic organism passage and aquatic
connectivity for the benefit of Federal trust resources. It aims to maintain or increase fish
populations to improve ecosystem resiliency, provide quality fishing experiences, support the
modernization of infrastructure, and contribute to enhanced community resilience to the impacts
from climate change and other public safety hazards. NFPP funds a variety of project types
including, but not limited to, dam removals, culvert replacements, floodplain restoration, and the
installation of fishways. The Jenny Creek restoration portion of the project makes it a good
candidate to potentially receive grant funding from this program.
The Wildlife Conservation Board (WCB) was created by statute in 1947 to conserve California's
wildlife resources and provide for public recreation. WCB awards grants for fish and wildlife
habitat conservation, restoration, and for development of compatible public access facilities. Its
Stream Flow Enhancement Grant Program also presents a funding opportunity for the projeet
with the Jenny Creek restoration work included.
The Transformational I�abitat Restoration and Coastal Resilience Grant program aim is to
support transformational habitat restoration projects that restore marine, estuarine, or coastal
ecosystems, using approaches that enhance community and ecosystem resilience to climate
hazards. Tt prioritizes funding for habitat restoration actions that demonstrate significant impacts,
rebuild productive and sustainable fisheries, contribute to the recovery and conservation of
threatened and endangered species, promote climate-resilient ecosystems, especially in tribal,
indigenous, and/or underserved communities, and improve economic vitality. The project should
be a good candidate for funding from this program because of the included Jenny Creek
restoration work.
State Water Resources Control Board (SWRCB) provides drinking water State Revolving Fund
(SRF) funds for a wide range of drinking water infrastructure projects, including projects for
treatment, transmission, distribution, source, storage, consolidation, and creation of new systems.
City staff and Jacobs are confirming that the City wi11 meet disadvantaged community
requirements for loan forgiveness (grants) for this project. The City intends to apply for these
grant funds to supplement design and construction costs associated with the Pump Station 1

replacement. Prior to any SRF application submittal, an authorizing resolution is required. Staff
has prepared the attached resolution for the Council's consideration. The application resolution
also provides SWRCB staff with the assurance the City is committed to the project. The
resolution has been approved as to form by the City Attorney.
Environmental Review
This action is not a project as defined by the California Environmental Quality Act, and no
further action is required. The design and technical studies will provide the information
necessary to ensure environmental compliance as the project progresses.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING DESIGNATED CITY OFFICIALS TO FILE AN
APPLICATION FOR FINANCIAL ASSISTANCE FOR A FINANCIAL
AGREEMENT FROM THE STATE WATER RESOURCES CONTROL
BOARD TO ACCEPT AND EXPEND THOSE FUNDS IF THE
APPLICATION IS GRANTED
WHEREAS,the City of Redding(the"City}desires to apply for grant funding for its Pump Station
1 Replacement Project (the "Project"); and
WI3EREAS,the City intends to finance the planning, design, construction, and associated fees of
the Project with monies (the "Project Funds") provided by the State of California, acting by and
through the State Water Resources Control Board(the "State Water Board"); and
WHEREAS, the State Water Board may fund the Project Funds with proceeds from the sale of
obligations,the interest upon which is excluded from gross income for federal income tax purposes
(the "Obligations"); and
WHEREAS,prior to either the issuance of Obligations or the approval by the State Water Board
of the Project Funds, the City desires to incur certain capital expenditures (the "Expenditures")
with respect to the Project from available monies of the City; and
WHEREAS,the City has determined that those monies to be advanced on and after the date hereof
to pay the Expenditures are available only for a temporary period and it is necessary to reimburse
the City for the Expenditures from the proceeds of the Obligations;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redding as
follows;
1. The Public Works Director or Assistant Public Works Director (the "Authorized
Representative"), or his/her designee, is hereby authorized and directed to sign and fi1e, for
and on behalf of,the City of Redding, a Financial Assistance Application for the financing
agreement from the State Water Board for the planning, design, construction, and
associated fees of the Project.
2. The Authorized Representative, or his/her designee, is designated to provide the
assurances, certifications, and commitments required for the financial assistance
application, including executing a financial assistance agreement from the State Water
resources Control Board and any amendments or changes thereto.
3. The Authorized Representative, or his/her designee, is designated to represent the City of
Redding in carrying out the City's responsibilities under the financing agreement,
including certifying disbursement requests on behalf of the City of Redding and
compliance with applicable state and federal laws.
I HEREBY CERTIFY that the foregoing resolution was introduced at a regular meeting of the

SUBJECT: 4.11(d)--Award Request for Proposals No. 5094 and Authorize Execution of
Consultin and Professional Services Contract for the Pum House 1 Re lacement Pro�ect
Recommendation
Authorize the following actions relative to Request for Proposals (RFP) No. 5094, to provide
engineering services for the Pump House 1 Replacement Project:
(1) Award to Jacobs;
(2) Authorize the Mayor to execute the Consultant and Professional Services Contract with
Jacobs for Phase 1 (preliminary design) of the project, including project management,
data review, geotechnical investigations, survey/mapping, preliminary environmental
review, construction financing evaluation, and preparation of a preliminary design report
for replacement of Pump House 1 for a not-to-exceed fee of$488,829; and
(3) Authorize the City Manager to approve contract amendments not to exceed $150,000.
Fiscal Impact
The total project casts are expected to be roughly$30 million. Funding for this project will come
from the Water Utility Fund and the project is included in the current Capital Improvement
Program. The City of Redding (City) plans to obtain State or Federal loans and/or grants, with
the design consultant's assistance, to fund a portion of the construction costs for the project.
Should funding from loans or grants not materialize, the City may need to issue municipal bonds.
Alter�natzve Action
The City Council (Council) may choose not to award the contract for Phase 1 preliminary design
services for the project. This alternative will delay or eliminate the construction of the Pump
I�ouse 1 Replacement Project subjecting the City's water system to significant vulnerabilities
and potential regulatory action.

Background
The City's water system includes two water treatment plants, approximately 555 miles of
conveyance and distribution pipelines, 17 groundwater wells, 10 pump stations, and 12
reservoirs providing a total of 33.5 million gallons of storage. The City's Pump House 1 (PH1) is
located on the south bank of the Sacramento River, along the Sacramento River Trail and
approximately 1/4 mile upriver from the Diestelhorst and Lake Redding Bridges. It pumps water
from the Sacramento River to the City's Foothill Water Treatment Plant (FWTP), its ]argest and
primary water supply, providing more than half of the City's drinking water during average and
peak demands. PH1 is the only source of raw water to the FWTP, making it a very critical
component of the City's water supply chain.
PH1 was constructed in 1937, and has been in continual service since that time. Major
modifications were performed in 1968, 1981, and 1989, to replace aging pumps and add new
pumps to increase the station's capacity. It currently has five vertical turbine pumps and its firm
capacity is approximately 28.9 million gallons per day(MGD).
In 2002, a feasibility study entitled "Draft Feasibility Study for the City of Redding Pump House
No. 1 Fish Protection Project" (Feasibility Study) was prepared for the City by CH2M Hill (now
Jacobs). Available funding was insufficient at that time to construct a new pumping facility or
even to complete many of the recommended modi�cations. Therefore, the City was directed by
National Oceanic and Atmospheric Administration (NOAA) Fisheries to pursue an interim
retrofit solution for fish screening, which was installed at PH1 in 2006. However, the retrofitted
screens depart from standard criteria under certain river and operating conditions and as such are
not a long term solution.
City staff plans to eompletely replace PHl because of the following general deficiencies:
• Its intake is located in a shallow area of the river that impacts its capacity depending on
the status of the Anderson Cottonwood Irrigation District(ACID) dam downriver.
• The existing intake and screens may not meet long term state and federal criteria
regarding protection of endangered fish species.
• Its capacity will need to be increased to meet the future capacity of the FWTP.
• Based on the City's General Plan seismic hazard map, it is located in an area of high
seismic liquefaction potential and may not be adequate to withstand critical damage
during a design earthquake.
City staff will consider four project alternatives, or combinations thereof, for replacement of
Pump House 1, including:
• Replacement at the existing Pump House 1 location;
• Replacement at a new river trail location, approximately 2,000 feet upriver;
• Replacement at the Keswick Reservoir; and
• Replacement with a riverbank filtration collector we11 system.
Design services for the PNl replacement will be broken into two phases. Phase 1 of the design is
included in the attached Consulting and Professional Services Contract. It will incl�ude
preliminary design services for evaluation of the project alternatives, and preparation of a
preliminary design report to allow the City to determine the appropriate project alternative to
pursue.

Phase 2 of the design is not included in the attached Consulting and Professional Services
Contract. Tt will involve the detailed design, environmental compliance documentation,
permitting, project funding assistance, right-of-way acquisition, preparation of contract
documents, and design services during the bid and construction periods for the selected project
alternative. If the City is satisfied with Jacobs' services at the completion of Phase 1 (expected
spring of 2021), then staff intends to recommend at that time that the Council authorize
negotiation for an amendment with Jacobs to add Phase 2 design services to the Contract.
Otherwise, a separate RFP will be required for Phase 2 engineering services.
CONSULTANT SELECTION FROCESS
A review and selection panel was formed with �ve members from the Public Works Water and
Engineering Divisions. The panel's evaluation was based on consultants' ability and
gualifications to perform all phases of the engineering services that will be reguired, including
both Phases 1 and 2.
Four proposals, including design fees in sealed envelopes, were received on January 24, 2020.
The panel lnembers evaluated and scored each proposal based on consultants' understanding of
the project/scope, project approach, experience with fish screens, experience with riverbank
filtration collector wells, qualifications of the project team and manager, fa�niliarity with City
projects and required procedures, ability to complete projects on-time and within budget, and the
proposed teams' location. After reviewing the proposals, the panel elected to interview all four of
the firms that proposed.
Oral interviews were held on March 12, 2020, at City Hall. Each consultant team was allowed 55
minutes to provide a presentation and answer the City's questions. The questions asked were the
same for all consultant teams and were not provided to any team until they arrived for the
interview; at which time, each participant was provided the questions in writing. Review Panel
members evaluated and scored eaeh consultant team based on their presentation and responses to
the questions.
After the oral interviews, the review panel:
• Coinbined scores from the consultants' proposals and oral interview to determine their
overall score;
• Ranked consultants based on their overall score; and
• After ranking, opened consultant's sealed fee envelopes.
The panel ranked the firms as follows:

Applying the evaluation criteria to the proposals and oral interview scoring, it is the opinion of
the selection panel that Jacobs is the most qualified team to provide the required services. This
opinion is in part based on Jacobs':
• Excellent fish screen and riverbank collector well design experience and quali�cations;
• Environmental and compliance team has a proven track record with similar projects;

• Design experience in tl�e Sacramento River near the project area•,
• Creative design approach and ideas presented in their oral interview; and
• Loca1 team.
Replacement of Pump House 1 has been included in the City's Water Master Plan for several
years and is a necessary and critical improvement for the City's water supply chain. Staff
believes that Jacobs is the most qualified team to provide the required design services and
recommends that the Council authorize recommendations listed herein, including award to
Jacobs' for an amount not-to-exceed $488,829.

CITY OF REDDING
CONSULTING AND PROFESSIONAL SERVICES CONTRACT
THIS CONTRACT is made at Redding,California,by and between the City of Redding("City"),
a municipal corporation,and Jacobs Engineering Group Inc. ("Consultant")for the purpose of City
of Redding Pump Ilouse 1 Replacement Project(Phase 1-Preliminary Design).
WHEREAS, City does not have sufficient personne] to perform the services required herein
thereby necessitating this Contract for personal services.
NOW, THEREFORE, the Parties covenant and agree, for good consideration hereby
acknowledged, as follows:
SECTION 1. CONSULTANT SERVICES
Subject to the terms and conditions set forth in this Contract, Consultant shall provide to
City the services described in Exhibit A, attached and incorporated herein. Consultant shall
provide the services at the time,place and in the manner specified in Exhibit A.
SECTION 2. COMPENSATION AND REIMBURSEMENT OF COSTS
A. City sha11 pay Consultant for services rendered pursuant to this Contract, at the times
and in the manner set forth in Exhibit B, attached and incorporated herein, in a total
amount not to exceed Four Hundred Eighty-Eight Thousand Eight Hundred Twenty-
Nine Dollars ($488,829). This sum includes all out-of-pocket travel, lodging and
incidental expenses incurred by Consultant that are reasonably associated with the
provision of services under this Contract, The payments specified herein shall be the
only payments to be made to Consultant for services rendered pursuant to this
Contract.
B. Consultant sha11 submit monthly invoices to City for work completed to the date of
the invoice. All invoices shall be itemized to reflect the employees performing the
requested tasks, the billing rate for each employee and the hours worked.
C. All correct,complete and undisputed invoices sent by Consultant to City shall be paid
within thirty(30) calendar days of receipt.
D. Pursuant to Section 1781 of the Labor Code, Consultant is advised that the work
contemplated in Exhibit A,Task 2.2 and 2.3 of this contract is subject to the payment
of prevailing wages and all other requirements of the Prevailing Wage Law. The
prevailing wage of each job classification may be found by inquiry with the
California Department of Industrial Relations. Consultant shall comply with all laws
related to the performance of public work including, but not limited to, the

employment of apprentices pursuant to Section 1'7'7'7.5 of the Labor Code, work
day/week hours and overtime rates pursuant to Sections 1813 and 1815of the Labor
Code and the obligation set forth in Section 1774-1776 of the Labor Code in regards
to payment of prevailing wages and to provide the City of Redding and Department
of Industrial Relations certified payrolls when required. A certified copy of all payroll
records relative to this project shall be submitted to the City of Redding along with
the related invoice. Receipt of certified payroll records is a prerequisite to receiving
payment.
E. No Consultant or subconsultant may be listed on a bid proposal for a public works
project unless registered with the Department of Industrial Relations pursuant to
Labor Code Section 1725.5. No Consultant or subconsultant may be awarded a
contract for public work on a public works project unless registered with the
Department of Industrial Relations pursuant to Labor Code Section 1725.5. All
Consultants and subconsultants must furnish electronic certified payroll records to
the Labor Commissioner. This requirement applies to all public works projects,
whether new or ongoing. Consultant is further advised that the work contemplated
herein is subject to compliance monitoring and enforcement by the Department of
Industrial Relations.
SECTION 3. TERM AND TERMINATION
A. Consultant sha11 commence work on or about May 11, 2020, and complete said work
no later than December 31, 2021. Time is of the essence.
B. If Consultant fails to perform its duties to the satisfaction of City, or if consultant
fails to fulfill in a timely and professional manner its obligations under this Contract,
then City shall have the right to terminate this Contract effective immediately upon
City giving written notice thereof to Consultant.
C. Either Party may terminate this Contract without cause on thirty(30) calendar days'
written notice. Notwithstanding the preceding, if the term set forth in Section 3.A. of
this Contract exceeds ninety (90) calendar days in duration, Consultant's sole right
to terminate shall be limited to termination for cause.
D. Consultant hereby acknowledges and agrees that the obligation of City to pay under
this Contract is contingent upon the availability of City's funds which are
appropriated or allocated by the City Council. Should the fiinding for the project
and/or work set forth herein not be appropriated or allocated by the City Council,
City may terminate this Agreement by furnishing at least thirty (30) calendar days'
written notice of its intention to terminate. In the event of a termination pursuant to
this subdivision, Consultant shall not be entitled to a remedy of acceleration of
payments due over the term of this Agreement. The Parties acknowledge and agree
that the power to terminate described herein is required by Article 16, Section 18, of
the California Constitution, and that constitutional provision supersedes any law,
rule, regulation or statute which conflicts with the provisions of this Section.

E. In the event that City gives notice of termination, Consultant shall promptly provide
to City any and a11 finished and unfinished reports, data, studies,photographs, charts
or other work product prepared by Consultant pursuant to this Contract. City sha11
have full ownership, including, but not ]imited to, intellectual property rights, and
control of all such finished and unfinished reports, data, studies, photographs, charts
or other work product.
F. In the event that City terminates the Contract, City shall pay Consultant the
reasonable value of services rendered by Consultant pursuant to this Contract;
provided, however, that City sha11 not in any manner be 1iable for lost profits which
might have been made by Consultant had Consultant completed the services required
by this Contract. Consultant shall, not later than ten (10) calendar days after
termination of this Contract by City, furnish to City such financial information as in
the judgment of the City's representative is necessary to determine the reasonable
value of the services rendered by Consultant.
G. In no event sha11 the termination or expiration of this Contract be construed as a
waiver of any right to seek remedies in 1aw, equity or otherwise for a Party's failure
to perfor�n each obligation required by this Contract.
SECTION 4. MISCELLANEOUS TERMS AND CONDITIONS OF CONTRACT
A. City shall make its facilities accessible to Consultant as required for Consultant's
performance of its services under this Contract, and, upon request of Consultant,
provide labor and safety equipment as required by Consultant for such access.
B. Pursuant to the City's business license ordinance, Consultant sha11 obtain a City
business license prior to commencing work.
C. Consultant represents and warrants to City that it has all licenses, permits,
qualifications and approvals of any nature whatsoever that are legally required for
Consultant to practice its profession. Consultant represents and warrants to City that
Consultant sha11, at its sole cost and expense, keep in effect or obtain at all times
during the term of this Contract any licenses, permits and approvals that are legally
required for Consultant to practice its profession.
D. Consultant shall, during the entire term of this Contract, be construed to be an
independent contractor and nothing in this Contract is intended, nor shall it be
construed, to create an em�ployer/employee relationship, association, joint venture
relationship,trust or partnership or to allow City to exercise discretion or control over
the professional manner in which Consultant performs under this Contract. Any and
all taxes imposed on Consultant's income, imposed or assessed by reason of this
Contract or its performance, including but not limited to sales or use taxes, shall be
paid by Consultant. Consultant sha11 be responsible for any taxes or penalties assessed
by reason of any claims that Consultant is an employee of City. Consultant shall not

be eligible for coverage under City's workers' compensation insurance plan,benefits
under the Public Employee Retirement System or be eligible for any other City
benefit.
E. No provision of this Contract is intended to,or shal]be for the bene�t of,or construed
to create rights in, or grant remedies to, any person or entity not a party hereto.
F. No portion of the work or services to be performed under this Contract shall be
assigned, transferred, conveyed or subcontracted without the prior written approval
of City. Consultant may use the services of independent contractors and
subcontractors to perform a portion of its obligations under this Contract with the
prior written approval of City, Independent contractors and subcontractors shall be
provided with a copy of this Contract and Consultant shall have an affirmative duty
to assure that said independent contractors and subcontractors comply with the same
and agree to be bound by its terms. Consultant sha11 be the responsible party with
respect to all actions of its independent contractors and subcontractors, and shall
obtain such insurance and indemnity provisions from its contractors and
subcontractors as City's Risk Manager shall determine to be necessary.
G. Consultant, at such times and in such form as City may require, shall furnish City
with such periodic reports as it may request pertaining to the work or services
undertaken pursuant to this Contract, the costs or obligations incurred or to be
incurred in connection therewith, and any other matters eovered by this Contract.
H. Consultant sha11 maintain accounts and records, including personnel, property and
financial records, adequate to identify and account for all costs pertaining to this
Contract and such other records as may be deemed necessary by City to assure proper
accounting for all project funds. These records shall be made available for audit
purposes to state and federal authorities, or any authorized representative of City.
Consultant shall retain such records for three (3) years after the expiration of this
Contract,unless prior permission to destroy them is granted by City.
I. Consultant shall perform all services required pursuant to this Contract in the manner
and according to the standards observed by a competent practitioner of Consultant's
profession. All products of whatsoever nature which Consultant delivers to City
pursuant to this Contract shall be prepared in a professional manner and conform to
the standards of quality normally observed by a person practicing the profession of
Consultant and its agents, employees and subcontractors assigned to perform the
services contemplated by this Contract.
J. All completed reports and other data or documents, or computer media including
diskettes, and other materials provided or prepared by Consultant in accordance with
this Contract are the property of City, and may be used by City. City shall have all
intellectual property rights including,but not limited to, copyright and patent rights,
in said documents,computer media,and other materials provided by Consultant. City
shall release, defend, indemnify and hold harmless Consultant from all claims, costs,

expenses, damage or liability arising out of or resulting from City's use or
modification of any reports, data, documents, drawings, specifications or other work
product prepared by Consultant,except for use by City on those portions of the City's
project for which such items were prepared.
K. Consultant, including its employees, agents, and subconsultants, shall not maintain
or acquire any direct or indirect interest that conflicts with the performance of this
Contract. Consultant shall comply with a11 requirements of the Political Reform Act
(Government Code § 8100 et seq.) and other laws relating to conflicts of interest,
including the following: 1) Consultant shall not make or participate in a decision
made by City if it is reasonably foreseeable that the decision may have a material
effect on Consultant's economic interest, and 2) if required by the City Attorney,
Consultant shall file financial disclosure forms with the City Clerk.
SECTION 5. INSURANCE
A. Unless modified in writing by City's Risk Manager, Consultant shall maintain the
following noted insurance during the duration of the Contract:

3. Statutory Workers' Compensation required by the Labor Code of the State of
Ca]ifornia and Employers' Liability Insurance in an amount not less than
$1,000,000 per occurrence. Both the Workers' Compensation and Employers'
Liability policies shall contain the insurer's waiver of subrogation in favor of
City, its elected officials, officers, employees, agents and volunteers;

4. Professional Liability (Errors and Omissions) Insurance, appropriate to
Consultant's profession, against loss due to error or omission or malpractice
in an amount not less than $1,000,000.
5. The City does not accept insurance certificates or endorsements with the
wording "but only in the event of a named insured's sole negligence" or any
other verbiage limiting the insured's insurance responsibility.
C. Any deductibles or self-insured retentions must be declared to and approved by City.
At the option of the City, either: the insurer sha11 reduce or eliminate such deductibles
or self-insured retentions as respects the City, its elected officials, officers,
employees, agents and volunteers; or the Consultant shall procure a bond
guaranteeing payment of losses and related investigations, claims administration and
defense expenses.
D. The General Liability sha11 contain or be endorsed to contain the following
provisions:
l. City, its elected officials, officers, employees, and agents are to be covered as
additional insured as respects liability arising out of work or operations
performed by or on behalf of Consultant; premises owned, leased or used by
Consultant; or automobiles owned, leased, hired or borrowed by Consultant.
The coverage shall contain no special limitations on the scope of protection
afforded to City, its elected officials, officers, employees, agents and
volunteers.
2. The insurance eoverage of Consultant shall be primary insurance as respects City, its
elected officials, officers, employees, agents and volunteers. Any insurance
or self-insurance maintained by City,its elected officials,officers,employees,
agents and volunteers, shall be in excess of Consultant's insurance and shall
not contribute with it.
3. Coverage shall state that the insurance of Consultant shall apply separa�ely to each
insured against whom claim is made or suit is brought, except with respect to
the limits of the insurer's liability.
4. Each insurance policy required by this Contract sha11 be endorsed to state that
coverage shall not be canceled except after thirty (30) calendar days' prior
written notice has been given to City. In addition, Consultant agrees that it
sha11 not reduce its coverage or limits on any such policy except after thirty
(30) calendar days' prior written notice has been given to City.
E. Insurance is to be placed with insurers with a current A.M.Best's rating of no less
than A-VII.
F. Consultant shall designate the City of Redding as a Certi�cate Holder of the

insurance. Consultant sha11 furnish City with certif"icates of insurance and original
endorsements effecting the coverages required by this clause. Certificates and
endorsements shall be furnished to: Risk Management Department, City of Redding,
777 Cypress Avenue, Redding, CA 96001. The certificates and endorsements for
each insurance policy are to be signed by a person authorized by the insurer to bind
coverage on its behalf. All endorsements are to be received and approved by the
City's Risk Manager prior to the commencement of contracted services. City may
withhold payments to Consultant if adequate certificates of insurance and
endorsements required have not been provided, or not been provided in a time]y
manner.
G. The requirements as to the types and limits of insurance coverage to be maintained
by Consultant as required by Section 5 of this Contract, and any approval of said
insurance by City, are not intended to and will not in any manner limit or qualify the
liabilities and obligations otherwise assumed by Consultant pursuant to this Contract,
including, without limitation, provisions concerning indemnification.
H. If any policy of insurance required by this Section is a"claims made"policy,pursuant
to Code of Civil Procedure § 342 and Government Code § 945.6, Consultant shall
keep said insurance in effect for a period of eighteen(18)months after the termination
of this Contract.
I. Tf any damage, including death, personal injury or property damage, occurs in
connection with the performance of this Contract, Consultant sha11 immediately
notify City's Risk Manager by telephone at (530) 225-4068. N�o later than three (3)
calendar days after the event, Consultant shall submit a written report to City's Risk
Manager containing the following information, as applicable: 1)name and address of
injured or deceased person(s); 2)name and address of witnesses; 3)name and address
of Consultant's insurance company; and 4) a detailed description of the damage and
whether any City property was involved.
SECTION 6. INDEMNIFICATION AND HOLD HARMLESS
A. Consistent with California Civil Code § 2782.8, when the services to be provided
under this Contract are design professional services to be performed by a design
professional, as that term is defined under Section 2782.8, Consultant sha11, to the
fullest extent permitted by law, indemnify protect, defend and hold harmless, City,
its elected officials, officers, employees, and agents, and each and every one of them,
from and against a11 actions, damages, costs, liability, claims, losses, penalties and
expenses (including, but not limited to, reasonable attorney's fees of the City
Attorney or legal counsel retained by City, expert fees, litigation costs, and
investigation costs) of every type and description to which any or all of them may be
subjected by reason of, or resulting from, directly or indirectly, the negligence,
recklessness, or willful misconduct of Consultant, its officers, employees or agents
in the performance of professional services under this Contract, except when liability
arises due to the sole negligence, active negligence or misconduct of the City.

B. Other than in the performance of professional services by a design professional,
which is addressed solely by subdivision (A) of this Section, and to the fullest extent
permitted by law,Consultant shall indemnify protect,defend and hold harmless,City,
its elected officials, officers, employees, and agents, and each and every one of them,
from and against all actions, damages, costs, liability, claims, losses, penalties and
expenses (including, but not limited to, reasonable attorney's fees of the City
Attorney or legal counsel retained by City, expert fees, litigation costs, and
investigation costs) of every type and description to which any or all of them may be
subjected by reason of the performance of the services required under this Contract
by Consultant its officers, employees or agents in the performance of professional
services under this Contract, except when liability arises due to the sole negligence,
active negligence or misconduct of the City.
C. The Consultant's obligation to defend, indemnify and hold harmless shall not be
excused because of the Consultant's inability to evaluate liability. The Consultant
shall respond within thirty (30) calendar days to the tender of any claim for defense
and indemnity by the City,unless this time has been extended in writing by the City.
If the Consultant fails to accept or reject a tender of defense and indemnity in writing
delivered to City within thirty (30) calendar days, in addition to any other remedy
authorized by law, the City may withhold such funds the City reasonably considers
necessary for its defense and indemnity until disposition has been made of the claim
or until the Consultant accepts or rejects the tender of defense in writing delivered to
the City,whichever occurs first. This subdivision shall not be construed to excuse the
prompt and continued performance of the duties required of Consultant herein.
D. The obligation to indemnify, protect, defend, and hold harmless set forth in this
Section applies to all claims and liability regardless of whether any insurance policies
are applicable. The policy limits of said insurance policies do not act as a limitation
upon the amount of indemnification to be provided by Contractor.
E. City shall have the right to approve or disapprove the legal counsel retained by
Consultant pursuant to this Section to represent City's interests. City shall be
reimbursed for all costs and attorney's fees incurred by City in enforcing the
obligations set forth in this Section.
SECTION 7. CONTRACT INTERPRETATION,VENUE AND ATTORNEY FEES
A. This Contract shall be deemed to have been entered into in Redding, California. All
questions regarding the validity, interpretation or performance of any of its terms or
of any rights or obligations of the parties to this Contract sha11 be governed by
California law. If any claim, at law or otherwise, is made by either party to this
Contract, the prevailing party shall be entitled to its costs and reasonable attorneys'
fees.
B. This document, including all e�iibits, contains the entire agreement between the

parties and supersedes whatever oral or written understanding each may have had
prior to the execution of this Contract. This Contract shall not be altered, amended or
modified except by a writing signed by City and Consultant. No verbal agreement or
conversation with any official, officer, agent or employee of City, either before,
during or after the execution of this Contract, sha11 affect or modify any of the terms
or conditions contained in this Contract, nor shall any such verbal agreement or
conversation entitle Consultant to any additional payment whatsoever under the
terms of this Contract.
C. No covenant or condition to be performed by Consultant under this Contract can be
waived except by the written consent of City. Forbearance or indulgence by City in
any regard whatsoever shall not constitute a waiver of the covenant or condition in
question. Until performance by Consultant of said covenant or condition is complete,
City shall be entitled to invoke any remedy available to City under this Contract or
by law or in equity despite said forbearance or indulgence.
D. If any portion of this Contract or the application thereof to any person or circumstance
shall be invalid or unenforceable to any extent, the remainder of this Contract shall
not be affected thereby and shall be enforced to the greatest extent permitted by law.
E. The headings in this Contract are inserted for convenience only and shall not
constitute a part hereof. A waiver of any party of any provision or a breach of this
Contract must be provided in writing, and shall not be construed as a waiver of any
other provision or any succeeding breach of the same or any other provisions herein.
F. Each Party hereto declares and represents that in entering into this Contract, it has
relied and is relying solely upon its own judgment, belief and knotivledge of the
nature, extent, effect and consequence relating thereto. Each Party further declares
and represents that this Contract is made without reliance upon any statement or
representation not contained herein of any other Party or any representative, agent or
attorney of the other Party. The Parties agree that they are aware that they have the
right to be advised by counsel with respect to the negotiations, terms, and conditions
of this Contract and that the decision of whether or not to seek the advice of counsel
with respect to this Contract is a decision which is the sole responsibility of each of
the Parties. Accordingly, no party shall be deemed to have been the drafter hereof,
and the principle of 1aw set forth in Civil Code § 1654 that contracts are construed
against the drafter shall not apply.
G. Each of the Parties hereto hereby irrevocably waives any and all right to trial by jury
in any action, proceeding, claim or counterelaim, whether in contract or tort, at law
or in equity, arising out of or in any way related to this Agreement or the transactions
contemplated hereby. Each Party further waives any right to consolidate any action
which a jury trial has been waived with any other action in which a jury trial cannot
be or has not been waived.
�I. In the event of a conflict between the term and conditions of the body of this Contract

and those of any exhibit or attachment hereto, the terms and conditions set forth in
the body of this Contract proper shall prevail. In the event of a conflict between the
terms and conditions of any two or more exhibits or attachments hereto, those
prepared by City shall prevail over those prepared by Consultant.
SECTION 8. SURVIVAL
The provisions set forth in Sections 3 through 7, inclusive, of this Contract shall survive
termination of the Contract.
SECTION 9. COMPLIANCE WITH LAWS -NONDISCRIMINATION
A. Consultant sha]1 comply with a11 applicable laws, ordinances and codes of federal,
state and local governments.
B. In the performance of this Contract, Consultant shall not discriminate against any
employee or applicant for employment because of race, color, ancestry, national
origin,religious creed, sex, sexual orientation, disability, age,marital status,political
affiliation, or membership or nonmembership in any organization. Consultant sha11
take affirmative action to ensure applicants are employed and that employees are
treated during their employment without regard to their race, color, ancestry,national
origin,religious creed, sex, sexual orientation, disability, age,marital status,political
affiliation, or membership or nonmembership in any organization. Such actions sha11
include, but not be limited to, the following: employment, upgrading, demotion or
transfer, recruitment or recruitment advertising, layoff or termination,rates of pay or
other forms of compensation and selection for training.

B. When the Mayor is signatory to this Contract, the City Manager and/or the
Department Director having direct responsibility for managing the services provided
herein shall have authority to execute any amendment to this Contract which does

This letter presents Jacobs Engineering Group, Inc.'s(JACOBS) proposed Scope of Engineering Services
(Exhibit A)for the Pump House 1 Replacement Project- Phase 1 Pretiminary Design(Project).We are proposing
to perform the work under the City of Redding Consulting and Professional Services Agreement on a not-to-
exceed time and materials basis per the rate schedute(Exhibit B).
Per Request for Proposal(RFP) No. 5094,the effort associated with this Project will require two separate phases.
Phase 1 will involve preliminary design (alternatives evaluation)services and preparation of a Preliminary Design
Report(PDR)with recommendations. Phase 2 will involve the detailed design,environmental compliance
documentation, permitting, project funding assistance, right-of-way acquisition,and preparation of contract
documents,as well as design services during the bid and construction periods for replacement of Pump House 1
(PS1}and installation of a new raw water pipeline,as required.The City witl issue a contract for Phase 1. If the City
is satisfied with the PDR and the JACOBS services to that point,the City intends to provide JACOBS a contract
amendment to work on Phase 2.
Project Introduction
The City of Redding(City) P51 supplies approximately 28.9 million gallons per day(mgd)of Sacramento River
water to the Foothill Water Treatment Ptant(FWTP)through two 30-inch-diameter pipelines. It is the primary
detivery source and a critical component for the FWTP. PS1 is currently Located on the right bank(looking
downstream)of the Sacramento River along the Sacramento River Trait approximately 0.25 miles upstream of
the Diestelhorst Bridge.
P51 is scheduled for replacement based primarily on the following:
• Current location is within significant habitat for endangered winter-run salmon and the current screening is
not optimat for species protection and does not meet state and federat fishery criteria.
■ Limited intake capacity during low river stages due to shallow river depth during times when the Anderson-
Cottonwood Irrigation District(ACID)diversion dam flashboards are not in place.This situation makes the
City dependent on ACID operations at the diversion dam,which typically has flashboards installed only from
April to November.

recommended that the structure be evatuated for its ability to withstand damage during a design
earthquake.
• Proposed FWTP expansion up to a capacity of 42 mgd per the City's Water Master Plan.
• Limited workspace for maintenance around the pumping units and other equipment.
The objective of Phase 1 Preliminary Design is to provide review of atternatives,sufficient engineering, major
design elements,economic information,and screening the alternatives so the City can decide how to proceed

The purpose of this subtask is to provide for the initiation and overall management of Project activities.An
overall schedule and work plan wilt be developed and implemented so that work activities are completed in an
integrated and timely manner. ln addition,this task includes those elements necessary to manage, tead,and
controt the Project.
JACOBS wiLl furnish project management services for the Project,as follows:
• Status Reporting—Monitor budget,progress,and schedule. Monitor work efforts and evaluate actual versus
planned progress.Changes in scope will be communicated to the City. Provide verbal progress reports to the

Subtask 2.2 Geotechnical Investigations
JACOBS wiLl perform geotechnical and geophysicat investigations necessary to provide sufficient data for
Phase 1.
Geophysical refraction surveys wilt be performed to provide profites with well-contrasted changes in seismic
vetocity that faci�itates interpretation of subsurface stratigraphy.The seismic ve�ocity of the rock will evatuate the
feasibiLity of excavation,or excavatability,of the rock and feasibility of driving sheet piles for scour protection
and cofferdam construction.
One geophysical refraction survey line is proposed for each Alternative 1 and Alternative 2 (two lines total),but
no survey tines will be provided for either Alternative 4 or Alternative 5.The survey reveals subsurface strata to
the anticipated excavation depth. Following the comp�etion of the geophysical survey, up to two soit borings wi�t
be dri�led adjacent to the river trail at the location of the proposed pump station.
The potential for liquefaction wilt be evatuated from the borehole data,as liquefaction mitigation would
significantly contribute to the cost of the alternative. Samples are tested in the laboratory to evaluate their
cansistency and properties.
Up to two sai�borings totat wilt first be dritted at two potential cotlector wett sites.The sites are identified as Area
4 in the 1972 report to the City by Ranney,and an area on the south side of the river near the ACID Fish Screen.
If the soi�barings find adequate sands and gravels are present for a potentiat cottector we��and the City approves
the pumping weLL site, up to one 12-inch-diameter pumping well wiLL be completed.
Three observation wells would be instatted at approximate radial distances between 30 to 150 feet from the
pumping/test well at a location approved by the City.These wells would be used to monitor how the water table

The purpose of this task is to evaluate the environmentaL viabitity and issues related to each proposed
atternative.JACOBS will perform a screening-level review of the biological and cultural impact potential for each
site based upon readily available data and technical experience in the Project area.This indudes for each site:
• One-day reconnaissance level site visit with Catifornia Natural Diversity Data Base(CNDDB)and
Biogeographic Information and Observation System Database(BI05)data reviews for any potential
endangered or listed species within each Project.
■ Identification of the Likety Area of Potential Effect(APE)and initial review by a JACOBS archaeotogist and
cultural resources specialist.Catifornia Historical Resource Information System(CHRIS)surveys will likely
onty be compteted for the selected alternative in Phase 2.
• Review of water rights and evaLuation for change in point-of-diversion.
• Pretiminary detineation of the Ordinary High-Water Mark(OWHM) is performed for an engineering
alternatives review. Detailed wetland delineation and permitting is completed in Phase 2 once the Project is
defined.
• Coordination with National Marine Fisheries Service(NMFS),California Department of Fish&Wildtife
(CDFW),and United States Army Corps of Engineers(USACE)to determine the preliminary feasibility of each
selected alternative.
• Gather information related to existing river bank collector well systems adjacent to anadromous waterways
in northern Catifornia and analyze their permitting and regulatory challenges.
Assumptions:
■ Least Environmentally Damaging Practicable Alternative(LEDPA)document will not be completed in Phase
1. LEDPA analysis will be included in Phase 2 if individual permit cannot be avoided from USACE.

Task 5— Preliminary Design Report
The purpose of this task is to provide the City of Redding with a PDR with the preferred alternative for the City to
consider for Phase 2 Finat Design.
JACOBS wiLL follow a three-phase process for delivery of the preliminary design for the Project.This process
includes producing pre�iminary deliverabtes at three phases of the design(Draft, Pre-Final,and Final Preliminary
Design).At the Draft and Pre-Final phases,JACOBS witl provide information for review and provide for resotution
of key issues before proceeding to the next phase.The information collected,and the concepts defined in each
consecutive phase,will form the basis for subsequent work.
Each phase will include specific deliverables,which are identified in the fotlowing subtasks. Design review
workshops(at City Hall)with the City of Redding will be conducted at criticat design mitestones as identified in
the following subtasks.The City of Redding will provide comments to JACOBS within 3 weeks of receiving the
documents.
Project Design Criteria
The Project design criteria will be developed for evaluating the atternatives and will be induded in the PDRs.
Engineering design criteria will address resource agency criteria,structurat,civil,geotechnicat, mechanical,
etectrical,conveyance pipeline,cost and financial analysis,and construction elements.Operations criteria will
encompass diversion requirements and other operations to maintain water deliveries during construction.
Development and Evatuation of Alternatives and Components
Alternatives will be developed in concert with the City.JACOBS anticipates up to four alternatives will be
evaluated per the project design criteria.JACOBS will prepare information associated with each alternative to
provide information for a project workshop with the City and agencies to ensure consensus of alternatives.
JACOBS witt evaluate design criteria and prepare conceptual design documents for the alternatives and
components.Conceptual design documents witt include approximately three drawings per atternative:site p�an,
facility Layout plan,cross sections, river and screen criteria,construction phasing approach, operations and
maintenance(0&M),construction cost estimates,and life-cycle cost wilt be included in the PDRs.
JACOBS will provide a dearLy defined ranking system and rank the four atternatives based on performance,
capital and operating costs, environmental impacts,and other factors that should be considered.

normal industry standards. Estimates will be formatted in accordance with the Project design CSI specification
format and segregated by facitity.Where sufficient detailed information is tacking to obtain reasonably accurate
prices of materials a contingency allowance may be applied. Escalation allowances wiLl be used to provide an
opinion of the estimated construction costs at the midpoint of construction.
This report is expected to be a working document at this stage of design.
JACOBS wit�facititate a Pretiminary Design Workshop with the City and agencies to review the preliminary design
and receive input from the City and agencies.

The Scope of Engineering Services shall be considered complete when final deliverables are deemed acceptable
by the City. Efforts will be made by the JACOBS to complete the work in a timely manner. However, it is agreed
that the JACOBS cannot be responsible for delays occasioned by factors beyond JACOBS control,or factors which
would not reasonably have been foreseen at the time this Scope of Engineering Services was executed.
Budget
The budgetary amount for professionat services and expenses are provided in Exhibit B.JACOBS will make
reasonabte efforts to complete the work within the budget.JACOBS is not obligated to incur costs beyond the
indicated budget,as may be adjusted,and the City of Redding is not obligated to pay JACOBS beyond these
limits.
The rates as shown in Exhibit B will be escalated for year 2021,while not exceeding the authorized total amount.
In the event that a task or subtask is complete and the task or subtask budget is not fully spent, upon City
approvat, remaining funds may be transferred to other tasks which might require additional budget,while not
exceeding the authorized total amount.
Additional Services Not Included
The services described below are not inctuded in this Scope of Engineering 5ervices but can be performed if
requested and approved by City and JACOBS.Time,scope,and fee have not been budgeted for the tasks listed
hereunder.Authorization to proceed shall be in the form of an amendment to this Scope of Engineering Services
specifying the work to be performed and the additionat payment for such services rendered.
