Recommendation Approve the cancellation of Youth Services Contract (C-9273) effective June 30, 2024, between the City of Redding and Youth Violence Prevention Council dba Youth Options Shasta; and authorize the Mayor to sign the cancellation letter. Fiscal Impact The funds used to pay for the services of Youth Violence Prevention Council of Shasta County (Youth Options Shasta) were received through the American Rescue Plan Act. The contract can be extended beyond June 30,2024, for two one-year extensions at a cost of$30,000 annually. Alternative Action The City Council (Council) cauld choose not to cancel the contract with Youth Options Shasta and continue with the contract. However, there is currently no identified funding source to support an extension. Background/Analysis Youth Options Shasta is a local non-profit corporation whose mission is to promote a safe and healthy community by providing positive options for youth. They provide a variety of educational programs to youth and administer the Shasta County Peer Court Program. They have worked with the City of Redding's (City) City Manager's office in completing items in their proposed contract's scope of work. Some of the notable events that were performed by Youth Action Council include: Report to Redding City Council May 16,Z024 Re: 4.1(d)--Cancellation of contract with Youth Violence Prevention Council Page 2 • Open House in the City Hall Community Room (August 2022); • Pizza with the City(October 2022); • Election Video Project (November 2022); • Presentation to City Council regarding their work over the last year(February 2023); • Foxtail Park Cleanup (March 2023); • Youth Summit on Vaping & Our Youth (September 2023); • Presented to City Council in regards to density of tobacco establishments and youth access (October 2023); • Spoke at Redding City Council meeting regarding tobacco (February 2024); and • Attended Youth Quest in Sacramento (March 2024). Youth Options Shasta has been heavily involved in the effort to promote tobacco awareness and has created a relationship with the Shasta Coun�y Office of Education (SCOE). Youth Options Shasta is acting as SCOE's Youth Tobacco advisory board and they have been active with the City and Shasta County's Tobacco and Obesity Prevention LTnit. The City is actively working on best ways to save funding and is projecting a budget shortfall. The City is reviewing contracts and services and what can be removed from the current budget to save future revenues. Environmental Review This is not a project defined under the California Environmental Equality Act, and no further action is required. Fiscal Impact The contract with the Youth Violence Prevention Council of Shasta County dba I'outh Options Shasta will cost $30,000 per year for two years and is an approved expenditure from the funds received through the American Rescue Plan Act. The contract provides the option for two one- year extensions; each extension will cost$30,000 annually. Alte�native Action The City Council (Council) could choose not to enter into this contract with Youth Options Shasta. In the event the Council wishes to provide youth programming, additional staff would likely be needed to adequately perform services for youth in an effective manner. The Council might alternately direct City of Redding (City) staff to pursue alternative contract terms or options for providing youth programs at the City. Backg�ound/Analysis The Council adopted, at its meeting on March 15, 2022, a resolution to approve the mid-year budget adjustments and the American Rescue Plan Act expenditures. The Council approved, by resolution, the allocation of funding to support youth programs centered on civic engagement and career pathway training for youth in Redding. Following Council direction, City staff negotiated an agreement with Youth Options Shasta to provide management and the Report to Redding City Council March 28,ZOZ2 Re: 4.1(a)--Contract with Youth Options Shasta Page 2 programmatic elements of a Youth Action Council and a series of related youth civic engagement and learning opportunities. Youth Options Shasta is a local non-profit corporation whose mission is to promote a safe and healthy community by providing positive options for youth. The Board of Directors is comprised of community leaders including representation from law enforcement, government, business, education, medical, and faith sectors of Shasta County. It provides a number of educational programs to young people in and around the City of Redding, including administering the Shasta County Peer Court program. The proposed scope of work for Youth Options Shasta includes developing training and programmatic elements that engage youth and teach them about local government processes. The vision of this effort is to create an opportunity for youth to actively participate in local government processes in a meaningful way, while learning about relevant and current issues and providing insight that is available and impactful for both the Council and City staff. Aspects of the program will include opportunities for participants to engage with elected officials, a variety of City staff, and other City partners and stakeholders as they explore various topics related to local government. 1Vlentorship is a key component of this program and the scope of work calls for the program to develop program elements that help participants learn how to leverage their experiences and learning to prepare for their future in education, employment, or training. Youth Options Shasta will be responsible for leading the marketing and outreach related to this effort and will provide regular updates to the Council regarding program outcomes. Youth Options Shasta will assist the participants of the Youth Action Council in the creation and maintenance of a web-page and social inedia pages and actively market these programs across various mediums including television, radio, and engagement with local schools. The scope of work currently calls for Youth Options Shasta to increase awareness of the City's youth programs and career opportunities in 1oca1 government by organizing "Careers in City Government" events either at schools or in the community at large.
