Fiscal Impact There is no fiscal impact. Any Redding Police Department (Police Department) staff involved will be working regularly scheduled shifts or working during personal time. Alternative Action The City Council (Council) could choose to not recognize California Peace Officers' Memorial Day, Shasta County Peace Officers' Memorial Day, and/or National Police Week. Backg�ound/Analysis The Police Department requests the Council adopt the attached Resolution proclaiming May 5-6, 2024, as California Peace Officers' Memorial Days; May 16, 2024, as Shasta County Peace Officers' Memorial Day; and May 12 through 18, 2024, as National Police Week. As of April 2, 2024, there were 30 1aw enforcement line of duty deaths in the United States. According to the Officer pown Memorial Page, there were 1361ine of duty deaths in the United States in 2023, 7 of which were in California. This year 30 officers have already lost their lives in the line of duty. To honor law enforcement officers slain in the line of duty, Congress has proclaimed the week of May 12 through 18, 2024, as National Police Week. Report to Redding City Council Apri129,2024 Re: 4.9(a)--Resolution re California Peace Officers'Memorial Days Page 2 Each year, the Shasta County Peace Officer's Memorial Commi�tee cond�ucts a memorial ceremony. The ceremony is held in honor of the officers killed in the line of duty over the history of Shasta County; to date, there have been 16 deaths with no local fatalities in 2023. The ceremony will be held at the front steps of the former Shasta County Courthouse, 1500 Court Street, Redding, at noon on May 16, 2024. Environmental Review This is not a project defined under the California Environmental Quality Act, and no further action is required. Attachments ^Resolution RESOLUTION NO. 2024- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING PROCLAIMING MAY 5 THROUGH MAY 6, 2024, AS "CALIFORNIA PEACE OFFICERS' MEMORIAL DAYS;" MAY 16, 2024, AS "SHASTA COUNTY PEACE OFFICERS' MEMORIAL DAY;" AND MAY 12 THROUGH MAY 18, 2024, AS "NATIONAL POLICE WEEK" IN THE CITY OF REDDING WHEREAS, May 5-6, 2024, have been designated by the California State Legislature as California Peace Officers' M�emorial Days; and WHEREAS, the week of May 12 through May 18, 2024, has been designated "National Police Week"by both an Act of Congress and Presidential Proclamation; and WHEREAS,in 2023, 136 officers were killed nationwide,with 7 California officers being killed in the line of duty; and WHEREAS, the safety of our citizenry greatly depends on the services of the Redding Police Department,the Shasta County Sheriff's Department,and the Anderson Police Department, as well as the many county, state and federal agencies that make up the law enforcement community in Shasta County; NOW, TI3EREFORE, BE IT RESOLVED that the City Council of the City of Redding hereby proclaims May 5-6, 2024, as "California Peace Officers' Memorial Days;" May 16, 2024, as "Shasta County Peace Officers' Memorial Day;" and May 12 through 18, 2024, as "National Police Memorial Week" in the City of Redding. BE IT FURTHER RESOLVED that the City Council urges residents and civic organizations to salute this City's dedicated law enforcement professionals by attending the Shasta County Peace Officers' Memorial, and directs that all City of Redding flags be flown at half-staff on May 16, 2024, in honor of the peace officers killed in the line of duty during 2023.
