Funds for South Cit Park
Recommendation
Adopt Resolution approving and adopting the 41 St Amendment to City Budget Resolution No.
2023-060 appropriating $1,100,000 for the City of Redding (City) South City Park Revitalization
Project funded by $300,000 from the City's Park In-Lieu fund and $800,000 from the City's
Park Development fund.
Fiscal Impact
The funds requested for the $l.l million appropriation come from revenue collected from Park
In-Lieu and Park Development fees. Community Services Department staff is requesting to
appropriate �1,100,000 for the South City Revitalization Project funded by $300,000 from the
Park In-Lieu fund and $800,000 from the Park Development fund. Fee revenue is used to acquire
necessary parkland, develop new parks, or increase the capacity of existing facilities.
Preconstruction and construction activities for the South City Park revitalization project are
appropriate uses of these funds. Staff identified these funding sources in previous staff reports
and grant applications as matching funds for the project.
In October of 2023, the United States Department of Housing and Urban Development approved
a $2.4 million Community Development Block Grant Section 108 Loan. The Section 108 Loan
wi11 fund the design and construction of infrastructure improvements at South City Park. In 2023,
staff applied for and recently received notice of an award for an Outdoor Recreation Legacy
Partnership program (ORLP) grant through the Nationa] Park Service for $3.5 million. The
program requires a 50% match ($3.5 million) for the project's total budget of $'7 million.
Considering the proposed City of Redding (City) funds, Section 108 loan, and grant award, the
available project funds will total $7 million, fulfilling the match reguirement.

Alternative Action
The City Council (Council) could decline to adopt the budget resolution for the project, which
would require the Community Services Department to find an alternate funding source to
complete the project, or provide staff with an alternate direction.
Backg�ound/Analysis
At their June 21, 2022 meeting, Council approved a concept to reimagine South City Park and
authorized staff to refine the concept, develop a plan, and estimate project costs with assistance
from Project for Public Spaces. To move forward with the design process, on January 16, 2024,
Council awarded the architectural and engineering services to design South City Park to Gates &
Associates. The first phase of implementing the project, estimated to cost $7 million, will include
the following elements of the South City Park design and reactivation plan:
• Destination playground with spray/misting/water feature;
• Arrival and activities plaza;
• Flex greenspace;
• Pickleball court complex;
• Youth area, including a skate plaza, basketball court, lounge areas, climbing, and rope
features;
• New restrooms;
• Improvements and renovations to the existing K1 baseball field and bocce ba11 courts;
• Conversion of existing pathways to a walking/jogging loop with wayfinding and distance
markers;
• Lighting and landscaping throughout;
• Small dog park; and
• Removal of the existing tennis courts and basketball courts.
With the upcoming ORLP grant award, the City must now substantiate its match sources as it
begins to incur projeet expenses and execute contracts with the grant agency. For this purpose,
two internal funds are generally available for park construction. First, Park In-Lieu Fees, which
are collected when a subdivision map is recorded and are assigned to one of four geographic
areas, or quadrants, based on the subdivision's location. Fees are spent only on park
improvements within that part of the City, which, in this case, is the City's southwest auadrant.
Secondly, the Park Development Fund, which collects impact fees on residential and commercial
(including office and industrial) building permits to mitigate the impacts to the existing park
system and offset the costs of developing new and/or improving existing parkland. Funding the
design and construction of the revitalization of South City Park is an appropriate use of both
funding sources.
Environmental Review
This action is not a projeet as defined under the California Environmental Quality Act(CEQA),
and no further action is required On December 6, 2022, Council found that the project is
categorically exempt from review under the CEQA Guidelines,per Sections 15301(d) —Existing
Facilities, 15302(c) — Replacement or Reconstruction, and 15303(d & e) - New Construction or
Conversion of Existing Structures.

SUBJECT: 4.6(a)--Award RFP Schedule 5418 for Architectural and Engineering Services for
South Cit Park
Recommendation
Authorize the following actions relative to Request for Proposals Schedule No. 5418,
Architectural and Engineering Design Services for the South City Park Project:
(1) Award to Gates &Associates;
(2) Authorize the City Manager, or designee, to execute a Consulting and Professional
Services Contract with Gates &Associates for an amount not to exceed $623,050; and
(3) Authorize the City Manager, or designee, to approve any amendments up to $62,300.
Fiscal Impact
The cost of the architectural and engineering design far the South City Park Project is estimated
at $623,050. The City of Redding (City) currently has $3.5 million in identified funding for the
project, which is anticipated to cost a total of$'1 million. In October of 2023, the United States
Department of Housing and Urban Development approved a $2.4 million Community
Development Block Grant Section 108 Loan. The Section 108 Loan will fund the design and
construction of infrastructure improvements at South City Park. The remaining funding
identified for the project consists of$1.1 million in Park Development and In-Lieu funds. Staff
has applied for multiple grants to make up the $3.5 million difference and expeets awards to be
announced in January 2024.
Since South City Park is not part af a landscape maintenance district, the new park facilities wi11
require further funding for operations and maintenance. Anticipated maintenance costs will be
explored as part of the City's unmet needs workshop in March.
Alternative Action
The City Council (Council) could choose not to award the cantract to Gates & Associates and
provide staff with an alternate direction.

Background/Analysis
At their June 21, 2022 meeting, the Council approved a concept to reimagine South City Park
and authorized staff to refine the concept, develop a program, and estimate project costs with
assistance from Project for Public Spaces. At the December 6, 2022 Council meeting, Council
approved the resulting South City Park Activation Plan and a grant application for the Outdoor
Recreation Legacy Partnership (ORLP) program. Staff submitted the ORLP grant application,
and CA State Parks recommended it to National Parks Service for the next competitive round.
An announcement is expected in January 2024.
Staff is beginning the design process for the project, which is estimated to cost $7 million for the
following components of the South City Park Design and Activation Plan:
• Destination playground with spray/misting/water feature;
• Arrival and activities plaza;
• Flex greenspace;
• Pickleball court complex;
• Youth area, including a skate plaza, baske�ball court, lounge areas, climbing, and rope
features;
• Improvements and renovations to existing restrooms, baseball field, and bocce ball
courts;
• Conversion of existing pathways to a walking/jogging loop with wayfmding and distance
markers;
• Lighting and landscaping throughout;
• Sma11 dog park; and
• Removal of the existing tennis courts and basketball courts.
As part of the design process, the City must contract with qualified design firms to create
buildable plans for project construction as outlined above. On October 23, 2023, the City issued
a Request for Proposal (RFP) for architectural and engineering services to design South City
Park. The RFP resulted in five firms submitting proposals, listed as follows:
• Gates &Associates;
• NJA Architecture;
• Melton Design Group;
• Roach & Calnpbell; and
• CALA.
A �hree-member selection panel, consisting of City staff from the Engineering Division and the
Community Services Department, evaluated the proposals based on the criteria outlined in the
RFP. The criteria consisted of project understanding, project approach, responsible personnel,
project schedule and related experience, which included a minimum of three references.
Following the review of the proposals and ranking by staff, the group selected Gates &
Associates as their overall recommendation.

It was the opinion of the selection panel that Gates & Associates delnonstrated an ability to meet
the objectives of the RFP, fully understood the activation plan, and related the importance of
creating the perception of safety through design. The consultant had several examples of park
projects and many with similar renovations. Their team makeup also scored highly. They were
one of only two consultants that submitted proposals with a team that included a skate park
design firm, which will be necessary for the youth area's skate plaza. Lastly, when City staff
contacted their references, Gates & Associates were highly recommended by previous clients.
The RFP is a qualification-based selection process. Following the proposal review and coming to
a group consensus, staff evaluated the cost proposal and determined the proposed costs are
consistent with pre-proposal estimates and they provide good value for the services included.
Additionally, Gates &Associates' cost proposal was the lowest received.

Recommendation

Fiscal Impact
Approving the conceptual plan has na direct fiscal impact. This decision will set a course in
motion to secure the funding necessary to construct this park design.
The Outdoor Recreation Legacy Partnership (ORLP) Program grant application will request up
to $3.5 million to begin phase one construction of the South City Park (Park) improvements. The
ORLP Program requires a 50 percent match, which will be sourced from the CDBG Section 108
Loan authorized by the City Council (Council) at the November 1, 2022, meeting and additional
park development and grant funds. Funding for phase two elements of the Park project will
reguire alternate funding sources and/or additional grants.

Background/flnalysis
South City Park, Redding's oldest park, is nearly 100 years old and is uniquely poised to serve
the community. It has, within its boundaries, a baseball fie1d, bocce ball courts, tennis courts, a
basketball court, walkways, and open grassy areas for picnicking, sitting, and other informal
uses. In recent years, community utilization decreased, and the Park needed revitalization to
return to its original vibrancy. On November 16, 2021, staff presented a proposal to the Council,
recommended by the Community Services Advisory Commission, to conduct a broad
community engagement effort regarding the future of the Park.
Since the City Council approved a thorough community process to address the future of the Park
in November 2021, the Community Services Department has launched a series of engagements.
Three open houses were conducted — two in-person and on-site and another through Zoom.
Coinmunity Services Department staff led discussions and used pop-up boards to collect data
that reflects the priorities of the community. Staff also created an online survey in order to reach
greater community engagement and reach those who were not able to be heard or were unable to
attend open houses. From December 1 through J�anuary 19, the public survey collected almost
1,300 responses. Results highlighted the difficulty in accessing the park by foot or bike and the
perception of a current lack of safety when utilizing the Park.
Staff retained the services of Project for Public Spaces (PPS), a multi-disciplinary firm that has
facilitated many public placemaking community engagement efforts, published multiple studies
and reports on the subject, and assisted communities in reactivating neglected public spaces. PPS
made two extended site visits and convened over a dozen focus groups as well as key interviews.
At the June 16, 2022, meeting, the Council approved a coneept to reimagine the Park and
authorized staff to refine the eoncept, develop a program, and estimate project costs with PPS.
At the Council meeting on November 15, 2022, the Council requested the item be reconsidered
at the December 6, 2022, meeting.
The consideration is for the updated conceptual plan, including a revised layout including:
• Arrival and activities plaza(7,300 sq. ft.)
• Destination playground (25,200 sq. ft.)
• Multi-use pavilion(4,500 sq. ft.)
• Covered porch (1,600 sq. ft.)
• Flex lawn (26,500 sq. ft.)
• Pickleball Courts (17,280 sq. ft,)
• Youth area (12,000 sq. ft.)
• Fenced dog area (6,000 sg. ft.)

The design draws from over 40 years of placemaking work in communities large and small,
focused on bringing neglected and underutilized spaces back to life. It ]ayers a variety of
activities, age groups, active and passive uses, and schedules to build an attractive and active
public space. The design for the Park creates a new focal entry point, a circulation pattern, an.
arrangement of activity spaces, and other necessary features such restrooms, storage, tables,
chairs, benches, bike racks, and portable play items.
The suggested program matrix (page 28-31) includes a variety of daily, weekly, monthly, and
annual events with seasonal offerings such as musical performances, specialty markets, lawn
game tournaments, chili cook-offs, Paesano Days, Library programs, and more.
Construction costs are estimated at $8-$10 mi]lion, which exceeds the existing $2.5 miIlion
budget, and staff is seeking additional funding to begin engineering and construction of the plan.
The ORLP is a National Park Service (NPS) grant program focusing on communities with little
to no access to nearby, publicly available, outdoor recreation opportunities in urban areas. The
program funds the acquisition or development of new parks and substantial park renovations in
economically disadvantaged cities or towns of at least 30,000 people. I7se of this grant source
will require the City to ensure that South City Park remain an outdoor recreation use area into
perpetuity.
ORLP includes two competitive processes. California's Department of Parks and Recreation
reviews applications, selects finalists, and then forwards the finalists to the National Park Service
for a nationwide review. Applications are due December 15, 2022, and the estimated award date
is January 1, 2024. The application will request approxiinately $3.5 million to implement phase
one of construction, which could include features such as the playground, pickleball courts, flex
lawn, entry plaza, and youth area. Staff anticipates needing additional funding sources for the
remaining project elements that will be considered by the Council at a future meeting.
Envi�^onmental Review
Staff has determined that the project is categorically exempt from review under the California
Environmental Quality Aet (CEQA) Guidelines, per Sections 15301(d) — Existing Facilities,
15302(C) — Replacement or Reconstruction, and 15303(d & e) - New Construction or
Conversion of Existing Structures. Class 1 exemptions include the minor alteration of existing
public structures and facilities. Class 2 exemptions consists of replacement or reconstruction
where the new structure will be loeated on the same site and will have substantially the same
purpose and capacity, Class 3 exemptions consist of construction and location of new small
facilities and equipment, or conversion of existing structures. The existing park will be renovated
to meet public recreational needs with modern accessible amenities that meet public safety
standards. The project will be located on the same site, will have the same purpose and capacity,
and will result in a negligible expansion of use. The action area does not have significant values
for wildlife habitat or other environmental resources and the project has no potential to have a
significant effect on the environment.
If the City receives a grant, the National Park Service wi11 conduct a coordinated National
Environmental Policy Act (NEPA) review with the City. No fiirther action is required at this
time.

SUBJECT: 4.2(c)-Consider adopting Resolution for the Community Development B1ock
Grant Section 108 Guaranteed Loan.
Recommendation
Approve and authorize the following actions related to the Community Development Block
Grant Section 108 Loan Guarantee Program to assist with the South City Park Redevelopment
Project:
(1) Adopt Resolution accepting a Section 108 Program Loan,pledging the City of Redding's
general fund ($240,000) as security, and authorizing the City Manager to execute a
United States Department of Housing and Urban Development Section 108 Contract,
Note, and related documents containing that pledge;
(2) Adopt Resolution approving the 19th Amendment to City Budget Resolution No. 2023-
060 appropriating $2,698,000 for the revised Section 108 Program funding of the South
City Park Project and establishing a Section 108 payment guarantee for Fiscal year 2023-
24;
(3) Find that applying for and accepting grant funding is not considered a project under the
California Environmental Quality Act; and
(4} Find that applying for and accepting grant funding is exempt under the National
Environmental Policy Act under Title 24 CFR 58.34(a)(3).
Fiscal Impact
The proposed amaunt af funds to be barrowed from the United Sta�es Department of Housing
and Urban Development (HUD) under the Community Development Block Grant (CDBG)
Section 108 Loan Guarantee Program (Section 108) is $2,458,000 for the South City Park
Project (Project). It is proposed that the funds wi11 be drawn down in five installments. Each
installment is charged a two percent processing fee plus $70. The amount of interest charged on
the overall balance of the funds is based on the Three-month Treasury Bill Rate plus 35 basis
points or presently, about 5.675 percent. Repayment is based on a 20-year loan term. Each year,
interest only payments will be paid quarterly with a principal payment due in August of each
year. Based on the most recent calculation by the Finance Department, the highest annual
payment, taking into consideration both interest and principal is approximately $240,000.

The City of Redding (City) is also required to provide collateral for the ]oan_ It is requested that
the City set-aside General Fund dollars as security for the loan. This "Pledge" must be placed
into the City's budget year-after-year, for the 20-year loan term, as a line item. The risk to the
City's General Fund is low as the City has been an entitlement jurisdiction, receiving annual
CDBG funding allocations, for more than 40 years.
Each year the CDBG Section 108 payment wi11 be included in the Annua] Action Plan as a
project. Payment of the Section 108 Loan will decrease the amount of CDBG funds available to
other infrastructure projects by the amount of the annual payment.
The Section 108 draws will be done on a reimbursement basis. The initial draw should be
received within 45 days of request and subsequent draws should be received in seven days.
Alternative Action
The City Council (Council) may choose not to accept the terms of the CDBG Section 108. Not
accepting the proposed terms will jeopardize the ability of the City to complete the South City
Park Renovation Project's current scope. Either the scope of the Project would need to be
substantially reduced, or the Project may not proceed altogether, depending on other grant
funding earmarked for the Project.
Background/Analysis
In September 2019, as part of the Block 7 North Block Development Agreement approval, staff
was authorized to apply for a Section 108 loan in the amount of$3,500,000. In August 2022, the
Council approved the Section 108 financing terms and conditions and adopted Resolution No.
2022-085, authorizing the City Manager to execute all necessary documents or contracts to
obtain the loan. However, in November 2022, the CDBG Section 108 loan funds via Resolution
No. 2022-ll 5 were re-appropriated to the Project.
In September 2023, the City's Housing Division submitted a revised Section 108 application in
the amount of $2,458,000 to fund the Project. As part of the Section 108 loan process, a
resolution must be considered by Council. If the Section 108 Loan and noted terms are approved
by Council, staff will send the Resolution and related doculnents to I�UD. HUD will review the
documents and confirm the funding commitment and interest rate calculations. Once approved,
I�UD will forward the Section 108 Loan agreement and associated documents back to the City
for City Manager signature.
Envi�^onmental Review
Applying for and accepting funding is not considered a praject under the California
Environmental Quality Act (CEQA).
Under the National Environmental Policy Ac� (NEPA), administrative and management
activities such as applying for and accepting funding are considered exempt activities.
Site specific environmental studies are in progress for South City Park Redevelopment Project,
and CEQA/NEPA determinations will be made prior to executing any construction contracts.
