Recommendation Adopt Resolution authorizing the City Manager, or designee, on behalf of the City of Redding as the Administrative Entity for the NorCal Continuum of Care (CoC) to execute contracts or agreements, of any amount, approved by the CoC Executive Board; and authorize City of Redding Housing Division staff to administer, monitor and report on the respective contracts and/or agreements. Fiscal Impact Adopting the resolution wi11 not impact the general fund as the City af Redding (City) as the Administrative Entity (AE) to the NorCal Continuum of Care (CoC) is funded for administrative and project costs through various CoC grants. Alte�native Action City Council (Council) may choose not to approve authorizing the City Manager for the City as the AE to exeeute contracts or administer grant funds for the CoC - this decision would be in conflict with the memorandum of understanding previously executed with the CoC. �3ackground/flnalysis The CoC's seven-member Executive Board (Executive Board) is the governing body for the CoC and consists of representatives voted in by the CoC Advisory Boards, as outlined in the Governance Charter. On September 19, 2023, Council approved the City becoming the AE to the CoC for a two-year term; authorized the City Manager to negotiate and sign a Memorandum of Understanding with the CoC's Executive Board; and provided authority to the City Manager for grant application submissions and subsequent appropriation of funds on behalf of the CoC. To memorialize this election by the Executive Board, staff is requesting Council formally sign a resolution detailing the City Manager's authority with regard to con�racts and fiscal authorities as related to the CoC. Environmental Review Applying for and administering grant funding is not considered a project under the California Environmental Quality Act. Applying for and administering grant funding is considered an exempt activity under the National Environmental Policy Act, 24 CFR 58.34(a)(3). Attachments ^Resolution COC Signature Authority MOU NorCal CoC RESOLUTION NO. 2024- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING APPROVING THE CONTRACT SIGNATURE AUTHORITY AND GRANT APPROPRIATION OF THE CITY MANAGER WITH REGARD TO THE NORCAL CONTINUUM OF CARE WI3EREAS, on September 19, 2023, the City Council authorized the City of Redding ("City") to serve as the interim Administrative Entity for the NorCal Continuum of Care ("CoC") Executive Board for a two-year term; authorized the City Manager to negotiate and sign a Memorandum of Understanding with the NorCal Continuum of Care outlining the respective roles and responsibilities of the City of Redding as the NorCa1 Continuum of Care's Administrative Entity; and authorized the City Manager to submit applications or documents necessary to apply for grants that become available on behalf of the NorCal Continuum of Care; and WHEREAS, the City of Redding and the CoC Executive Board have executed a Memorandum of Understanding dated February 29, 2024, to document each party's duties and responsibilities; and WI-IEREAS, on April 18, 2024, the CoC Executive Board additionally clarified and approved the City of Redding's City Manager or designee as signatory for a11 NorCa1 Continuuin of Care agreements and applieations; and WI-IEREAS, the CoC Executive Board has the ultimate authority to appropriate those grants allocated to the CoC from Federal, State and Local sources; and WHEREAS, the City of Redding has City Council-approved contract processing guidelines that limit the City Manager contract signature authority for City Contracts to $200,000, unless otherwise approved by City Council; and WHEREAS, the City of Redding as Administrative Entity to the NorCa1 Continuum of Care will need the City Manager or designee to sign contracts in excess of$200,000; NOW, THEREFORE,BE IT RESOLVED that the City Council of the City of Redding hereby authorizes the City Manager or designee to submit grant applications, appropriate, administer and implement grant projects and execute all agreements or contracts, regardless of contract award amounts, for the NorCal Continuum of Care.
