Fiscal Impact The City of Redding's (City) parking system requires payment during weekdays from 8:00 a.m. to 6:00 p.m., with an exception for holidays. The current parking rate is $1 per hour. Not collecting a parking fare, systemwide, for four hours on a weekday is anticipated to result in a loss of revenue of no more than $800. Alternative Action The City Council (Council) may choose not to approve the Parking Fee Holiday and continue with the paid parking system during the time of the Asphalt Cowboys Pancake Breakfast (Pancake Breakfast). Backg�ound/Analysis The Asphalt Cowboys have been serving the community with the annual pancake breakfast since the 1950s. This event is well recognized and attracts nearly 10,000 participants as we11 as dozens of vol�unteers and support personnel. In the last few years, the event relocated from Market Street in front of the Cascade Theatre to the newly reintroduced section of Market Street between Butte and Yuba Streets. Report to Redding City Council Apri130,2024 Re: 4.12(d)--Parking Fee Holiday for Asphalt Cowboys Pancake Breakfast Page 2 With the new parking strategy being implemented for just over a year in the Downtown area, the Asphalt Cowboys' organization remains concerned that paid parking may hinder community participation for the event. The Asphalt Cowboys' organization has submitted the attached letter requesting the City not to charge for parking in the downtown core during the event hours, for not only this year, but also for future instances of the event. At its regular meeting on May 2, 2023, Council approved a Paid Parking Holiday for the 2023 annual pancake breakfast. Feedback to staff from community members indicated that the stay on paid parking largely affected their attendance at the event. With the positive feedback received from the community, staff remains supportive of the annual request, as this event is truly unique in both size and scale as well as the long-standing tradition the citizens of Redding expect and support. It wi11 not be the intent of staff to entertain similar requests for events in the future that are smaller in scale and do not meet the same time-honored tradition standards as the pancake breakfast. Staff is considering bringing forth an Ordinance at the next parking program update ]ater in the year for Council to consider a permanent parking holiday for the annual pancake breakfast along with other necessary changes to the parking strategy. Environmental Review This action is not a project as defined by the California Environmental Quality Act, and no further action is required.
