Recommendation
Accept Bid Schedule No. 5265 (Job No. 2644), Bechelli Lane/Loma Vista Traffic Signal,
awarded to Crosspoint General Engineering, as satisfactorily complete, with a final cost of
$484,864.16.
Fiscal Impact
Citywide Transportation Impact Fee (TIF) funding in the amoun� of$575,000 was approved for
this project for Fiscal Year 2022-23. The total project cost, including surveying, design, bidding,
construction, field engineering, inspection, and contract administration, is $484,86416.
Alternative Action
The City Council (Council) may choose not to accept the project as satisfactorily complete, and
advise staff on how to proceed.
Background/Analysis
Crosspoint General Engineering has completed all items of work on the Bechelli Lane/Loma
Vista Signal as of December 19, 2023, which was within the contract time frame. The project
warranty period expires one year from the completion date.
At its meeting of May 3, 2022, the Council awarded a construction contract to Crosspoint
General Engineering of Palo Cedro, for $337,500 and approved a $34,000 construction
contingency fund. Also authorized was $87,000 for contract administration and construction
inspection fees and $58,000 for project development costs, and the City Manager was authorized
to approve additional increases in either the construction management or construction
contingency amounts up to a total of$15,000, for a total authorized amount of$531,500. Project
development costs include engineering, environmental, and consultant services. During
construction, there were three change orders in the amount of $9,364.16, leaving a balance of
$24,635.84 in the contingency fund. The final project cost was $484,864.16.

The project involved the installation of a traffic signal at the intersection of Bechelli Lane and
Loma Vista Avenue. Additional items of work at the intersection included installation of
internally illuminated street name signs, radar detection, and pedestrian push buttons providing a
fully operational traffic signal.
Environmental Review
This action, project acceptance, is not a project as defined by the California Environmental
Quality Act (CEQA). On May 3, 2022, the Council determined that the Bechelli Lane/Loma
Vista Signal Project is categorically exempt from review under CEQA, pursuant to Section
15301(c) — Existing Facilities and Section 15303(d) — New Construction or Conversion of
Existing Structures. No further action is re9uired.

Recommendation
Authorize the following actions relative to Bid Schedule No. 5265 (Job No. 2644), Bechelli
Lane/Loma Vista Traffic Signal (Project):
(1) Award to Crosspoint General Engineering in the amount of$337,500;
(2) Approve an additional $8'7,000 to cover the cost of contract administration and inspection
fees;
(3) Approve �34,000 to provide construction contingency funding;
(4) Approve $58,000 for project development costs;
(5) Authorize the City Manager to approve additional increases, in either the construction
management or construction contingency amounts, up to a total of$15,000; and
(6) Find that the Project is categorically exempt from review under the California
Environmental Quality Act per Section 15301(c) — Existing Facilities and Section
15303(d)—New Construction or Conversion of Existing Structures.
Fiscal Impact
The Bechelli Lane/Loma Vista Traffic Signal Project is being funded by the Citywide
Transportation Impact Fee (TIF) Program. Project cost components are estimated, and some
shifting of the funds may be necessary to balance the project within the approved budget.

Alternative Action
The City Council may choose to not award the project, in which case, traffic signal mitigation
measures for River Crossing Marketplace (RCM) development would not be constructed. The
RCM Project is currently under construction and not installing this traffic signal could jeopardize
future occupancy of the development.
BackgNound/Analysis
The RCM development will result in additional transportation impacts on the surrounding
roadways. One of the mitigation measures identified during project entitlements to alleviate these
impacts includes the installation of a traffic signa] at the intersection of Bechelli Lane and Loma
Vista Avenue. Additional items of work at the intersection include installation of internally
illuminated street name signs, radar detection, and pedestrian push buttons providing a fu11y
operational traffic signaL The RCM project has deposited with the City of Redding (City) its fair
share portion of the project cost based on the traffic impact analysis report, and the remaining
costs will be paid by the City's TIF program.
Attached is a tabulation of bids opened on April 14, 2022. The low bid in the amount of
$337,500 was received from Crosspoint General Engineering, of Palo Cedro, California. The
engineer's estimate was $357,500. Total project development costs for this project are estimated
to be $58,000. Project development eosts include engineering, environmental, and consultant
services.
Staff has determined that the project quali�es as Categorically Exempt from environmental
review under California Environmental Quality Act Guidelines Section 15301 and 15303. The
project area does not have significant values for wildlife habitat or other environmental
resources, and the project has no potential to have a significant effect on the environment.
