The meeting was called to order at 6:09 p.m. by Mayor Tenessa Audette with the following Council
Members present: Michael Dacquisto, Mark Mezzano, Jack Munns, and Julie Winter.
Also present: City Manager Barry Tippin, Assistant City Manager Steve Bade, City Attorney
Christian M. Curtis, City Clerk Sharlene Tipton, and Executive Assistant Erin Barnhart.
The Pledge of Allegiance to the Flag was led by Mayor Pro Tempore Munns.
The Invocation was provided by Redding Police and Fire Department Chaplain, Jen McCloskey.
PUBLIC COMMENT
Marjy Cantrell opined that the selection of Mayor violated the Brown Act, and noted that the train
bridge adjacent to Lake Redding Park should be inspected due to heavier loads and more frequent
use.
Alex Bielecki spoke out against the local and national news outlets and opined that they are
continuing to promote war and political conflict.
CONSENT CALENDAR
The following matters were considered inclusively under the Consent Calendar and each Report
to City Council (staff report) is incorporated herein by reference:
4(a). Approve Minutes: Regular Meeting of November 21, 2023; Regular Meeting of December
5, 2023; Regular Meeting of December 19, 2023; Special Meeting - Closed Session of
January 16, 2024; Regular Meeting of January 16, 2024; Special Meeting — Closed Session
of February 6, 2024; Regular Meeting of February 6, 2024; Special Meeting — Closed
Session of February 20, 2024; and Regular Meeting of February 20, 2024.
4.1(a). Authorize the Mayor to send Letters of Support to United States Senators Alex Padilla and
Laphonza Butler for funding support to expand Simpson University's nursing programs.
4.1(b). Authorize and approve the following actions: (1) adopt Resolution No. 2024-017, a
resolution for the City Council of the City of Redding, to authorize the City Manager, or
designee, to submit a grant application for the State of California's Department of Housing
and Community Development Prohousing Incentive Program, and if awarded, execute any
agreements and subsequent documentation to facilitate acceptance of the grant; and (2) find
that applying for grant funding is not considered a project under the California
Environmental Quality Act.
4.5(a). Acknowledge the upcoming annual City of Redding Far Nor Cal Regional Science Bowl
to be held on Saturday, March 9, 2024, at Shasta College.
4.8(a). Authorize and approve the following for the Redding Fire Department: (1) approve
submittal of a grant application to the Federal Emergency Management Agency Assistance
to Firefighters Grant in the amount of $440,000 with a ten percent match requirement. The
funds requested will cover vital training for the department and cancer screening as
recommended by the National Fire Protection Agency; and (2) approve the International
Association of Fire Fighters as the sole source provider of Fire Ground Survival Training
should grant funds be awarded.
4.15(a).Adopt new City of Redding Personnel Policy — Hybrid/Remote and Remote Work Program
Policy allowing remote work for City of Redding employees for select assignments.

A MOTION WAS MADE by Council Member Mezzano, seconded by Council Member
Munns, that the foregoing items on the Consent Calendar be accepted, acknowledged,
adopted, approved, and/or authorized as recommended.

NOES: Council Members — None
ABSTAIN: Council Members — None
ABSENT: Council Members — None
Resolution No. 2024-018 is on file in the Office of the City Clerk.

There being no further business at the hour of 6:20 p.m., Mayor Audette declared the meeting
adjourned.
